I've seen multiple reports of users getting back some or all deleted photos on Android devices by using deleted photo recovery apps. And I've seen multiple reports of photos deleted in Google Photos recovered by the Google Drive deleted file recovery process, even after the July 2019 separation between Google Photos and Google Drive.

Therefore, I'm still going to recommend these steps to the users.

Then I am sorry Paolo, but I hardly have seen such successes ever. 

To my experience filerecovery often results in bad or corrupted files, because the space already was overwritten by new files (that will be the main reason for panic bulk deletions). 

Most Drive-personel send the people back to this forum. Maybe because they never have had the optional Google Photos folder on Drive which automatically got filled until July. 
A very unclear situation, but it is the Google Photos team which can be blamed at most by being not clear about their secundary backup for a few days.

I haven't exceeded any sort of storage limit, and the file sizes are all relatively small (~15 MB). I've tried uploading them individually, together, dragging and dropping, from the little + button, you name it and I'm getting kind of frustrated. Any help would be greatly appreciated.

UPDATE: I realized that the 17 skipped photos were all professional photos (studio and wedding photos), so maybe some sort of copyright AI is blocking them? But most of them are over sixty years old and are not watermarked. I don't know how it would even have caught them. These are precious family records and I'm only trying to preserve them digitally. That's the whole reason I made this account. I don't know for sure that that's what's going on, but if it is than I can't use Google Photos anymore.

It's only in the last month that I get the sign-in window and then the script error.  All the years using Picasa I was never asked to sign in.  I'd just open the program, do my thing with pics, and then synch an album to the web.  I am FURIOUS that google pulled the rug from under me like this.   Looking at smugmug right now.    I'm an amateur who takes decent pics and is usually the only one at parties and events who takes a lot of pics, edits them, and shares.   I have a HS reunion coming up and I can't continue to be inconvenienced like Google is doing to me.  What nerve to make pictures almost impossible to sort the way I want them sorted.  I name them chronologically so why does google have to scramble them?

When I upload a batch on the website, all EXIF data is erased and the photos are sorted by upload date.

I'm having major difficulties backing up a folder of 2000 jpg files from an old phone (Galaxy S2). EXIF data is all correctly stored on these files and is clear to read from Windows. When I upload these to Photos, I obviously want them to slot into my timeline in the order they were taken. Instead, all the EXIF data is wiped clean and the date taken is changed to the upload date. So I have this HUGE block of photos on one day. Why is EXIF data being deleted?

Like Peter I guess that the EXIF data are not stripped, but that Google did not use them correctly. What you see in Google Photos is not necessarily what in written in the photo, but what Google extracted and has put in a database. 

For example when you added a caption before uploading, that caption is added by Google in the database linked to your account, and shown in the info of that photo. When you delete that caption in Google Photos it is deleted from that database, but not from the photo: when you download the photo that caption is still there.  Same may happens with the date/time used in Google Photos: Google may add the wrong time to its database, but the correct one remains in the photo.
 
Can you confirm that by downloading an uploaded photo and see whether the EXIF data are still there ? Uploading the photos again may solve the issue, but the you must either delete the first upload, or change something to the metadata of the photos before uploading, like adding a tag (keyword). In that case you get a duplicate in Google Photos.

If most pictures in your library come straight from a real digital camera with correct date & time setting or did come from your own smartphone-camera, there will no losses in exif-date at all. 

The problem always is with pictures downloaded from other media: they mostly have a lower resolution and also have all exif stripped-off. That's not caused by Google, but that media is not designed for sharing pictures outside their own apps. 

The problem is more: how do you have planned to realise the transfer and do you have neat yearalbums on Google?

Google photos keep spamming me with the same suggested album over and over again. Suggesting the same ones twice every day for the last 10 days. Below you can see a screenshot of 3 occurrences.

I think this is a bug on google side. Also, this happens independently of the "frontend" - e.g. appears on both web app and android app.

I could probably solve this by disabling the "creations" cards. But generally, I like those so I don't want to get rid of them.

Any suggestion for a solution?

Welcome to the Google Photos Help Forum.
 
First of all, kindly verify if the same happens in https://photos.google.com/assistant.
 
If not, probably your app configurations got corrupted. Could you please try "Clear Storage" for your Google Photos app in Settings > Applications > Google photos?
 
