Meanwhile, I'd suggest you try some of these basic troubleshooting steps:
1. Sign out from your Google account and sign in back.
2. Uninstall and reinstall the Google Photos updates. (Go to Settings > Apps or Application Manager > Google Photos app > Uninstall Updates > OK). As long as you have a strong Internet connection (Wi-Fi or mobile data), your Play Store app will update to the latest version within a few minutes.

Could you please confirm if you're trying to restore the videos from Google Photos? If yes, please check if the videos photos are present in the Trash of Google Photos and restore them through the below steps:

In addition I recommend that you contact the Google Drive support team to see if any deleted files may be recovered. I have an issue. I use google photos for iOS on my iPhone 7. Software is fully up to date. There are about 30 photos that google keeps trying to back up. My photo library is about 20 GB's large, but Google kept attempting to back up these photos over cellular. It used 70 GB of my cellular data and so far has cost me hundreds of dollars in overages. The funny thing is that all of those overages happened over the course of a few days when I was away from home and so google was running 24 hours a day trying to back up these photos.
I'm upset. I think others out there have the same issue. I think this is google's fault since the application is constantly continuing the backup. I think the app should throttle backups if they go to long (on cellular).
I would like the following:
1) An update to the app that controls looping backups
2) About $150 from google to compensate me for the data overages I have had to pay
3) An if those things don't happen, I seriously think there are plenty of users out there who have this same issue and perhaps someone point me towards if any class action litigation has happened, or if not perhaps it's time. I think class action lawsuits are a no-go if you can not prove damages, but right here I can prove damages. So, maybe just reply if you also have had a clear dollar impact of this issue.

Full resolution that counts against your quota". All the photos and videos that i synced/uploaded to Google drive have been reduced in size. I only have the few original videos on my android phone. An example is that one particular video, downloaded from google drive, is 30secs long and 46mb in size. However, this video on my phone is actually 182mb. Can anyone explain how this has happened to all my photos and videos when i have not touched the setting? Has this happened to anyone else? Any settings i could check or options to look at? Really really disappointed with this
EDIT: the upload setting i described was when i was viewing google photo settings on my desktop pc. When i checked the same setting via my android phone i could see that it was set as "high quality free unlimited storage". It was always set as "original resolution". Absolutely no idea how this setting has changed. Would google auto change this setting after i exceeded my storage limit?
How can the setting appear different on the desktop pc? Afterall, its the same profile.

I certainly understand what you're going through. To narrow down the issue, please check the following settings on your device and computer:
On your computer:
- Open photos.google.com/settings.
- Check if the upload size is set as high quality or original quality, as this is the upload size for photos and videos uploaded on the web only.
- Open the Google Photos app

- Sign in to your Google Account.
- At the top, tap Menu

- Select Settings
Back up & sync.
- Tap Upload Size.
- check for High quality or Original quality.
Please know that, if you reach or exceed the free storage limit, you'll only be able to upload new photos and videos stored at High quality.

I'm curious, however, about how you are seeing your pictures on your new phone if you are not using the Google Photos app.
Regardless, you can always view and download your pictures from the Google Photos website, even without the app.

Thanks Greg, for some reason when I go to play store to download google photos app is says open instead of download. It thinks of the app on the lost phone, I figure. Yes, by going to Google photos I see my photos, I'm not sure why. I have changed my phone# with google. I guess that's why I can see my photos. I don't know, can't figure it out.
