Admin Announces Massive Plan to REPLACE Food Stamps

A new plan from the Trump administration could replace food stamps for good with something

that his critics should have a hard time opposing: Actual food going to people who need it.

According to Fox Business, part of the president�s 2019 budget proposal will be a program called

�America�s Harvest Box,� run by the Department of Agriculture.

�It would provide 16.4 million households, about 81% of current food stamp recipients,

with boxes of non-perishable food items grown by U.S. farmers in place of some of their

SNAP aid,� Fox Business reported, using the acronym for the Supplemental Nutrition

Assistance Program, the official name for food stamps.

The reform would apply to households that receive more than $90 a month in food stamp

benefits, according to Politico.

The plan would deal with one of the major criticisms of the SNAP program: the fact that

recipients can spend their food stamps on whatever foods they choose.

We�ve heard the horror stories about lobster and filet mignon being purchased with SNAP

credits, but those are rare.

The most worrying thing may be the most popular item purchased with food stamps: soda.

While conservatives generally aren�t in favor of using government to regulate health

outcomes in terms of what foodstuffs people buy, when those foodstuffs are being bought

with government money � which is to say, our money � citizens have every right to

demand that items that provide limited nutritive value while contributing to negative health

externalities (which will likely also cost government money) aren�t covered under the

program.

And then there are the abuses of the food stamp program, such as shop owners illegally

buying the credits from recipients for cash and then using the credits to stock their

stores.

America�s Harvest Box would aim to end, or at least curb, both of those abuses.

�Items that could be included in a government-issued food box are grains, peanut butter, canned

meat, canned fruits and vegetables, juice and other shelf-stable products,� Fox Business

reported.

�The government would decide what to include based on nutrition guidelines utilized for

other, existing programs, such as the Emergency Food Assistance Program, and the Food Distribution

Program on Indian Reservations.�

Estimates are that America�s Harvest Box could save the government $129.2 billion over

the next decade if implemented, partially due to the fact that it could leverage its

buying power for the 41 million individuals in SNAP as of November 2017, as opposed to

those people buying individually.

Whether or not the America�s Harvest Box idea gains any traction remains to be seen.

The White House�s budget suggestions are just that � suggestions.

Spending bills, including the yearly budget, originate in Congress, which is often loath

to cede its budget-making purview to the White House even after the budget proposal is submitted.

That being said, America�s Harvest Box is one of the most innovative proposals we�ve

seen regarding entitlements in decades, probably since the sweeping welfare reforms of the

1990s.

Not only does it save money, it solves many of the issues that have plagued the SNAP program

in recent years.

And the best part � at least from the GOP�s perspective � is that it puts the Democrats

in the unenviable position of arguing against fresh, healthy food and for a program rife

with abuse.

And argue they no doubt will, should America�s Harvest Box make it to the floor.

Naturally, the media will take the Democrat side, as this preemptive New York Times strike

shows.

However, in a world of Amazon drones and Blue Apron dinners, one imagines technical hurdles

will be far less daunting than opponents will make them out to be.

Given that the American people have demanded changes in SNAP, which has morphed into one

of the most bloated and abused programs in the federal firmament, America�s Harvest

Box might just be the directionnutritional assistance is headed.

This week, Donald Trump's administration unveiled his horrific budget for the year 2019.

Of course, obviously Democrats were upset about the fact that not only does this budget

cut vital social programs here in the United States but that it also is going to balloon

the deficit by well over $1 trillion.

Well, as the week progressed, it turns out it wasn't just Democrats who are upset with

the President over this horrible budget, Republican groups decided to speak out as well.

One of the first groups was the House Freedom Caucus, which is basically the Tea Party members

of the House of Representatives, who are upset about the fact that Donald Trump and the rest

of the Republican Party suddenly don't care about deficits.

But more important than that little Freedom Caucus is the fact that The Heritage Foundation

decided to post an op-ed on thehill.com where they talked about how horrible this Republican

budget truly is from a fiscal, purely fiscal, perspective.

Now, The Heritage Foundation is obviously one of the most powerful and influential Republican

think tanks in the United States, and even they are not on board with the President's

budget.

But in their little op-ed, they decided to say that both parties are to blame even though

Republicans control the House and the Senate and the White House and the Supreme Courts

and the majority of state legislators, blah, blah, blah.

But regardless, The Heritage Foundation is unhappy and they think that both parties share

equal portions of the blame.

Now, I understand why they're unhappy.

I just don't agree with their reason for being unhappy.

Yeah, it's bad that it balloons the deficit, I get that, but that is also something that

can be addressed with future administrations.

