The only option which I can think of is really a kludge (with several potential drawbacks). It would involve creating another account for one of the devices and then use Partner Sharing to transfer images from one account to the other. In this case, the all the images would show on one device. The major drawback is only one Partner Sharing relationship (either one way or both ways) can exist on a single account.
Otherwise, use a separate account for each device.
But really, the local cached copies are relatively small. Unless you are really crunched for space, it is easy to use it as designed and sync / show everything - thats what I do on two phones and my iPad.

I certainly understand your concern regarding face group. For this, please try to toggle the below settings:
- On your Android phone or tablet, open the Google Photos app

- Sign in to your Google Account.
- Tap Menu
Settings
Group similar faces.
- Turn off Face grouping.
- Turn on Face grouping.
Note: Once you turn on the face grouping, Google Photos does take a certain amount of time to scan the photos and add them in the 'People' folder. I'd suggest you to sit back and relax and wait for a couple of days.
If the issue persists, please follow these steps:

Test : I took pictures of... my old pictures formerly uploaded on the app. The day after, I was recognized in these "new pics" (I can see the frame of the Ipad so I'm sure it's the copies) but not in the actual ones. Conclusion : recognition seems to word only for pics uploaded after face recognition was activated.
Moreover, if it were a question of time, face recognition in the "news pics" woud have taken more than one night, wouldn'it?

and delete all the photos from your account for work.

In any case, in searching Google for missing images you should check the following sites (being sure to sign in with the same Google Account you used on the phone or device with which you took the pictures):

I have been using GP for years without any of these issue but now I am concerned that the images and videos I have saved with GP are being corrupted. To assist you better, could you please confirm if you've tried the exact below steps on your iOS device:
- At the top of a face group, tap "Add a name"
- Enter a name or nickname. Now you'll be able to search with that label using the search box. Only you will see the private face labels you choose, even if you share those photos.
If you still don't find the option to add a name, on your iOS device, try doing a software update to its latest version and try playing them on the Google Photos app again.
If this doesn't work, try some of these basic troubleshooting steps:
- Sign out of your Google account and sign back in.
- Delete the Google app(s) and reinstall again.

I certainly understand the importance of being able to view photos. Could you please confirm, if you're able to see the photos on the web version of Google Photos?
In the meantime, please follow these steps on your iPad:

But you still maybe able to log-in to get.google.com/albumarchive with the old account used in those years before 2016.
However: you also maybe in error, because many people who have used the Picasa-photosoftware in the past were not aware that their pictures were stored on computer only, but never got automatically uploaded to Picasaweb without any special actions from their side.
It always problematic to help people like you because you seem to have neglected your collection many years. And people always should have good copies on usb-disc or cd/dvd.
Then you would have been totally independant of all changes at Google since 2015.

I just noticed that the photos I have uploaded to my Google Photos albums are being compressed by 90%. for example when I uploaded a 2,740 kb, file to google photos, with my settings at original size, they are compressed to 274 kb. I have my settings at Original size and have 11 gbs of my 15 Free gbs left.
I upload files via web, not sync/backup, using my PC and Chrome browser. I have now idea why the compression is happening or how to stop it. I really appreciate any help.
I did see one post that said to try and download a photo file and confirm that the file size is the compressed size, not original, which I did. Not sure what else to try.

Unfortunately we can't answer 'why' questions as Google do not give any explanations. All I can say is that I have never experienced photos being spontaneously downloaded, and have never experienced the embedded Date & Time being changed. The system file dates will be different due to the download creating new files at the instant of the download, so it will depend on which app you view the files whether this is a problem. For small batches like this it would be better to upload manually,

You should ask questions after correctly recognizing the difference between the shooting date and timestamp of the digital photo file.
Digital photo files have several dates and times, each with a different meaning.
1) Shooting date and time
2) File creation date and time
3) File editing date and time
# 1 is embedded in the file as metadata when taken with a digital camera, and will not change even if the upload and download are repeated unless the user intentionally changes it.
# 2 is called "timestamp", which even digital files other than photos has , and it changes on the terminal every time you copy or move (upload and download).
# 3 is also a "timestamp", but it changes when the user edits it.
At least, your photo's # 1 (metadata) should not change. Do you always show metadata on your PC?
Normally, the timestamp in the folder on the PC should not change even if you sync it with Backup and Sync, and we will not know why it happened without listening to your explanation more about the kind of date and time or other details.

What "the Windows date and time that everyone sees when they open a folder" you said is called the "timestamp" that all digital files are having. There are Date created or Date accessed as other timestamps, and the Operating System on any device use them to manage a file.
Your screenshot is showing 2 dates, which are "Date modified" and "Date taken".
Interestingly, all your "Date modified" are having a time added accurately just 1 hour to "Date taken".
This is just my imagination and asking as one possibility, did you shift the time zone on Windows just 1 hour? Or is your digital camera having 1 hour difference from Windows?
I think It is unlikely that such 1 hour gap will be caused by Backup & Sync failures. That is because the pictures folder specified to upload to Google Photos is actually synced with the Computers section of Google Drive, not sync directly to Google Photos. And the photo files saved in Computers section have the same "Date modified" as date used on Windows, also they don't change in the cloud since the first sync.
For explanation, suppose you took a photo with a digital camera and saved it in the SD card.
The digital camera creates the EXIF (Exchangeable Image File Format) and records "Date taken" as metadata in EXIF. This date in the metadata would be kept unless you edit it, but might be deleted by some kinds of editing the photo file.
Since shooting, the photo file has usually the same timestamp (Date created and modified) as a Date taken while being saved in SD card because it is programmed to save the file with the same timestamp as the shooting time.
After that, when you copy the photo file from SD card to Windows, "Date taken" of metadata and "Date modified" of timestamp are kept but "Date created" of timestamp change to the date copied to another location (Windows).
When you upload the above files to Google Photos, those are uploaded (copied) to the Computers section of Google Drive at the same time. Google Photos refers to "Date taken" of metadata and use it as a timestamp on Google Photos. However, Google Drive refers to "Date modified" of timestamp and use it for management.

Yeah, you seem confusing to us.
Although PeteranDi added short information with piggybacking on the efforts of me, but have you read about my 2nd long posting?
It was rather misleading me that you uploaded an example of a folder to demonstrate to me, you should have explained in first with words that your screenshot is not the actual folder with the problem.
And like a that I explained, since Google Photos does not directly sync with the PC, the time zone shift (defect) on Google Photos should not affect the PC. And "Date modified" on Google Drive that synced with local drive does not change unless you edit the file.
Backup & Sync will overwrite the file having the old date with the file having the new date only if either "Date modified" on the cloud or local drive is updated.
If you have witnessed it, I have no idea other than guessing that some accident has changed the "Date modified" on the cloud. However, if the changing "Date modified" often occur despite your unintentional, it would be a bug and annoying. Many potential bugs relation to Backup & Sync has been discovered in the past, and I still believe that Backup & Sync have more potential bugs.
What you should be concerned about is whether the quality of photos on your local drive has changed or not, rather than "Date modified" changing. If you're uploading in "original size" when syncing photos, don't worry about the quality.
If your only purpose is to upload photos to Google Photos, you could stop syncing with Google Drive.
Current Backup & Sync has only the upload function for Google Photos, and even if you keep the sync settings, it is not in sync with Google Photos. So after uploading, you can reject the accidental update from Google Drive by unsync the folder.

- Close the Google Photos app and re-launch it.
- Sign out and sign back in to Google Photos with the same Google Account.
- Clear App data:
- Open your device's Settings app (not the Google Settings app).
