Whereby in my IOS device, the storage used for Photos album is up to 30 GB. The app is up to date. I have sent feedback 6 or 7 times and nothing has fixed it. 2 updates have come through since the problem started.

It sounds like you've tried everything I would suggest. Does it crash while trying to view a particular album or all albums? Sending feedback is also suggested, so continue doing that.

If you have photos in Original quality and want to save some space, change your already backed-up photos and videos to High quality. This setting will not appear if you don’t have any photos in Original quality.

The setting Tarhe mentions is "Recover storage" in https://photos.google.com/settings.  Using it should convert ALL (it's all or nothing) photos and videos to "High Quality" and thus reduce storage used by Google Photos to zero. This action is irreversible: once converted to HQ the originals are discarded.

What am I doing wrong?  Every time I try to scan a photo, in the second step when you move over the dots, the dots keep moving outside the edge of the picture.  They do not stay in place like they do in every video I have watched, they keep moving further and further away.  I might get lucky and get one or two of them, but I have not once been able to get all 4.

Once I opened Google Photos and allowed permissions to access my photos, the app said it's backing up all 7000+ of my photos. No worries here. It may look as if the Google Photos App is backing up you images a second time, but that's not the case. It is just cataloging the images on your new phone and checking them against what's already backed up. Exact copies will not be backed up as duplicates.

It might be temporarily locked, but it is highly unlikely the account was deleted unless something very extreme and outside of the terms and service was done.
 
We are mostly user volunteers here, and have no access to accounts, etc.
 
This seems to be the most comprehensive source of data on recovery of Gmail addresses.
 
If possible, log into the recovery site from an IP address you have used previously.
 
You might find more expertise on recovering accounts in the Gmail support forum.

On mobile you need to shift up a picture to see the description area under the picture.