What can't be addressed, what can't be fixed, are the cuts that President Trump wants to

make to social programs such as Social Security, Medicaid, Medicare, funding for the arts,

cutting PBS and NPR's funding 100%.

Those are things that are going to devastate people, cutting away their health insurance,

taking away those Obamacare subsidies like this budget wants to do.

People could die as a result of not having health insurance.

We've seen people in the last week die even though they had health insurance but they

still couldn't afford their medications.

That's what we're looking at here with this budget.

And another part of the budget, they want to send boxes of food to food stamp recipients

rather than giving them money because they don't even trust them.

That Republican talking point of these people on food stamps buying lobster tails and champagne

has apparently penetrated the Republican Party's budget, and now they want to spend them a

monthly ration of canned goods because they don't trust them enough to use that money

to buy food.

This is a heartless budget.

It's not just awful, and it certainly isn't just awful for the reasons that The Heritage

Foundation pointed out in their little op-ed.

Nobody's buying their nonsense.

This group pushed for tax cuts, they pushed for increases in military spending, then suddenly

when they get everything they want and realize that, yeah, it's going to destroy the economy,

then suddenly they're anti-budget.

They want everything that is in this Republican budget.

Their little op-ed is just a publicity stunt so that when the economy crashes, they have

a little bit of clearance to say "Hey, told you so."

Senate blocks Trump backed bill to protect Dreamer and make steep cuts in legal immigration - Duration: 4:17.

The Senate on Thursday killed four immigration bills, including a Republican measure backed

by President Trump and a competing bipartisan proposal, both of which would have offered

legal protections to undocumented immigrants who came to the U.S. as children.

The Senate's failure to reach a consensus on the volatile issue of immigration puts

those immigrants in jeopardy of deportation starting March 5, when the White House plans

to rescind their Obama-era legal protections.

It's unclear what, if anything, the House will do to address the issue.

Thursday's Senate votes came after the White House mounted an all-out, scorched-earth campaign

to defeat the bipartisan proposal.

Top Trump administration officials lobbied senators to take their names off that bipartisan

bill, with White House officials suggesting that lawmakers were either misinformed or

misrepresenting the legislation's intent and impact.

And Trump himself weighed in via Twitter just as the Senate was about to begin voting, saying

the bipartisan plan would be a "total catastrophe."

The bipartisan bill, unveiled Wednesday night by a group of 16 senators, would have provided

a pathway to citizenship for the DREAMers, those undocumented immigrants who came to

the U.S. as children.

The bill would have also allocated $25 billion to strengthen security at the southern border

with Mexico, limited family-based immigration, and barred the parents of DREAMers from becoming

citizens.

"This is the only bill that has a chance to get through the United States Senate,"

Sen. Angus King, I-Maine, a lead sponsor of the bill told reporters before Thursday's

vote.

Unlike the GOP-controlled House, which can pass legislation with the support of the majority

party, most major pieces of legislation require 60 votes in the Senate and therefore bipartisan

support.

Republicans hold only 51 seats in the Senate, so any of the four bills would have needed

bipartisan support.

The White House slammed King's bill and threatened a presidential veto.

"This Amendment would drastically change our national immigration policy for the worse

by weakening border security and undercutting existing immigration law," a statement from

the White House said.

The Department of Homeland Security said the bill "would be the end of immigration enforcement

in America."

Sen. Lindsey Graham, R-S.C., a co-sponsor of the bipartisan bill who has had an on-again-off-again

relationship with the president, urged him to reverse course.

"Mr. President you're being led down a path where you won't get a result.

Reject this kind of engagement with the Congress," Graham said Thursday.

"What's wrong with Washington?

You give (the Department of Homeland Security) $25 billion of the money they ask for and

they slam you."

President Trump instead backed a more restrictive Senate bill, which was also defeated on Thursday.

That proposal, sponsored by Republicans on the Senate Judiciary Committee, would have

granted eventual citizenship to 1.8 million of the DREAMers and given Trump his requested

$25 billion for immigration enforcement, including funding for a wall along the U.S. southern

border.

It also would have met Trump's demands for changes to family-based immigration, or what

Republicans call "chain migration," and ended a diversity visa lottery system.

That bill would have cut legal immigration by at least 25%.

The Senate also rejected two narrower bills: one to create path to citizenship for the

DREAMers and improve border security, and a second to withhold funding from "sanctuary

cities" which limit local police officers' cooperation with federal immigration authorities.

With the four failed votes Thursday afternoon, the Senate is left with no clear path to address

the fate of the DREAMers, and the House has not yet scheduled a vote on

the issue.
