But Picasa still works well - however for local files only - not for the web. And it never did that before. 
However: on Picasaweb there was no duplicate-remover either. 

It is not automatically logical the rescanning (why?) should result in duplicates on Google Photos unless something was changed at your side. 
Picasa (on desktop) could have created a lot of hidden picasa-original files which were uploaded now and for some reason unknown not before. These files may look the same, but they are not fully identical - else they were not accepted by Google Photos.  Or they now land on Drive only in its computer tab (not clear if they take space there - you can see that in the file-details). 
Can you check that?

Welcome to the Google Photos Support Community.

Unable to back up videos/photos can sometimes be upsetting. I'd recommend trying the below steps to check if they resolve the issue:
  1. Open the Google Photos app on your mobile device .
  2. At the bottom, tap Assistant .
  3. Read the first card. If it says:
  • "Back up & sync is off": Tap "TURN ON" on the card to back up your device's photos and videos, including ones you capture in the future.
  • "A photo or video was skipped": A photo or video on your mobile device doesn't meet our uploadrequirements:
    • Photos can't exceed 75MB or 100 megapixels.
    • Videos can't exceed 10GB.
It does take approximately 24-48 hours for the photos and videos to sync across all devices. Please ensure to have 'Backup & sync' enabled on the Google Photos settings while you're backing up your photos and videos. It's possible that Google Photos is merely scanning your library again, the scan will take some time, but it shouldn't re-upload the photos entirely as duplicates. The app may look like it's doing this but it's actually doing a re-scan of the photos.

If the issue still persist after 24-48 hours, then give the below steps a try in a sequence to help resolve the issue:
  • Close the Google Photos app and re-launch it.
  • Sign out and sign back in to Google Photos with the same Google Account.
  • Clear App data:
    • Open your device's Settings app (not the Google Settings app).
    • Touch Apps.
    • Select Google Photos in the list.
    • Touch Clear data.
  • Update the Google Photos app on your Android phone:
    • Visit the Google Play Store.
    • Open Google Photos.
    • Touch on Update.

I have the same issue, including a photos backup problem. I followed all the aforementioned steps. The clear app data helped with the photos, however I have to *manually* select to upload the videos, otherwise they're not getting backed up. I'm having problems as well even now with my videos not sinking yet my photos are. I took a video of my friend's kid and it would not upload onto google photos. In order to get it on there, I had to upload it to the drive and then put it on my computer in order to put it on photos. On the left of this picture is a test video I did to make sure if it would work and for the whole day, it has been giving me the getting ready to back up message, yet if I take a picture, it will update that picture perfectly onto google photos. Could you please elaborate the issue or your query for me to assist you better? Were your photos backed up to Google Photos? If yes, it can be possible that the photos weren't uploaded successfully to Google Photos (cloud) and also make sure you're logged in to Google Photos with the same Google Account that you used during the backup. Photos/videos that are not synced or backed up, will still appear in Google Photos and will have this icon  (which means not synced/backed up) or some photos/videos will also show up with the two arrows in a circle mean backup is in progress.

Once the upload is complete there will be no icon on any photos/videos. Often, many of us misinterpret that they are all backed up because the photos/videos show up in Google Photos and we over see the icons on each photo/video. If the photos/videos weren't backed up they cannot be deleted from the Google Photos library nor Trash.

In case, you are uploading a large amount of data (photos/videos), please know that it might take 24-48 hours for the photos and videos to sync across all devices. Please ensure to have 'Backup & sync' enabled on the Google Photos settings while you're backing up your photos and videos. To check is the content is backed up, login in to photos.google.com to checked for your backed up photos and videos. 

However, if you're sure they were backed up, I recommend you looking for your video here:
Meanwhile, also try giving the below steps a try once again in a sequence to help resolve the issue:
  • Close the Google Photos app and re-launch it.
  • Sign out and sign back in to Google Photos with the same Google Account.

I understand and I'm be happy to help you further. Your photos and videos in Google Photos have a location associated with them. There are two main sources of location metadata in Google Photos:
  • Your camera's GPS might record location information directly on to photos and videos. (To turn this off, you'll need to consult the instructions for that camera or app.)
  • Google Photos might estimate a location.
Google Photos might estimate a location using information such as your Google Location History (if turned on), which is stored in your Google Account.

