This would depend on how you set up your account. To check:
  1. Open the Google Photos App and select Menu (three short-horizontal lines in upper left of screen) then look for your name and email account in upper left. If your Gmail address is there, then you are logged in to your account with Google Photos.
  2. Next, launch your Gmail App and tap on the round icon of your image (or perhaps a letter) at the upper-right of screen; the email address used will appear.

I am not positive that I understand your question... 
 
But assuming the photos are in YOUR Google (typically Gmail) account.  You can just use settings > 3 line menu > Gear / Cogwheel Icon > Back up & sych ... Configure the account and turn Back up & sync on. Also directly on the 3 line menu.
 
Your photos will be visible on your phone when connected to the internet (via data or Wi-Fi).

Another thing to try is to download your photos and videos to a computer and see if the missing ones are there. You can use Google's Download your data https://takeout.google.com/settings/takeout Be sure to unselect all products except Google Photos.

Re the icon; referring to the one that shows up in op right of album page and it looks like a very small incomplete box, with the top right of the 'box' or square corner missing lines and it their place a 'plus' sign.

I think that ALL albums should have the "Add" icon when the owner views them while signed in to his/her account. Is there anything that distinguishes these albums from the others? 

Note that albums shared with you can also appear in https://photos.google.com/albums (3-dots > Show in Albums). 

Finally: I almost never used that method, because you can only add photos from the library. In most cases I want to add from other albums or from "Recently added". What happens when you first select the photos and then click the + icon > Album ?

First I thought that I have a problem with uploading photos to google photo in original size but then I did a following test:

1. I turned off the backup in option in Google Photos app on my iPhone XR
2. I took a live photo
3. It appeared in both apple photos app and google photos app. At this time photo is only stored locally on the phone
4. I wanted to check it's size in apple photos app. Since there is no convenient way to check the size of the photo in apple photo app, I selected it and tried to send via e-mail. When you do that it present you with 4 options which size of the photo you would like to send. It presented me with
- SMALL: 32 KB
- AVERAGE: 89,4 KB
- BIG 959 KB
- ORIGINAL: 3,0 MB

The original size of the photo perceived by IOS is 3,0MB.

5. I go to the Google Photos app and check for the details of the same, unbackuped photo and it show me:IMG_2879.HEIC
12,2 Mpix 4032x3024 2,2 MB
So Google Photos app sees photo size as 2,2 MB

Can someone explain me why there is such difference and does it impact the quality of photos??

PS. I did the same test on regular photo (not live photo)
Google showed: 766 KB
Apple: 994 KB

I think 'perceived' is an appropriate word, there is no way to determine how e-mail reaches the conclusion regarding size.
 
I have an iOS app called Metadata View which gives the size in the Camera Roll and it matches the size reported by Google Photos,

Well,  I don't think you fully answered my question. There is alway a reason for different behaviour but your Metadata app definetely helped to find one. Photos in iPhones from IOS 11 are stored in HEIC format  which is suppose to replace jpg in order to save storage without losing quality of the picture. The problem is that noone except  Apple uses it and they know it, so when you share your photo via E-mail e.g it's automatically converted into JPG therefore it's size increases from e.g 2.2M to 3,0M. 
Google Photos are capable of viewing photos in that format, however when you download them to PC you still cannot see them without 3rd party converters or codecs.


Is there any way to pass information to Google requesting for an ehnahncement so like with apple software it is possible store this images in storage saving format, however to download them in widely used format like jpeg?

I think you have now answered your own question quite well.  The best way to let Google know your thoughts is to provide feedback:-
 
 
In summary, to send feedback to the Google Photos team
  1. Go to photos.google.com or open the Google Photos app .
  2. At the top left, open the Menu Menu, then select Help & feedback and/or Send feedback
  3. You can tell them things like:
  • What you like or dislike about the app
  • Things that are confusing or don't work

if the deleted photos are still in the Google Photos Trash you might be able to restore them as explained in these instructions https://support.google.com/photos/answer/6128867?co=GENIE.Platform%3DAndroid&oco=1
 
Otherwise it’s not possible to recover photos permanently deleted from the Google Photos Trash. However, you may install to your Android device a deleted photo recovery app https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps and run a scan for anything to recover.
 
I also recommend that you contact the Google Drive support team to see if any deleted files may be recovered. Just open the Google Drive https://support.google.com/drive/?hl=en&authuser=0#topic=14940&contact=1 contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.

