All of a sudden, Google invents a new site and puts them online where anyone can access them, AND they aren't on my phone anymore.  They LOOK like they are on my phone, but they aren't stored there and I have to download individually.  THAT IS REALLY HORRIBLE UI/UX.

I'm sorry to confirm one by one is the only way with Google Photos. As far as I am aware there hasn't been any change in factory reset behaviour, it has always wiped the device clean of all photos stored on internal memory.  The only time photos survive is if stored on an SD card, there is no new site and nobody can access your photos only you.
 
What you see is how Google Photos has worked since it was introduced in 2015,

Serious question: what are you talking about?  This is a NEW problem.  Media was always downloaded back to my phone.  I never had to download each individual piece of media by itself.

Also, if - what kind of INSANE UX/UI is that?  I mean, what other database in the world makes a person download datapoints as single entities??  It's absolutely insane.

What's the workaround?  Do I have to keep everything on my phone and just quit the entire Google Photos system?  Because this set-up is UNACCEPTABLE.

Thank you for getting back to me. I removed the account, restarted my phone for good measure, logged back in and I'm still having the same issue. I get stuck on that uploading screen that you see in the picture of my original post. I tried uploading images and videos, neither will upload.

What else can I try?

Edit: I tried playing with connection and these are my results..

Unfortunately the Google Photos app was designed to only upload photos and any device folders are not uploaded in the process. You can create Google Photos albums which are visible on the web and from other devices as follows.
 
Open the Photos app and tap the 3 bar menu: Device folders: Tap the device folder you want
 
Long press the first photo until the selection box is ticked then stroke down to the last photo
 
Tap the + icon and then Create Album, add a title and tap the tick icon.
 
Repeat for other device folders,

We are all just volunteers here in this help community. Nobody here has access to your pictures, videos, or account details. That being said, the only way you would be able to access videos from your old Google account is if they were uploaded to the cloud. If they were uploaded, you'd be able to find them in the Photos app or website. If they were not uploaded, you would need to have access to the device that originally stored the files.

Hi John, when you have opened an album (one of your own, not shared from another user) there are 3 vertical dots at the top right hand side which when clicked give you More options. Edit album is one of those options.

I have recently discovered Google Photos and would like to backup the 20,000 photos that I have on my mac.  I downloaded Backup and Sync and selected the "Photo" file to backup.  It downloaded for many hours, but there are only around 10,000 pictures loaded with a message that the remainder could not be uploaded.  

I have no idea which ones are missing, so I selected "Photos" file again to try to backup again.  My question is, will duplicate copies of pictures appear if I do this or will it only backup pictures missed the first time?  Also, why would half of my photos not have been able to be uploaded?

Another question is that my Backup and Sync app is going continuously saying something such as "syncing 1000 out of 120,000".  I think this may also be related to the documents I uploaded to Google Drive, but honestly I have no idea.  It's been going for a couple of days nonstop with the numbers constantly changing.  Do I need to do something different?  My computer speed has become very slow with the Backup and Sync operating.  

I would appreciate any advice.  Thank you!

Thanks for posting in the Google Photos community.

The faces, places and things are all driven by AI and are controlled by Google.  There is nothing you (or us by extension) can do to manipulate it to discover the new photos.  It just takes time for the AI to go through your photos and identify these items. 

The best suggestion is to simply wait it out.  It can take several days (I've had it take weeks) to find these new things.  I do suggestion, however, you not turn off/on the facial recognition.  That, while undocumented, seems to "restart the counter" on your account and may delay the process.  Just let it bake for a while.

As already stated ther has been no change in the way Google Photos works. Perhaps you are confused by a new phone?
 
On my device Instagram can see the Photos I have online by:
Tap +
Tap Gallery (some new phones have a Files folder at this stage)
Tap Other
Tap 3 bars top left
Tap Photos
The top Photos sees all the photos you have backed up

Thanks for the workaround.  It's not a new phone and this was 100% not a problem that last 10 times I reset this phone.  I reset my phone on a routine basis due to security regarding my work.  I NEVER needed that workaround until this week.  Not once.  Google simply restored my images and videos.

I mean, seriously, do you think I went through all those steps just to post to Instagram?  Hell no.  I don't appreciate having to go through 50 menus just to get access to MY MEDIA.

Google photos ABSOLUTELY changed - they are adding features and messing with the code continually.  So I'm not certain what you mean by that.

Also, this doesn't actually solve the problem.  Especially how someone with zero forethought decided not to include a way to download as a group - a function of databases since at least the 1980s.   It's a GLARING mistake on Google's part.

Thanks for posting in the Google Photos community.

When you move from High Quality to Original Quality, the change is only active going forward.  It does not retroactively go in and "upgrade" your videos/photos.  The only way to do that would be to re-upload those images & videos to your account.

Google Photos will only backup to the account you tell it to. Perhaps you have multiple accounts.
 
Tap the 3 bar menu in Google Photos: Settings: Backup & sync: Select the account you want to use,

Thanks for responding.

Could you please elaborate the issue or your query for me to assist you better? Were your photos backed up to Google Photos? If yes, it can be possible that the photos weren't uploaded successfully to Google Photos (cloud) and also make sure you're logged in to Google Photos with the same Google Account that you used during the backup. Photos/videos that are not synced or backed up, will still appear in Google Photos and will have this icon  (which means not synced/backed up) or some photos/videos will also show up with the two arrows in a circle mean backup is in progress.

Once the upload is complete there will be no icon on any photos/videos. Often, many of us misinterpret that they are all backed up because the photos/videos show up in Google Photos and we over see the icons on each photo/video. If the photos/videos weren't backed up they cannot be deleted from the Google Photos library nor Trash.

In case, you are uploading a large amount of data (photos/videos), please know that it might take 24-48 hours for the photos and videos to sync across all devices. Please ensure to have 'Backup & sync' enabled on the Google Photos settings while you're backing up your photos and videos. To check is the content is backed up, login in to photos.google.com to checked for your backed up photos and videos. 

However, if you're sure they were backed up, I recommend you looking for your video here:
