Deleted around 3 gb of them hoping that gmail will start working. Emptied bin and trash as well. But to my surprise it still shows that I have more than 15 gb of data stored on my google account. 2) send feedback on the situation for the team Photos and the Google Drive team, for each separately

it is certainly possible to take and upload photos from more than one device but the photos uploaded from devices other than Pixels do take up storage. I assume you already checked the extra space doesn't come from the photos uploaded from non Pixel devices, right?

Unfortunately we have run out of ideas about what might cause this. Google Photos do not provide 1:1 user support, the Community is made up of volunteers who try to help using our experience.
Assuming your photos are taken on the Pixel and uploaded using Back & sync to the primary account registered for the device, and you have the confirmation in Backup & sync settings that you have unlimited storage, it sounds like an account issue. Storage is based on Drive quota which is common to Gmail, Google Drive and Google Photos. The common agency is Google Drive Support
If they refer you back to Google Photos we don't have access to support, perhaps they should be able to escalate to Google Photos internally on your behalf as they work for the same company.
There is also Pixel Support or the Pixel User Community and If you do get an answer we would be very grateful if you shared it so we can help other Pixel users.

1. If a deleted photo or video isn't in trash, you can't restore it. You won't be able to restore a photo if:
You moved it to trash more than 60 days ago.
You moved it to trash, then emptied your trash.
You permanently deleted it from your trash.
You permanently deleted it from your device's Gallery app, without backing it up first.
2. Here are some suggestions for finding the photos elsewhere on your phone
3. You can try downloading and installing a third-party photo data recovery app to your computer, attaching your phone via USB to the computer and see if the app can restore images from the LOCAL storage on your phone. (It won't recover anything from Gooogle's cloud servers.)

It looks like you're trying to restore some photos from Google Photos. If yes, please check if the photos are present in the Trash of Google Photos and restore them through the below steps:
- On your Android phone or tablet, open the Google Photos app

- At the top left, tap Menu.
- Click on Trash.
- Touch and hold the photo or video you want to recover.
- At the bottom, tap Restore. The photo or video will be back:
- In your phone.
- Into the "Photos" section of the app.
- Into any albums it was in.
But if you've already deleted the photos from the Trash from your Google Photos, there is no other way to restorethem.
That being said, if you would like to see this feature implemented in the future, I recommend leaving feedback about it through the following steps:

The Google Photos app on mobile devices shows photos uploaded to Google Photos, but also photos on your device which have NOT been uploaded.

Where did you triple check that the photos were really uploaded ? The Photos app on the device is not the best place. See https://learngooglephotos.blogspot.com/2017/06/google-photos-dont-assume-your-photos.html:

Just to confirm, could you please make sure where exactly are the photos missing (is it in the Google Photos app or in your device gallery app)? If they are missing in the Google Photos app, I'd suggest you to check the below information to narrow down the possibilities:
- Could you please make sure if you're signed in to the right Google Account in which the photos are backed up?
- Make sure if you've backed up the photos to your Google Photos app.
- Please check if the photos have been deleted accidentally and moved to trash folder in the Google Photos app. This is because when the photos are backed up and deleted from the Google Photos app, they will be deleted even from the device gallery app.
If the photos have been deleted and you want to recover them, I'd suggest you to try the steps from the help center article to recover the deleted photos or videos. Also, have a look at the help center article to find the missing photos or videos.

Welcome to the Google Photos Help Forum.
Just to let you know, Google Photos might estimate a location using information such as your Google Location History, which is stored in your Google Account only if it is turned on.
But as your WiFi was turned off, Google Photos was not able to estimate the location.

Get a new SD card, happy days, log back on to Google Photos from PC to check if new photos were being backed up... they were there... but none of the old photos! Years worth of memories, 'backed up' by Google, turn out to just be a pretend back up. Enough to give a sense of security. Trash is empty.
Aside from everything else... how can all of our photos have been there last week, but now this week are gone and are not in the trash???? 7 days < 60 days.
Is any recovery possible? Or does Google Photos just exist to create misery?
Before anyone says 'what did you expect, its free' - it is obviously not free. Our photos are used for Google's deep learning image applications. So there was an expectation that we would have some kind of reliable backup. God knows that Google will still have access to the photos somewhere! (deleting usable data bad for business).

I can imagine what you're going through and this is certainly not the experience we want you to have while using Google Photos. Photos/videos that are not synced or backed up, will still appear in Google Photos and will have this icon
(which means not synced/backed up) or some photos/videos will also show up with the two arrows in a circle mean backup is in progress.
Once the upload is complete there will be no icon on any photos/videos. Often, many of us misinterpret that they are all backed up because the photos/videos show up in Google Photos and we over see the icons on each photo/video.
If you're sure that the photos are backed up and they got deleted, I'd like to let you know that it isn't possible to recover the photos which are deleted from the trash folder in Google Photos. As an alternative, could you please make sure if you're able to find those photos in web version or the Android version of Google Drive under Google Photos folder? Try logging in to the same Google Accounts which is used to sign in to your Google Photos.
Also, you may try the below alternative steps to find the photos:
- Blogger
- YouTube
- Gmail
- Google+
If you don't find them, I recommend looking for the photos using the below links:
- other online photo or file storage services you use (e.g. Dropbox, OneDrive, iCloud).
