I understand that you're unable to download a backed up photo/s from Google Photos and I'll be happy to help you. Please confirm if this happen when download one particular photo or does it happen when downloading all the photos. 

Are you on an Android or iOS device? if you're trying to download the backed up Google Photos photos back to your device and it's a huge amount of photos and videos to download, you can use google.com/takeout to export your data, you will have to extract the archive and manually transfer/download it to your device or external storage device. 

You could use takeout via your mobile device as well, but you may have to source a program to decompress the archive and you also need to ensure you have enough space on the device to fit your entire library. By doing this, the photos from cloud will get downloaded to your phone. 

But if it's few photos, you can also manually download them. here's how you can do so:
  • Open the Google Photos app on your Android device.
  • Sign in to it.
  • Select the photo you want to download.
  • Click on Download/Save to device.

However I don't know how they got there in the first place.  They are all from a a set time period last year.   year.  New albums in google are not being stored.

  1. On your Android phone or tablet, open the Google Photos app Photos.
  2. Sign in to your Google Account. 
  3. Tap Menu Menu and then Free up space
  4. You’ll see how many items will be removed. To delete all the items from your phone, tap Free up.
  5. To see your photos and videos, go to photos.google.com or open the Google Photos app Photos

Also, this is likely app data/cache not photos itself. To fix this, go to Settings (for the OS not app) > Applications > Google Photos > Storage then Clear Data. Clearing the data will essentially be a fresh install, the only thing lost will be your settings no actual data.

I apologise but I'm a little confused about your question.
If you backed up using your photos using Google Photos, then you should find all your photos within your Google account. To check, I'd suggest that you head over to photos.google.com and see if all your photos are there. If they are, then all you need to do is make sure that you have logged into that exact same account on your phone to access them again.

Thanks for posting in the Google Photos Support Community.

Google Photos is already private because it is secured with your Google Account credentials. It shouldn't be a case where some one else has the access to your Google Photos and Google Account, until you haven't shared your login credentials with anyone.

I'd recommend changing your Google Account password to secure your account. To access your backed up photos log on to photos.google.com on your desktop computer (web) or Google Photos app on any other compatible device.

If the are backed up to Google Photos, you can always download the backed up Google Photos photos back to your device and it's a huge amount of photos and videos to download, you can use google.com/takeout to export your data, you will have to extract the archive and manually transfer/download it to your device or external storage device.

Thanks for posting in the Google Photos Support Community.

Google Photos has identical duplicate detection, where if you have uploaded photos to Google Photos already, it will not re-upload the same photo (each photo file has a unique "Hash" that allows us to determine this).

Hence, Google Photos avoids uploading duplicates, when different upload methods or devices are used, as long as the photos aren't edited. There is no easy way to remove duplicates, but some of the following may help:
  1. You can delete duplicates manually, for example in https://photos.google.com/ where they should be next to each other.
  2. The problem is however which one to delete:
    • one photo may be edited, the other not,
    • one photo may be in an album, the other not.
  3. When the upload dates are different (for example when you uploaded long ago via Picasa, and now again using the Desktop uploader). It may be easier to delete the duplicates in https://photos.google.com/search/_tra_ where they are sorted by upload date.
  4. There are more ways to get a useful search result, for example the device from which they are uploaded.
  5. See https://sites.google.com/site/picasaresources/Home/Picasa-FAQ/google-photos-1/how-to/how-to-search-for-photos
  6. Since very recently it is possible to delete photos directly from an album. Go to "More options" (3-dots icon), and use "Move to trash"
  7. When you uploaded in the free "High Quality" and have your photos in albums, it may be wiser to simply ignore the duplicates in the library.
Unfortunately, a feature to sort and delete duplicates of photos with Google Photos that are already backed up doesn't exist. You may have to manually select the duplicates and delete them.

Meanwhile, also try giving the below steps a try once again in a sequence to help resolve the issue:
  • Close the Google Photos app and re-launch it.
  • Sign out and sign back in to Google Photos with the same Google Account.
  • Clear App data:
    • Open your device's Settings app (not the Google Settings app).
    • Touch Apps.
    • Select Google Photos in the list.
    • Touch Clear data.
  • Update the Google Photos app on your Android phone:
    • Visit the Google Play Store.
    • Open Google Photos.
    • Touch on Update.

It is the Android Google photos shows duplicate photos (both the one from the cloud and the one saved to device). If I access it from Google photos from browser, it only shows the cloud copy. So it seems the Android Google photos app got confused when "save to device\

That notification you have is saying that it will compress your photos to High Quality storage. So they will not be in original quality if they are over 16MB (which is actually pretty good for standard photos).
You can find more information about High Quality storage on the Help Centre and an article on PhoneArena about the differences between the two options.
 