Meanwhile, please give the below steps a try in a sequence to help resolve the issue:
  • Check your internet connection (mobile data).
  • Close the Google Photos app and re-launch it.
  • Sign out and sign back in to Google Photos with the same Google Account.
  • Clear App data:

To change the order of images within an album:
~Edit Album~ drag images to their correct location, then click the checkmark.  
 
To change the order of Albums within the "Albums" section.
Change the date on any photo in an album to a date far in the future (such as 2050/01/01), this will move the album (probably to the top of Albums unless you have used this approach previously and there is a date farther in the future).

If you've deleted them from Google Photos and want to restore them, please know that photos/videos deleted from the Google Photos library, goes to the Trash for the next 60 days. So, in case, you deleted it by mistake you can always restore it from Trash folder within those 60 days (post deletion). But, if you don't find it in Trash, probably it must have been deleted more that 60 days ago. Unfortunately, restoring your lost/deleted photos and videos from Trash is the last resort.

I've tried removing my account and adding it back again, but it did not fix the issue. 

Also, I forgot to mention that the video is a QuickTime video which is a slow-mo video filmed on iPhone camera. Maybe it has trouble saving because the type of video it is? But the problem with saving only occurs with these type of slow-mo videos, my photos and time-lapse/normal videos save perfectly fine.

My wife and I recently went on a trip and each took a lot of photos. She created an album and shared it with me so that I can put my photos in the album. That way we only have one album from which to show people and make real prints from. So far so good...

However, whenever I want to add a photo to that album ("add to shared album") I have to hunt through ALL of my shared albums. All of my shared albums includes a bunch of one-off "albums" that just have one photo from a time when I easily shared one or two photos by creating a link to share the photos. This means that whenever I want to view the photos from our trip I have to sift through all of these "one-off" albums. I am able hide these "one-off" albums from my Albums tab, but I am not able to hide them from my Shared Albums. 

Is there a way to add our collaborative album to my Album tab, or is there a way to hide these other Albums from my Shared Albums?

    Could you please elaborate and share more information on which kind of promo code are you using and where have you received it from for me to assist you better?

    Could you also confirm, if you've selected your upload size in the Google Photos as 'High Quality'?  If yes, then the Photos are compressed to 16 MP, in order to save space. Photos stored/backed up in"High Quality" in Google Photos doesn't take up Drive Storage Quota (Choose the upload size of your photos and videos). Know the difference:

    High Quality:
    • Unlimited free storage.
    • Photos are compressed to save space. If a photo is larger than 16MP, it will be resized to 16MP.
    • You can print good quality 16MP photos in sizes up to 24 inches x 16 inches.
    • Videos higher than 1080p will be resized to high-definition 1080p. A video with 1080p or less will look close to the original.
    Original Quality:

    To recover the used space of your Google Quota, first you will want to change the setting under 'Backup & sync' in the app setting on your phone to ensure future images get uploaded at 'High quality'. To convert the existing photo, on a computer go to photos.google.com and go to your Settings

    There is a "Recover Storage" button in there that will do this for you. If you've follow the same steps, then please know that this activity would take a while depending on the number of photos and videos that are backed up to the Google Photos library.

    1. Using a computer, go to photos.google.com/settings.
    2. Click RECOVER STORAGE.

    If you have photos in Original quality and want to save some space, change your already backed-up photos and videos to High quality. This setting will not appear if you don't have any photos in Original quality.

    Assuming the photos got permanently deleted, it's unfortunately not possible to recover them from the Google Photos Trash.     I also recommend that you contact the Google Drive support team to see if any deleted files may be recovered.     I have the same issue.  All video I shoot in 120fps auto uploads and adds slow motion.  The video doesn't have any slow motion edits in it before the upload and auto does it after it is uploaded.

    The people explaining things to this poster aren't understanding the question it seems. I have the same issue. I can see my photos showing up in a browser (on my laptop) that is logged into my Google Photos  app. I did not tell my iPhone camera to auto upload. Yet, there they are.

    I see two ways on my iPhone to control the auto back-up or the auto sync, or the Sync, anyway you want to label these functions. Don't worry about calling them by their assigned names. The people who create these apps are not the people who name them. Programmers are not marketers. It's the marketing guys and gals who get to name these functions/apps.

    But, when looking for answers to your questions, you do have to keep in mind that searching for the  Marketer-named titles of these apps are how you're going to locate help from the programmers.     Restore photos & videosIf you deleted an item and want it back, check your trash to see if it’s there.
