Trump Puts His Money Where His Mouth Is, Donates 4th Quarter Salary to Infrastructure Plan

White House press secretary Sarah Huckabee Sanders announced on Tuesday that President

Donald Trump will donate his 2017 fourth-quarter salary to the Department of Transportation

to help rebuild the nation�s infrastructure.

The pledge came the day after the Trump administration rolled out its $1.5 trillion infrastructure

plan.

�To cure decades of neglect, we are committed to quickly building a safe, reliable and modern

infrastructure to meet the needs of the American people and to fuel economic growth.

And to help make this possible, we have a very special announcement today,� Sanders

said during the daily news briefing.

�In keeping with his campaign pledge, the president donates his salary on a quarterly

basis to further work being done on important projects.

Most recently, the President donated his third-quarter salary to help the Department of Health and

Human Services combat the opioid epidemic,� she added.

Previous quarters� donations have gone to the Department of Education to support a science

summer camp and to the National Park Service for restoration projects at the Antietam National

Battlefield.

The president earns $400,000 per year, or $100,000 per quarter.

Today, the president is proud to donate his fourth-quarter salary � 2017 salary to the

Department of Transportation to support their programs to rebuild and modernize our crumbling

infrastructure,� Sanders said.

Transportation Secretary Elaine Chao accepted the donation at the White House briefing room.

�Infrastructure is the backbone of our economy, and it�s key to keeping our country competitive,�

Chao said.

�The president�s proposal will create new jobs, strengthen our economy, and improve

the quality of life for everyone.�

Trump stated on Wednesday that his administration�s infrastructure plan represents the �biggest

and boldest infrastructure initiative in at least the last half-century.�

The $1.5 trillion dollar plan, which was released on Monday, calls for $200 billion to be spent

by the federal government on infrastructure over the next 10 years.

The rest of the money would come through partnerships with state and local governments, as well

as private entities.

One-quarter of the federal money � $50 billion � will be devoted to rural infrastructure

projects.

The bulk of that money will be allocated to state governors to direct where it is most

needed.

The spending on the federal level would begin in the fiscal year 2019 in the amount of $21

billion.

The Trump plan also calls for a streamlining of the permitting process to a two-year time

window, instead of the current system, which can 10 or more years.

Trump stated on Monday, �We can�t give you money, and you�re going to take 15 years

to get a permit.�

�In one state, it took 17 years for a basic roadway to get a permit, and the cost was

many, many, many times what it was supposed to be.

And we can�t have that,� he said.

First lady Melania Trump eschewed the traditional South Lawn couple's walk to Marine One on Friday amid another adultery allegation scandal, opting instead to drive separately ahead of President Donald Trump.

"With her schedule it was easier to meet him on the plane," Stephanie Grisham, the first lady's communications director, said in a statement.

Melania Trump does plan to accompany her husband when he visits with victims of the mass shooting in Parkland, Florida, a White House official told CNN.

Earlier Friday, The New Yorker published a report based on a handwritten account from Karen McDougal who detailed her alleged affair with Donald Trump for nine months from June 2006 to April 2007, when Trump was two years into his marriage with Melania Trump.

The document was provided to The New Yorker by McDougal's friend, but she confirmed to the magazine that the handwriting in the document is hers.

A White House spokesperson denied the affair in a statement to the magazine. "This is an old story that is just more fake news. The President says he never had a relationship with McDougal," the spokesperson said.

This isn't the first break with tradition the first lady has showed in the wake of allegations of her husband's indiscretions. She drove separately from the President to the US Capitol to attend the State of the Union address on January 30.

The White House said the unusual move was so she could attend a reception with the guests joining her in the first lady's box and connect with them on a more personal level.

But it marked her first public event after The Wall Street Journal first reported a payment made to porn star Stormy Daniels, who allegedly had an affair with Trump in 2006, four months after Melania Trump gave birth to the couple's only son, Barron.

The President has denied the affair took place. But The Wall Street Journal reported Trump's attorney Michael Cohen paid Daniels $130,000 to keep it covered up. Cohen also released a statement on behalf of Daniels calling the report "absolutely false."

Cohen has admitted paying her the money out of his own pocket, however. Melania Trump was reportedly "blindsided" by the reports of the payoff and "furious" with the President, two people close to the couple told The New York Times.

The far left mainstream media pushed another lie on Thursday, the day after 19-year-old

Nikolas Cruz murdered 17 students and adults in Parkland, Florida.

ABC, NBC and CBS all pushed the same lie that President Trump and the GOP made it easier

for the mentally ill to buy guns.

Of course, the truth is just the opposite.

Decades of failed liberal policy have made it difficult to force people with severe mental

diseases to be treated or institutionalized.

And society has to deal with the carnage.

Fresh off their disinformation campaign in the immediate aftermath of the Parkland, Florida

school shooting in which they falsely claimed there had been 18 school shootings this year,

the three major network news outlets (ABC, CBS, and NBC) moved on to another fake news

topic they wanted to push on the American people: President Trump and the GOP made it

easier for mentally ill people to buy guns.

The accusation that a bill designed to remove restrictions and allow the mentally ill to

purchase guns was passed by the GOP and signed by President Trump had long been debunked.

As the National Review�s Charles C.W. Cooke wrote over a year ago, what got removed was

�in layman�s terms: The rule would have allowed bureaucrats within one of our federal

agencies to bar American citizens from exercising a constitutional right � and on the highly

questionable grounds that to be incapable of managing one�s finances is, by definition,

to be a �mental defective.��

And the bill wasn�t even supported by the NRA.