 Dawn, open your camera icon .... then go to the settings icon in the upper-left. In the settings icon of your camera, not your gallery, you will find add signature button you can turn it off in there. It would be nice if you could turn it off in the gallery seeing that's where you're looking at your pictures but it's in the camera option.

Welcome to the Google Photos Help Forum.

Could you please confirm what exactly are you referring to when you say backup deleted photos? Are you trying to restore some photos from Google Photos

If yes, please check if the photos are present in the Trash of Google Photos and restore them through the below steps:
  • On your device, open the Google Photos app .
  • At the top left, tap Menu.
  • Click on Trash.
  • Touch and hold the photo or video you want to recover.
  • At the bottom, tap Restore. That photo or video will be restored to your Google Photos library and added back into any albums it was in.
But if you've already deleted the photos from the Trash from your Google Photos, there is no other way to restorethem. 

That being said, if you would like to see this feature implemented in the future, I recommend leaving feedback about it through the following steps:
  • Open Google Photos.
  • Click on Menu.
  • Select Send feedback.
  • Click on Send.
The product team reviews the feedback regularly and uses it to better improve the product overtime.

Hi Bassam, Google Photos will only delete photos from your Camera Roll if you grant it permission to do so.  If you delete from https://photos.google.com/ and then go to your phone app you will have an assistant card asking for permission to "Remove it from this device"  If you dismiss the card the photo will remain in the Camera Roll, Regards, Peter

I have a similar Issue, when i delete a photo from photos.google.com , it gets deleted from my GOOGLE PHOTOS APP on iPhone, however i can still see the photo on my Iphone camera roll (PHOTOS). Question: Missing Google Photos

I have about 100 GB of photos/videos on Google Photos. I recently uploaded an additional 15 GB using…

I have about 100 GB of photos/videos on Google Photos. I recently uploaded an additional 15 GB using Backup and Sync from my PC. The sync finished 7 days ago, but most of the pictures are not showing up in my Google Photos.

These are older photos (time stamped about 5 years ago). I have tried searching for them by scrolling to the correct date, by name in the search bar, and by facial recognition. Nothing works.

My wife and I also share all of our photos/videos together. Strangely, some of my missing photos show up on her account (though not all of them). 

***I can find the photos on Google Drive if I go to:  https://drive.google.com/drive/u/0/folders/[name.of.folder.
i.am.backing.up]. However, I need the pictures on Google Photos. Having them in Google Drive is unhelpful in my situation.
***I have the same problem on all devices (PC, Android, iPad)
***I already tried clearing the cache on all devices
***I already checked the trash

Any help is much appreciated.

In https://photos.google.com/search/_tra_ the recently added should be on top. 
You also get there by clicking in the search bar, then the first "Show more > Recently added (web app only). 

If you still do not find them they may be stuck in Drive, but I am no "Backup & Sync" expert. Someone else may have to chime in.

Then it looks like the others got stuck in Drive. Backup & Sync uploads to Drive and from there they should go to Photos. Do you see them in Drive under "Computers" ?  

But as said I am no Backup & Sync user thus leave it to others to chime in.

Thanks for the reply. I already have those settings selected.

Also, some of the pictures are already available on Google Photos, so I do not think it is a settings issue. Other photos show up on my wife's Photo Stream (which is shared with my account) but do not show up on my Photo Stream.

Let me know if you have any other ideas.

Sorry, I'm having a little trouble understanding what you're asking. 

I can find all of the photos in the "Computer Hierarchy" by following your link. However, only some of these photos are available on my Google Photos Stream. 

I have used Backup & Sync to upload pictures to my Google Photos Stream for several years. I have never had this problem before. 

The strangest part for me is that some of the photos are available in my photo stream. Still other of the photos are available on my wife's photos stream. This means that the backup is working, but Google Photos is failing to show most of the photos (i.e. it is impossible for the photos to get to my wife's stream, without first going to my stream).

Let me know if you have any ideas.

I use my favorites folder mainly for photos of information I need, or might need to reference, for example wifi passwords, note from a coworker, whatever the case may be.

I took a photo of the wifi modem here where I am staying at the moment and I cannot add the photo to favorites using the Photos app on my Pixel 2XL with latest version of Android. In fact, I cannot add ANY photos to favorites. I have to go onto the browser/web version of Photos (photos.google.com) and add them to favorites from there.

None of my photos have the star up in the corner like they used to have a while ago, can't recall when. But yeah, I can only add photos to favorites through the browser now.

What gives?
