Google Photos does not recognise Device folders as collections and only backs up the individual photos without any structure. Albums are created in the Google Photos app rather than on the device and can be seen on any device or on the web. Folders are specific to the device and are not transferable.

But I think that there is a work around:

Select all photos in one of these device folders
Tap 3-dots > Add to album

By doing so the photos will be added to a new or existing album. If not yet uploaded they will also upload. When already uploaded they should not upload again, but still be added to the album.

I am not a regular mobile shooter but tried this with a small sample and it seemed to work. I recommend that you start with a limited sample as well.

Hey. I just went through the same thing, and found both the underlying issue, and the solution.

I realize this is a year late, but maybe you can still use the info, or others will find it while searching (as it's still an issue on the Pixel 4 XL).

Underlying issue:

Google Photos loads everything from the DCIM folder as part of the CAMERA folder, regardless of the actual folder structure you have there. So, if you have folders labelled SELFIES, GIRLFRIEND and DOG in the DCIM folder, they will all show in the CAMERA folder on Google Photos.

Observation:

Google Photos DOES recognize and respect folder structure in the PICTURES folder on your phone, so if SELFIES, GIRLFRIEND and DOG are in PICTURES, they will show as such in Google Photos and won't be crammed into the CAMERA folder.

Google Photos DOES require the CAMERA folder to stay in DCIM, or you will have 2 CAMERA folders when browsing.

Solution:

Plug your Pixel into your PC, open the phone in Windows File Explorer, then cut and paste all the folders from DCIM into PICTURES, except CAMERA.

Then, on the Pixel, long-press the Google Photos app, open App Info (i symbol), click Storage & Cache, then Clear Storage.

This will make Google Photos re-examine the folders on your phone and will have the correct folder structure. It may take an hour or more to re-sync.

It does work for a small number of photos (e.g. 10-30), but does not work anymore with bigger list (47 selected photos did even fail).

From the main Photos screen which is the first screen when you open Photos

tap the 3 bar menu and select Free up space

deletes all device copies after checking if they are backed up online at https://photos.google.com/

OR tap a photo to open full screen

tap the trash icon and Move to trash. Deletes from device and online with 60 days before permanent deletion

OR tap a photo to open full screen

tap the 3 dot menu and select Delete device copy. Deletes the device copy only

With the recent change to back up and sync, drive and photos (couple of months ago) my recently added folders stopped syncing to the cloud. I updated my preferences by checking the new box, but new folders of pictures would not sync.

I deleted my entire library online (why isn't there an easier way to do this?!), uninstalled and reinstalled back up and sync.

Now all of my folders on my pc have the check and so do the photos, however, they are not showing online.

I have restarted the sync engine several times but the photos never get uploaded.

I am using the High Quality option. Original Size of content is about 90GB.

It would be very unusual for the photos to be syncing to more than one account, are you sure you are not confusing seeing the photos in the app with syncing.

Google Photos acts as a portal to view the photos on the device and does not actually upload them anywhere unless Backup & sync is turned on and only to the account specified in the Google Photos app Settings: Back up & sync section. Please check at Google Photos using the different accounts to see if the photos have actually been uploaded,

If there's an update available, touch Update.

Also, I'd suggest you try some of these basic troubleshooting steps on your phone:

1. Sign out from your Google account and sign in back.
2. Uninstall and reinstall the Google Photos updates. (Go to Settings > Apps or Application Manager > Google Photos app > Uninstall Updates > OK). As long as you have a strong Internet connection (Wi-Fi or mobile data), your Play Store app will update to the latest version within a few minutes.

I certainly understand your concern regarding downloading photos from Google Photos web version and I am working on this issue with my team.

In the meantime, please follow these steps on the browser:

Sign out and sign back in to Google Photos (photos.google.com) with the same Google Account.
Try Incognito/private window.
Clear your cookies and cache.
Disable extensions/add-ons/plug-ins.
Try a different browser to see if it is a browser related issue.

If possible, try downloading the photos from another device to see if that helps.