Clear storage should sync your app configurations with Google online servers and should pretty much make this trouble go away. Kindly try out and keep me updated. Thank you.

Oops. I am still thinking that Android app configurations has something to do here. I am also a user like you. My assumption here is whenever new photos are backed up, the mobile device will let the Google Photos know it can look for new creations. Whenever Google Photos gets this signal from device, it goes for new creations.

So now in your case, what if the photos are backed up only once but the signal is being sent often? This can happen only when your Google Photos mobile app configurations are corrupted. Please do "Clear Storage" once and keep me updated.

Meanwhile I'll ask my peers about this and keep you updated. 

(P.S: Clear Storage does not delete any photos. It just removes all configurations and Synchronises new configuration from Google Photos servers)

I managed to solve the issue by archiving some of the main photos that the app was trying to use for these albums. It's not the best solution, but it's the only thing that I could think of (and it worked).

Hi Erin, first question is do you have the option in Google Photos to sync photos and videos from Google Drive.  Assuming your account is a flavour of G Suite as far as I am aware Google Photos is not a supported product and the option is not available, please let me know, thanks, Peter

If not, though this is no comfort, I know, it is possible that the images were never actually backed up but perhaps merely queued to back up (a distinction that is sadly confusing on many phones and tablets). If the answer is that you have viewed the photos at the Google Photos site, there is an excellent chance that they are there and that you will be able to recover them.

I've already tried all those steps above. Photos were there. Mostly my son birth and first year of his life is gone. Of course a saw those photos many time and also shared them. 
I was able to view, share, make videos and collages of them.
Photos were uploaded successfully more than 2 years ago. They were accessible via photos.google.com and phone. Now they are gone. Animation, movies made by assistant from those photos also disappeared.
 
The thing is - now i have photos taken with my current phone only. All photos taken with my previous phone missed from photos.google.com.

The majority of times users report this (assuming the older photos were backed up) it is because their new phone is using a different Google account than their old one. This can occur when, following prompts, users inadvertently set up a new Google Account on their new phone.  To check this, go to photos.google.com on a computer browser and be certain to sign in using the Google email address you used for your older pictures, the ones now missing.

I have the only one google account. Week ago or so i was able to watch my videos and photos and now i have huge gap in timeline almost two years long.
 
Try this:
  1. On your computer, open a browser to Google Photos and, if active, toggle off the choice to show Google Drive images in Google Photos; then sign out of your Google Account.
  2. Open a browser to Google Drive and, if active, toggle off the choice to create a Google Photos folder in Google Drive; then sign out of your Google Account.
  3. If you have it installed, entirely uninstall Backup & Sync  for computer.
  4. Clear Cache & Cookies on your browser; then shut down your computer.
  5. Now on your phone, go to Menu, then the small down-triangle near your email address and Remove Active Account; then shut down your phone.
  6. If your phone allows it, delete the Google Photos App; then restart your phone.
  7. Reinstall and/or restart the Google Photos App on your phone and sign back into your Google Account.
  8. On your computer again, navigate to photos.google.com and sign into your account.
  9. Wait several hours and see if your images reappear on the App or at photos.google.com.
The goal here is to strip your setup to its simplest essentials and see if we can get it to rediscover your images when you restart the process.

As you've discovered, Google Photos doesn't use folders, but rather places all images in the Google Photos library in reverse chronological order. You can, however, create Albums instead of using folders. Below is an explanation of how.

Once you have uploaded or backed up your images to Google Photos (photos.google.com), open Photos view and Select the images you'd like to work with in the following ways: You can Select one at a time, or up to 500 at once, on your phone by pressing the thumbnail of the first image you'd like to select then tapping the others, or on a computer by clicking the grayed out check-mark in the upper-left of the thumbnails.  (On a Windows computer, and perhaps a Mac as well, if you want to Select strings of consecutive images, Select the first image in the string, scroll down to the last image in the string, hold down the Shift key on your computer while you Select that image; the entire string will be Selected.) Now you can operate on the selected images anyway you'd like, including: 
  • Creating an Album, by selecting Add (the + icon near the right of the blue Selected bar at the top of the screen) then following the prompts.
  • Editing Date & Time (including Time Zone) on one or more images by selecting this Menu icon at right of Selected bar, choosing Edit Date & Time, then following the prompts.