In terms of the Pixel deal, this only works with photos/videos that you have taken on your Pixel phone. It won't apply to any photos that you have just loaded onto your Pixel phone. You can find more information about the Pixel deal on the Help Centre as well.

Correction on Kimmy: 16 MB should be read as 16 MP (camera-resolution like 4608x3456 pixels). 
But also the filesizes in MB's will get compressed to about 33% on average. 

If you look to individual old images and you move-up such a picture a bit, your will see your phone-type. 
Pictures alone will not take that much within a year, but if you have shooted a couple of long movies in between, they may count in steps of 1 GB easily.

Check in incognito / private mode. (as you can check, you can find it in the Search box by typing the query into the search string: "your browser's name is incognito / private mode") If in this mode you see that everything is working correctly, then check by deleting the extensions, if any. You can also check with another browser, such as Chrome.

In either case, you can find support for the browser in the Search by entering the name of the browser and the word Support to report the problem, and write feedback for the Photos team , this is the three lines in the left panel of the menu settings.

Yes.. I got the same problem, and I will have to use chrome to view the google pictures and the mouse wheel function is working in chrome and for some reasons it seems like the picture quality and speed is much faster than firefox.

This issue is very inconsistent but persistent. Sometimes it's happening, sometimes it's not. I have an album of videos that I share on sort of a regular basis. I've been told that the videos display and play just fine, been told they display but they won't play and also have been told that nothing shows up period (this ended up being a video that I received from someone else having some kind of issue itself, causing anyone who clicked on or copied and pasted the link into their browser to be greeted with the message that the URL doesn't exist or has been deleted). After removing that video from the album as well as moving the remaining videos to a brand new album just for safety, the recipients of the link said that everything was fine. That's been at least 6 months since that happened. Now I'm experiencing them saying that the album loads and shows each video in the album as a collective list, but the videos just will not play. I even tried a tester video album with three very short clips in a new album, sent the link to someone and they were still not playing. In this instance, I asked the recipient to see if they can play them twice with the same link: the first with the videos being backed up (not saved locally) and then once again after I downloaded each video. They said it was the same situation as the first. Im just very upset that I have to to worry that they will come back and say that that problem is what it was originally or God forbid a new different issue coming up. Can someone please help me? I've checked all the settings I can think of checking to see if there was some kind of unknown or forgotten setting that was causing it but I cannot find ANYTHING that cause it.

I take photos on my phone that are being backed up to google. I download those same photos from my phone to my computer which is also being backed up to google. When I delete the photos from my phone, it says that it removes the photo from the google account and synced devices so does that mean it will delete the photos from my computer too since they are the same photo and are being backed up to google also? I just want to delete photos off of my phone to free up space on my phone and I also want to delete the google backups of those photos but only the google backups that are from my phone to not have duplicates in google photos since I already have that photo downloaded on my computer and backing up to google photos from my computer. What it comes down to is what does "everywhere" include when it says "remove items everywhere"?

If you have folder synchronization on PC, you need to create a separate folder that will not have synchronization. Thus, your files on the PC will not be deleted, and you will save them for yourself.

If you've deleted them from Google Photos and want to restore them, please know that photos/videos deleted from the Google Photos library, goes to the Trash for the next 60 days. So, in case, you deleted it by mistake you can always restore it from Trash folder within those 60 days (post deletion). But, if you don't find it in Trash, probably it must have been deleted more that 60 days ago. Unfortunately, restoring your lost/deleted photos and videos from Trash is the last resort.

In the WhatsApp folder there are a lot of photos I received from my contacts and there is no reason why these photos should appear in the "things" folder.
The photos from the WhatsApp folder started to show in the "things" folder only after I decided to backup the WhatsApp folder in order to delete some old photos from my smartphone. Now i disabled the backup, but the photos from the WhatsApp folder continue to appear in the "things" folder. As I said, I don't want them to appear there.

The "Things" Album is automated and generated by Google drawing from images in your Google Photos library regardless of how they got there.
 
To remove any results from the Things Album, select the images you'd like to remove (on your phone by pressing the first one selected then tapping the rest) then on the blue Selected bar that appears near the top of the screen select More Optionsthen Remove Results.

Escalation from call with Google Home support.

When I change the date for group of photos, the returned date for those photos is a random set within that same group, e.g. 50 photos with date 1990 updated to 2000 would return a mix of the year 2225 and 1500. None of which makes any clear sense. 

The reason for changing these dates was due to them being imported with the wrong dates. 

As my photo library is now in a bit of a mess, I'm questioning my decision to move to Google Photos from Apple photos so keen to get this resolved asap.
