WASHINGTON — President Trump on Thursday directed the Department of Health and Human Services to declare the opioid crisis a public health emergency, taking long-anticipated action to address a rapidly escalating epidemic of drug use.

But even as he vowed to alleviate the scourge of drug addiction and abuse that has swept the country — a priority that resonated strongly with the working-class voters who supported his presidential campaign — Mr. Trump fell short of fulfilling his promise in August to declare "a national emergency" on opioids

His directive does not on its own release any additional funds to deal with a drug crisis that claimed more than 59,000 lives in 2016, and the president did not request any, although his aides said he would soon do so.

"No part of our society — not young or old, rich or poor, urban or rural — has been spared this plague of drug addiction and this horrible, horrible situation that's taken place with opioids," Mr. Trump said during an elaborate and emotional ceremony in the East Room of the White House,

To combat the epidemic, the president said the government would produce "really tough, really big, really great advertising" aimed at persuading Americans not to start using opioids in the first place, seeming to hark back to the "Just Say No" antidrug campaign led by Nancy Reagan in the 1980s.

"This was an idea that I had, where if we can teach young people not to take drugs," Mr. Trump said, "it's really, really easy not to take them." He shared the story of his brother Fred, who he said had struggled with alcohol addiction throughout his life and implored Mr. Trump never to take a drink

The designation of a public health crisis, formally made by Eric D. Hargan, the acting health secretary, would allow for some grant money to be used to combat opioid abuse, permit the hiring of specialists to tackle the crisis

President Trump on Thursday ordered the release of more than 28-hundred files on the 1963

assassination of former President John F. Kennedy.

But he blocked the release of the remaining 300 files after last-minute requests from

national security agencies to keep them hidden.

The redacted documents are undergoing a further six-month review, but they could stay hidden

after that.

White House officials did not provide major details of the contents of the records being

shared on the National Archives' website.

Experts say they do not expect the documents to reveal any bombshells.

For the ones that have not been released, officials said they contain sensitive information,

such as the identities of intelligence officials, law enforcement as well as other details that

may affect foreign policy.

Leon Panetta, who also served as CIA director under the Obama administration, has called on Donald Trump to increase a military presence around North Korea in a bid to thwart the nuclear ambitions of Kim Jong-un.

He said: There's no easy military solution here. Any military solution involves a serious risk that hundreds of thousands of lives would be lost and perhaps a nuclear war would break out on the Korean peninsula and in the world.

So, I think the key right now is to lower the volume of rhetoric going back and forth and focus on tightening the noose around North Korea.

"Building up our military presence there; building up the security of South Korea, Japan and others; developing a strong missile shield that can protect us from any use of missiles and also tightening these sanctions. Mr Panetta, who also served as the White House chief of staff under Bill Clinton, warned Trump about his planned visit to the Korean Demilitarised Zone (DMZ) during his tour of Asia next month.

He said: You know, this situation is tense enough and that tension doesn't need to be heightened." When pressed on why Trump should avoid a visit to the DMZ, a trip that has been made by past presidents, Mr Panetta claimed that the current global tension is to blame.

He stated: Well, past Presidents have done this, but you'll admit that most of them have done it when the tensions have not been as high as they are today.

So, I'm just asking the president to take your time, talk to the key people, get their advice before you decide to do it. The war of words between the isolationist kingdom and the US has been upped another gear with the former recently announcing plans for a huge nuclear test.

A senior diplomat from Pyongyang yesterday said warnings of a possible atmospheric nuclear test over the Pacific Ocean should be taken "literally".

The official told CNN the threat by the hermit state's despotic leader should not be taken lightly. Ri Yong Pil said the foreign ministry was aware of plans for a launch and urged Washington to prepare itself.

He said: "The foreign minister is very well aware of the intentions of our supreme leader, so I think you should take his words literally.".

Last month North Korea's foreign minister Ri Yong Ho said Pyongyang was considering "the most powerful detonation" of a hydrogen bomb over the Pacific Ocean.

Mr Panetta's calls for an increased military presence in the hermit kingdom come as it was recently warned that an electromagnetic pulse (EMP) attack could wipe out 90 per cent of the US population.

A new congressional report stated that an EMP attack would decimate America by targeting a key pillar of infrastructure, technology.

Peter Vincent Pry, a nuclear strategist and formerly of the CIA, said: "The US can sustain a population of 320million people only because of modern technology.

"An EMP that blacks-out the electric grid for a year would decimate the critical infrastructure necessary to support such a large population." Mr Pry stated that up to 90 per cent of the US population could be wiped out thanks to starvation, disease and societal collapse.

The JFK Assassination Records Collection Act of 1992 required the US Government to release the secret records on the death of the President within 25 years. The deadline follows 's vow to reveal all the remaining files to the public.

Republican Representative Walter Jones said: This is about the people of America.

"I've said publicly that if Mr Trump, the president of the United States, would do this for the American people, he would be a hero with the majority of people as it relates to the Kennedy assassination.

Many conspiracy theorists have accused the CIA of involvement in the assassination of JFK, while others have pointed their fingers at Russia or suggested there was a second shooter.

The US Government has previously blocked the release of the files. Mr Jones claimed the CIA and other agencies were behind the decision to keep what happened under wraps.

He said: "Fifty-four years later, if they are afraid of the truth, then maybe they ought not to be in the position they are in.

"The American people have a right to the truth. This is one of those tragedies, like Pearl Harbour, like 9/11 — and the assassination of John Kennedy changed the direction of this nation.

"Anybody that does not want the American people to know the truth, then they have got something to hide. Mr Jones also asked what Kennedy's supposed killer, Lee Harvey Oswald was doing in Mexico City before the assassination or what were his links to the CIA.

The US President broke the news that the files would be declassified over Twitter.

He said: "Subject to the receipt of further information, I will be allowing, as President, the long blocked and classified JFK FILES to be opened." More than 3,000 never-before-seen documents are set to be released next week.

In total hundreds of thousands of previously classified pages will be made available to the public. The files will take a closer look at the 1963 shooting of President John F.

Kennedy as he rode in an open top car through Dallas, Texas.
