Just in case anyone still needs to know how to recover an accidentally dismissed Rediscover this day creation. For me I did it by swiping it off screen on my phone. I wanted it back and could not find a way to restore it on my phone. So, I went to my PC and recovered it the following way.
1. Open Google photo's webpage at https://photos.google.com/
2. Click on the For You option on the left. This will display all of your Rediscover this day creations. The URL will change to https://photos.google.com/u/1/foryou

I'd recommend changing your Google Account password to secure your account. To access your backed up photos log on to photos.google.com on your desktop computer (web) or Google Photos app on any other compatible device.
If a photo/s is deleted from Google Photos, it would go to Trash/Bin for the next 60 days (after deletion). Unfortunately, if the photos aren't found in Trash or deleted from Trash, I'm afraid, you might not find them else where to recover them because Trash is the last resort to retrieve your lost/deleted photos.

I am having the same issue. The album is shared between two android users. I am the owner of the album and cannot see the photos that the other person has uploaded. When I share the link to others they can see the photos we have both uploaded. I also cannot see the photos the other person added when I am on my computer.

First, try to download the videos from another browser. If Photos works properly in the other browser, on the original browser try this:

@Peter: Although this may not help, I had the same issue with videos for over a week and then, one day, the logjam cleared and I could download again. Not saying that you'll be that lucky for sure, but one way or the other, I think you'll regain access to the videos.
That said, let's keep troubleshooting. How old is the computer you're trying to download from? If the answer is a few years old or more (even if running up-to-date software) that sometimes causes a bottleneck particularly with videos. So if you have access to a newer computer with multiple browsers, I suggest you try to download from that on at least two browsers just to narrow what the problem may be on the computer you're using now.
Also, I wonder whether you have these problems with all your videos stored in Google Photos. If so, see if you identify a pattern among those that don't work. In any case, try to upload a new, test video (at least 30 seconds long) and see if that plays and downloads properly.

If you're trying to download the backed up Google Photos photos back to your device and it's a huge amount of photos and videos to download, you can use google.com/takeout to export your data, you will have to extract the archive and manually transfer/download it to your device or external storage device.
You could use takeout via your mobile device as well, but you may have to source a program to decompress the archive and you also need to ensure you have enough space on the device to fit your entire library. By doing this, the photos from cloud will get downloaded to your phone.
But if it's few photos, you can also manually download them. here's how you can do so:
- Open the Google Photos app on your Android device.
- Sign in to it.
- Select the photo you want to download.
- Click on Download/Save to device.

But an 150 KB file can't be seen as good picture: that should be 1.5 MB at least. So perhaps it are abnormal files for Google Photos which always will get compressed.
You may attach such a non-private file to your next post, then we can check also.
And why do you have "thousands" of different folders? A neat collection has 15 yearfolders from start with the first digital camera and a few special folders with historic stuff etc.
But with such an amount you only can use the Backup & Sync app - then all will get synced to Drive (without taking storage there) and their content will get uploaded to Photos as a stream without folders.

It can be possible that the photos weren't uploaded successfully to Google Photos (cloud) and also make sure you're logged in to Google Photos with the same Google Account that you used during the backup. Photos/videos that are not synced or backed up, will still appear in Google Photos and will have this icon
(which means not synced/backed up) or some photos/videos will also show up with the two arrows in a circle mean backup is in progress.
Once the upload is complete there will be no icon on any photos/videos. Often, many of us misinterpret that they are all backed up because the photos/videos show up in Google Photos and we over see the icons on each photo/video. If the photos/videos weren't backed up they cannot be deleted from the Google Photos library nor Trash.
In case, you are uploading a large amount of data (photos/videos), please know that it might take 24-48 hours for the photos and videos to sync across all devices. Please ensure to have 'Backup & sync' enabled on the Google Photos settings while you're backing up your photos and videos. To check is the content is backed up, login in to photos.google.com to checked for your backed up photos and videos.
However, if you're sure they were backed up, I recommend you looking for your video here:
- photos.google.com.
- photos.google.com/trash.
- picasaweb.google.com.
- drive.google.com (under Google Photos).

