I've been noticing a ~10-15 min delay from the time a photo is taken to the time the app actually up…

I've been noticing a ~10-15 min delay from the time a photo is taken to the time the app actually uploads to the cloud.  My expectation is that the app is always running in the background, and within seconds (10 seconds?  30?) it sees there is a new photo and uploads.  I have the app set to backup everything, using cellular data.

As an example, what ends up happening is I take a photo of a whiteboard at work, go back to my desk to type up notes, load up Photos in a browser, see the pics are not there, goto my phone and load the app.  The app sits there for a few seconds, then says "Backing Up" and after a few seconds it completes and they are available in the browser.  It is almost like if I am not actually in the Photos app on my phone to "force" a backup, it is on some sort of delay, like it only checks for photos every 15 min to see if it needs to do work.

I have tried uninstall and reinstall, a bunch of options, etc.  This seems to be some core code in the app, and I wanted to know if 1) this is expected, 2) how do I change / config the app to say "run in the background and as soon as a pic or video is taken, start uploading it.  Don't care if that means taking up battery, let me set the option to get the pics when I take them.

On a Pixel XL, Android 9, build PQ2A.190205.003, patched on Feb 5, 2019.  Photos app build 4.10.0.234837927

Any thoughts, ideas, comments?

I have noticed this too. Google Photos for Android has been almost instant in backing up photos. I used to remember that they showed moments after taking the photos, and accessible at http://photos.google.com/ but now I have to manually open Google Photos app in the phone, and click on the user profile to see if it is backing up. Please try all the steps on the Help Centre article to try recover your photos.
 
If you have deleted the photos from the Trash, then I'm sorry but you can't retrieve them. This is why you receive a warning when you delete from the Trash. Deleting from the Trash is permanent. 
 
Lastly, you could try an Android Data Recovery app that might be able to restore the files to from your phone. But I can't promise that it will work as they are all 3rd party apps.

Device folders will always show the most recent photo as the cover for that folder.
If you aren't planning on adding to this folder, then you can:
  • create a screenshot or a new photo and
  • move it into that folder (using a File Manager app).
This will then become the new cover photo for that folder (as it will have the most recent date). 
 
However, if you are planning on adding to this private folder, then it is quite difficult as you would need to keep adding a new picture each time.

Rudof, deleted Photos are stored in Trash for up to 60 days, if you delete Photos again from trash, that's two times deletion.

Unfortunately it is not working for me. (Maybe because I use Google Photos on my phone?) When I select all the photos in the shared album I cannot see any "+ add to new album". I can only share the selection or "say something" about it.  I really miss an easy way how to save a shared album to my albums forever (not only till the other person decide to stop the sharing). For sure, I can apply your solution in the library (after dowloding the pictures from the shared album to my library) but it is not the same. If the album is complex it takes big effort to find and select all the pictures scattered all over the library.

Martin, I got that one mixed up with another, I will start again.  You are correct, there is no plus sign in Android Shared albums, just an option to create a new shared album with multiple selects then tapping the share icon, which might work for you,

Thanks for the idea. I have found the way! I must say it wasn't intuitive but it worked. When you want to save a shared album to your albums (it means save both, the pictures and the album as well) you need to select all the pictures (or less if you don't want all) then press the symbol for sharing, then select option "Shared album\

A bit late, but the following may help:
  • When the shared photo was uploaded as "Original" and you have selected "High Quality" in the settings, the photo may be compressed, and also resized when it had > 16MP. 
     
  • When you open a shared album, it may first show resized copies (less MP, for example 1600 longest side), and the full size only after some time. I had this problem rather often. I thus started to wait a while before I saved the photos to my account.

An initial question for you is whether you ever recall seeing your images anywhere but on the phone (or similar device) that you used to take the pictures. More specifically, did you ever see your images at Google Photos (photos.google.com) on a browser of your laptop or tablet or other device? If not, though this is no comfort, I know, it is possible that the images were never actually backed up but perhaps merely queued to back up (a distinction that is sadly confusing on many phones and tablets). If the answer is that you have viewed the photos at the Google Photos site, there is an excellent chance that they are there and that you will be able to recover them.

In any case, in searching Google for missing images you should check the following sites (being sure to sign in with the same Google Account you used on the phone or device with which you took the pictures):

If you still can't find the images, and you no longer have your old phone, I'm afraid that there is nothing that can be done.

When you share your library with an account the other person can see your photos in the "Sharing" tab >  "Shared library".  Here you look at the photos in the owner's account, and when the owner deletes them you will no longer see them. 

But when you activated "Save to library" you become the owner of the copies, and these are NOT deleted from your library when the original owner deletes his photos or stops sharing.

In addition to Janvb's post, when using a shared library, if you delete a photo saved from your partner’s shared library, it won’t be deleted from your partner’s account. This was how it was made to work.

  • With "Save to library" you become owner of a copy, can add it to albums or search for it. 
  • There is another problem: once photos are saved to the partner's library, there is no "undo" option. You will have to select and delete them if you no longer want them mixed up with your own photos. 
My wife and I use another solution: on her iPad I added my account in the Photos app. She can now very easily switch between both accounts (and others if she wants) without having to sign in each time. She can now see all albums and search for photos. She can also edit and delete, but we agreed that she would not do that. Note that this does not give access to other Google services like my Gmail.

