I'm using backup and sync to upload my DSLR photos to google photos.  *Some* of my uploaded photos end up having a number of hours shifted in their times.  The times are correct when google seems to guess the location of the photo properly upon upload, but when it can't, it shifts them.  Ugh, what a pain.   I'm currently traveling, so often (but not always) using a VPN connection.  I'm not sure if it's using my location when uploading, or using keyword tags I've added, or what.

This is a major pain.  How can I force google photos to either be timezone agnositc (i.e. ignore timezones), or use the correct timezone when uploading my DSLR photos?  Google photos is great... but sometimes outsmarts itself...

Bad choice of username when it comes to timezones. I think you are spot on about Google Photos outsmarting itself, either leave it alone or get it right. Google are looking at this and we have been feeding examples into the process, but unfortunately we rarely receive any updates.  Also they don't share their methodology so there isn't a set of rules I can advise.  I'll keep a note of this and update if I hear anything,

On my next trip due to some technical default my phone went into recovery mode and i had to wipe all data from my phone. I am having the same issue here. Having been very happy with my Pixel 3XL for 7-8 months and have checked that all my photos have been synced into the google cloud. However, 2 days ago there was an error message when i tried to restart my phone and had to do a factory restart. Now I am having problem find the photos that have been taken and purposely backed up in my google account.

I'm a TC in the Gmail Help Forum.  Each time I save a screenshot on my desktop computer and then insert that image into a post on the Gmail Help Forum, it is automatically saved in an album called Dropbox.  On my desktop, using either FF or Chrome, I have this URL bookmarked: https://photos.google.com/search/_tra_
and I see the photos I've taken with my phone.

However, when I tap the photos icon on my LG G4  (Android v. 6), I have to scroll past all the screenshots that are in Dropbox.  All I'd like to see when I tap the Photos icon are the photos I've taken with my phone  I don't need to /want to look at all my screenshots again.

How can I accomplish this?

I am guessing, but could be wrong if there is an unanticipated problem, that the images have really been removed from the phone and you are seeing a small locally cached image or image from the web.
 
You can check by going to the 3 dot menu again (for an individual image) and seeing whether  ~delete from device~ is still visible.  If not, the local copy is not there.  
 
If you don't want the image visible in the "Photos" timeline you can use the "Archive" function.  It will still be in Google Photos, but less visible.  Give it a try.

I'll be happy to help. Are the photos in Google Photos? If yes, please confirm if you're referring to deleting photos and videos from Google Photos?

Remove photos and videos:
  1. On your computer, go to photos.google.com.
  2. Place your cursor over items you want to move to trash. At the top left, click Select . You can alsoselect multiple items. 
  3. At the top right, click Trash .
  4. To permanently delete photos and videos, click Menu Trash select the photo or video  Trash 
Know where photos do and don't get removed from before you delete photos and videos in Google Photos:

Photos and videos you delete are also removed from:Photos and videos you delete are not automatically removed from:
  • Blogger
  • YouTube
  • Gmail
  • Google+
Here's a help article to know more about deleting photos and videos in Google Photos. You would need to download all the content (photos and videos) to another storage device (like a phone, memory stick or SD card) from Google Photos, then delete them. Having done that, you can now move or transfer your photos back to Google Photos of the same account.

Google Photos backs up everything that's there in your device (Device/SD card storage). If all your photos are backed up from your Android device to Google Photos and you're trying to make some device space by deleting photos. 'Free up space' option in Google Photos is the best way out.

The 'Free up space' feature doesn't detect content on your external SD card. You may have to move them from the external SD card to your device and then perform the 'Free up space' action for everything to be cleared. Do this only if you're sure all the content in the SD card are backed up to Google Photos. Having done that, you can then sign out of Google Photos to stop backup and the use of it.

No. Using different devices will not delete images from previous or concurrently used devices.  

My iPhone and iPad both use the same account (though 99% of the image capture is from my iPhone). Previously I used Android phones on the same account.