I tested this for the "Sharing" button, and similarly there are on top 8 names/addresses from recent activity. I managed to replace them by 8 others by inviting 8 other persons. I guess it is the same when you try to share your library. I have no idea whether (like in the sharing button) there should be all your contacts also. In any case: you can simply type the email. As soon as you start typing new suggestions do appear.

To backup photos and videos to the Google Photos library please follow the below steps:
- Open the Google Photos app

- Sign in to your Google Account.
- At the top, tap Menu

- Select Settings
Back up & sync.
- Tap "Back up & sync" on or off.
Things to keep in mind about this setting:
- Changing backup settings will affect all apps that use Back up & sync, such as Google Drive.
- If you have Back up & sync on, deleting the Google Photos app from your device will not turn it off. To turn off Back up & sync, follow the instructions above.

Could you please elaborate the issue or your query for me to assist you better? Were your photos backed up to Google Photos? If yes, it can be possible that the photos weren't uploaded successfully to Google Photos (cloud) and also make sure you're logged in to Google Photos with the same Google Account that you used during the backup. Photos/videos that are not synced or backed up, will still appear in Google Photos and will have this icon
(which means not synced/backed up) or some photos/videos will also show up with the two arrows in a circle mean backup is in progress.
Once the upload is complete there will be no icon on any photos/videos. Often, many of us misinterpret that they are all backed up because the photos/videos show up in Google Photos and we over see the icons on each photo/video. If the photos/videos weren't backed up they cannot be deleted from the Google Photos library nor Trash.
In case, you are uploading a large amount of data (photos/videos), please know that it might take 24-48 hours for the photos and videos to sync across all devices. Please ensure to have 'Backup & sync' enabled on the Google Photos settings while you're backing up your photos and videos. To check is the content is backed up, login in to photos.google.com to checked for your backed up photos and videos.
However, if you're sure they were backed up, I recommend you looking for your video here:
- photos.google.com.
- photos.google.com/trash.
- picasaweb.google.com.
- drive.google.com (under Google Photos).
If a photo/s is deleted from Google Photos, it would go to Trash/Bin for the next 60 days (after deletion). Unfortunately, if the photos aren't found in Trash or deleted from Trash, I'm afraid, you might not find them else where to recover them because Trash is the last resort to retrieve your lost/deleted photos.
Meanwhile, also try giving the below steps a try once again in a sequence to help resolve the issue:
- Close the Google Photos app and re-launch it.
- Sign out and sign back in to Google Photos with the same Google Account.
- Clear App data:
- Open your device's Settings app (not the Google Settings app).
- Touch Apps.
- Select Google Photos in the list.
- Touch Clear data.
- Update the Google Photos app on your Android phone:
- Visit the Google Play Store.
- Open Google Photos.
- Touch on Update.

If it would work, the contents gets divided over automatic year- and month-folders and not in day-folders.
But you don't even need the Auto-add function, because you can download a daily selection straight from Google Photos to your computer and will become a zip named Photos - so you need to change that general name into a date-name after unzipping (then the zip can be deleted).
Then you have a safe backup which can be copied to external disc.
But of course you want everything automatic :-)

My apologies. I responded to the title of your post while your question in the text is different. To create a Google Photos folder in Google Drive, go into Settings of Google Drive and select the option to create such a folder. A warning, though, this folder will not truly sync with Google Photos, though deletions from one will delete from other, so best not to manually manipulate that folder once created.

On your phone, in the Google Drive App, check to see that you are signed into the same email account as your Google Photos App uses. If it is, and you still don't see the Google Photos folder in the Google Drive App:
Give it an hour or so, then on a computer (not your phone) navigate to drive.google.com, sign into the same account you use for Google Photos, then check My Drive (not Laptop or Computer) for a folder called Google Photos. If it's there, but not on your phone, go back to your phone and on the Google Drive App, sign out of your account, then back into it.