This also means that I can use the "partner sharing" as a cheap (additional) backup:
  • Share your library (A) with account (B) you own or create, and activate "Add all to library" in (B).
    All photos from library (A) are automatically added to library (B). 
  • See under "Save your partner's photos" in https://support.google.com/photos/answer/7378858:

That is very well possible. 
  • In the main menu of the Google Photos app, tap on the active account (left upper corner). 
  • You can add an account. You can toggle between both accounts (without using the password each time) or always leave it on the shared photo account.

Welcome to the Google Photos Product Help Forum.
 
We are mostly user volunteers here, and have no access to accounts, etc.
 
No matter what you do, you will want to figure out the old account (and password).  You can copy data from the old account to the new account, but depending on how much you have done in the new account, it might be better to do the opposite (use the old account and copy any new data to the old account).
 
This seems to be the most comprehensive source of data on recovery of Gmail addresses.
 
Try all possible recovery emails and recovery phones which you have access to.  If possible, log into the recovery site from an IP address you have used previously.
 
Another thought, is that you MAY have saved your Google account password in the password management facility of a browser you don't use very often (Firefox, IE, Edge, Chrome...).  If you think this is a possibility you might search ~password management~ with the name of the specific browser.
 
You might find more expertise on recovering accounts in the Gmail support forum.

Recently when I tried to post some photos on Instagram, I found that those edited by Snapseed could not be found. I'm pretty sure that the photos are properly saved in the folders, but can't see them in the app Photos, in 'Photos on device'. How to solve this problem?

Exactly.  Loginova did not answer the question.  When you are presenting yourself as a Google Product Expert, it's important to READ the question and then answer it.  Stating, "I don't know the answer," is also an an answer and it's an honest one.  But don't throw a red herring to the customer (ALL those of us out here who use Google features are your CUSTOMERS).

Now, back to the question:  Can we or can we not create an email with our Ourlook 2016 client and attach a picture from Google Pictures?  If we can't do that directly, then do we need to go the long way of downloading pictures from GP into our local machine or into OneDrive and attach from there?

If the answer is the latter, I'd comment that Google hasn't done it's homework.  Making customers jump through hoops to perform something as simple as attaching a picture that is in GP is luddite.

Actually, Tanya is presenting one possible solution: 
- Choose to show Google Photos to Google Drive. 

- Sync Google drive to your pc with Backup & Sync (or Google Filestream if you have G Suite for business)
The pictures on Google Photos will be available to attach from Outlook on your local drive.

I do however recommend using the share function in Google Photos and just attaching a link in the e-mail in Outlook, as you would not have to fill up your or the recipients Outlook.

That option on Google Drive does not exist anymore since July 10. 

Microsoft Outlook (especially the professional desktop version and not the Mail-app in Windows-10) is outside the Google-world, but even in Outlook-online I can not get connected to Google Photos. 

But because you need to have a Gmail-account for using Google Photos, I don't understand why you don't use the Gmail-app on your phone. Because you can share directly from Photos to Gmail, but I am not sure about the Outlook-app on phone.

Just checked: with the Outlook-app on your phone you can share selected pics in the Google Photos app with the Outlook-app and then they are correctly added as attachments to a new mailmessage without loosing their original dates.

You are fully free to develop an app, but I don't know what you need to do to get it available in the Windows-Store and hardly anybody wants to pay for such a simple basic function :-)
So forget about. 

But if you install the OneDrive-app on your phone, your (new) images are synced to OneDrive in full quality and MS-Office is able to coöperate with OneDrive directly (they only need to be stored there temporarily unless you have an Office-365 subcription with 1 TB space). 

As said before (but not readed by anyone later), you also can install the Outlook-app on your phone and then directly can share selected images in the Photos-app towards the Outlook-app. 

They will maintain their quality if you don't choose the 1600px option in Outlook, but then you only can send 2 or 3 images per mail (about 10 MB max to prevent troubles for the receivers). 
When you select the 1600px option in Outlook, you can send a lot more, but these pics have lost all exif  and that can be a problem for serious receivers if they want to use these pics in their own collection. 

For a good print quality in your Word-documents, your pictures need to have up to 1600px for landscapes at full text width or up to 2500px for portrait at full text height (between the usual margins). 

No further comments, because I did stop volonteering here but I got notified. 

PS: pictures should not be downloaded via printscreen, but via their 3 dots on photos.google.com to prevent any resolution problems due to your method of downloading.

I have recently switched from iphone to android. I have backed up all of my photos and videos through google photos on both devices.  When I access Google photos on my new android phone I cannot see any of the videos from my iphone. In the google photos app on the iphone they all show and it says backup complete. I have attached a screen shot from each phone showing the same date range and the lack of videos on the android phone.

The videos missing have a circular arrow in the bottom right which means they are not backed up or are backed up to a different account.
 
If you only have one account and the Backup complete is showing you can delete the Google Photos app and reinstall leaving the app open until backup is complete,