One thing to remember (and the default settings may have changed over versions of iOS). It is NOT generally a good idea to use iCloud Photo Library and Google Photos simultaneously.  If you do, investigate further, but really just don't do it unless you have a very compelling reason.

Finally, it is never a good idea to rely on a single backup (or copy) of any precious irreplaceable images (weddings, births, etc.).  I extract mine periodically to an external USB drive - If you used Shared Libraries in Google Photos with a partner (as automatically save those images), it would provide you a bit of protection.

You can't go into your settings and then apps and then download it from there. I just found Google photos in the Google apps icon where all the Google apps are bundled together, once you open that up then you'll see photos as it's called, you drag out icon from there onto your home screen.

You are the owner of the album, so you have the right to delete inproper or superficious adds. 
But you prevent that they were added because you have chosen to switch-on collaboration. 

A better method is that these "friends" share their own album with you and that you pick-up the pictures which are suitable to make your album more complete. Then you also have the possibility to improve them a lot by some minor editing and to type text to them. That will result in a much better quality then the collaboration-method.

If "Filter" means "Delete" then yes: you can delete photos added by others.  

But if the others agree that you edit their photos: you cannot do that in the album. You should add them to your own library, edit, delete the shared photo from the collaborative album, and upload your edited copy. But then your name will appear on the photo instead the name of the original author, which is annoying. Therefore I also use the method Rinus suggests. Of course the collaborative album can be used to collect photos, but I then would add them to a new (non-collaborative) album where no names do appear at all (names only appear when there are photos from at least 2 accounts).

I'm sorry, but the photos can't be restored if the trash is emptied.

Don't see the photo or video?
If something isn't in your trash, it can't be restored. You won't be able to restore a photo if:
  • You moved it to trash more than 60 days ago
  • You moved it to trash, then emptied your trash
  • You permanently deleted it from your trash

Source:  See if you can restore deleted photos and videos

But there is maybe a small chance that you can recover the photos, you can try to use a recover deleted photos app.

I have downloaded videos and pictures from a zip file from my brother's iPhone. I share from Samsung cloud to my Google photos.  It says it downloaded to Google pictures but it doesn't appear there.  I keep going back and forth taking wi-fi on and off.  I also unsync my Samsung cloud to see if that helps to put my videos on Google photos.  Nothing is working.  They remain on my Samsung cloud.  I want them in Google photos.  That way I can also remove them from my gallery so I can have more space on my Samsung 8 phone.  Please help.  I'm stuck and not too techy.

You should be able to download pictures from a shared album. When viewing a picture, tap the vertical 3-dot icon  in the upper right corner of the screen and choose "Download" from the menu that appears. That will download the image to your device. The process is the same on the Google Photos website

However, that's what I have been trying to do but at the end of the download, I get the error message saying I should try later. 
There are some old photos I can download but all the newly uploaded photos are having the same problems.

Whenever I tell Google photos to "remove from device" a video, which has been backed up, it can't load the video anymore when I try to look at it in the Google photos app.
This happened recently, because all previously uploaded videos are still working properly.
Videos from 22 Feb and before are working, videos from 24 Feb and after are not working. (Didn't take any videos 23 Feb)

This are hopeless situations because Google changed everything and computers die and people forget passwords. 
Basically the largest misunderstanding is that having used Picasa (desktopsoftware) automatically means saved all pictures - but they only are saved on that computer and nowhere else - unless you have made copies on cd or disc or on Picasaweb. But in the latter case you need to know the account used to be able to log-in to the archive that Google has created at closing Picasaweb.  
So if that old computer is not usable anymore, you only can try to log-in to https://get.google.com/albumarchive 
That's all that can be said about.

Could you please elaborate the issue or your query for me to assist you better? If you've deleted them from Google Photos and want to restore them, please know that photos/videos deleted from the Google Photos library, goes to the Trash for the next 60 days. So, in case, you deleted it by mistake you can always restore it from Trash folder within those 60 days (post deletion). But, if you don't find it in Trash, probably it must have been deleted more that 60 days ago. Unfortunately, restoring your lost/deleted photos and videos from Trash is the last resort.

If no, please let me know. Also confirm the device you're using