But it was supported by the liberal ACLU and the American Association of People with Disabilities.

Yet that didn�t stop the networks from pushing lies and being appalled that the President

wasn�t exploiting the situation to push gun control as their previous president did.

BUILDING AMERICA�S INFRASTRUCTURE: Today, President Donald J. Trump released his legislative

goals to rebuild our Nation�s crumbling infrastructure.

The six principles include:

$200 billion in Federal funds to spur at least $1.5 trillion in infrastructure investments

with partners at the State, local, Tribal, and private level.

New investments will be made in rural America, which has been left behind for too long.

Decision making authority will be returned to State and local governments.

Regulatory barriers that needlessly get in the way of infrastructure projects will be

removed.

Permitting for infrastructure projects will be streamlined and shortened.

America�s workforce will be supported and strengthened.

STIMULATE INFRASTRUCTURE INVESTMENT: President Trump�s plan will lead to at least $1.5

trillion in investments to rebuild our failing infrastructure and develop innovative projects.

$200 billion in Federal funds will spur at least $1.5 trillion in new infrastructure

investments.

Federal infrastructure spending will promote State, local, and private investments and

maximize the value of every taxpayer dollar.

Of the $200 billion, $100 billion will create an Incentives Program to spur additional dedicated

funds from States, localities, and the private sector.

Applications for the Incentives Program will be evaluated on objective criteria, with creating

additional infrastructure investment being the largest factor.

The Incentives Program will promote accountability, making Federal funding conditional on projects

meeting agreed upon milestones.

$20 billion will be dedicated to the Transformative Projects Program.

This program will provide Federal aid for bold and innovative projects that have the

potential to dramatically improve America�s infrastructure.

The program will focus on projects that could have a significant positive impact on States,

cities, and localities but may not attract private sector investment because of the project�s

unique characteristics.

$20 billion will be allocated to expanding infrastructure financing programs.

Of the $20 billion, $14 billion will go to expanding a number of existing credit programs:

TIFIA, WIFIA, RRIF, and rural utility lending.

$6 billion will go to expanding Private Activity Bonds.

$10 billion will go to a new Federal Capital Revolving Fund, which will reduce inefficient

leasing of Federal real property which would be more cost-effective to purchase.

A new fund will allow some incremental revenues from energy development on public lands to

pay for the capital and maintenance needs of public lands infrastructure.

INVEST IN RURAL AMERICA: Rural America�s infrastructure has been left behind for too

long, and President Trump�s plan will make sure it is supported and modernized.

$50 billion of the $200 billion in direct Federal funding will be devoted to a new Rural

Infrastructure Program to rebuild and modernize infrastructure in rural America.

The bulk of the dollars in the Rural Infrastructure Program will be allocated to State governors,

giving States the flexibility to prioritize their communities� needs.

The remaining funds will be distributed through rural performance grants to encourage the

best use of taxpayer dollars.

INCREASE STATE AND LOCAL AUTHORITY: President Trump�s proposal will return decision-making

authority to State and local governments, which know the needs of their communities.

Funds awarded to State and local authorities, such as through the Incentives Program and

the Rural Infrastructure Program, will be allocated to infrastructure projects they

prioritize.

This empowers States and localities to make more infrastructure investment decisions and

prioritize projects based on the needs of their communities

The plan will expand processes that allow environmental review and permitting decisions

to be delegated to States.

The plan will also allow Federal agencies to divest assets that can be better managed

by State or local governments or the private sector.

ELIMINATE REGULATORY BARRIERS: The President�s plan would eliminate barriers that prevent

virtually all infrastructure projects from being efficiently developed and managed.

The President�s plan will: Provide more flexibility to transportation

projects that have minimal Federal funding but are currently required to seek Federal

review and approval.

Incentivize the efficient development and management of water infrastructure, in part,

by providing more flexibility to the U.S. Army Corps of Engineers and its partners.

Give the Department of Veterans Affairs the flexibility to use its existing assets to

acquire new facilities by allowing it to retain property sale proceeds and exchange existing

facilities for construction of new facilities.

Expand funding eligibility for land revitalization projects through the Superfund program and

establish tools to help manage their legal and financial matters.

STREAMLINE PERMITTING: President Trump�s infrastructure proposal will shorten and simplify

the approval process for infrastructure projects.

Working with Congress, we will: Establish a �one agency, one decision�

structure for environmental reviews.

Shorten the lengthy environmental review process to two years while still protecting the environment.

Eliminate certain redundant and inefficient provisions in environmental laws.

Create two new pilot programs to test new ways to improve the environmental review process.

INVEST IN OUR COUNTRY�S MOST IMPORTANT ASSET � ITS PEOPLE: The President is proposing

reforms so Americans secure good-paying jobs and meet the needs of our industries.

The President�s plan would reform Federal education and workforce development programs

to better prepare Americans to perform the in-demand jobs of today and the future.

This includes: Making high-quality, short-term programs that

provide students with a certification or credential in an in-demand field eligible for Pell Grants.

Reforming the Perkins Career and Technical Education Program to ensure more students

have access to high-quality technical education to develop the skills required in today�s

economy.

Better targeting Federal Work-Study funds to help more students obtain important workplace

experience, including through apprenticeships.
