I have waited for a week for about 500 photos to upload from my iPhone 6 with a moderately strong wireless signal. Google photos will say the backup is complete, but upon reopening the app, it will begin the upload process again, which generally goes very slowly. The folder in Assistant also consistently shows un-uploaded photos. At this point, I am down to about 21 that still will not upload. No matter what I do my images and videos will not sync. At the top of the screen it says to connect power and that there are 81 photos to back up, which is what it has said for days even though the device has been on a charger, the number of photos needing to be synced hasn't changed.
I have force stopped and cleared data with both the photos app and Google play services and have even uninstalled and reinstalled the photos app.
I've checked all my syncing settings to ensure that WiFi and mobile data are selected and made sure the correct account is set. My phone isn't even liw in charge. It's presently at 80%
How can I fix this?

Welcome to Google Photos Product Help Forum. This post is focused solely on Google Photos, I will make separate brief one on other topics.

There are several ways to do this.
Shared Libraries is probably easiest. This process can take a number of days and it is possible that this feature is not enabled by your school, so start early and if you have problems pursue one of the approaches mentioned at the end of this post.
Here's a help article for more information on 'Share your Google Photos library with a partner'. In your case you will be your own partner in a different account.
Do some reasonableness tests on the number of images in both accounts before and after. You can do this by selecting all the images in "Photos" or looking that the count of Photos for "Photos" here https://myaccount.google.com/dashboard (the Album count is meaningless).
Make sure that you set "Save to library" for all images on the target account.
Note: Shared Libraries transfer the images not the albums, you can share and recreate the albums if you desire.
Don't delete the images in the old account for a week after you thing the transfer is done. Check the resolution on some sample videos (via the Information Panel "i" icon) before the deleting the old photos. If you have any images which you would be heartbroken if you lost, make sure that you store them in more than one format / tool.

Some other comments.
I assume that you have some compelling reason to change your Gmail account. I have seen some people think they had to because they got a new phone (and that is definitely not ). There is effort and risk when you do this.
You MIGHT want to review the categories of data that you might have forgotten about by looking at https://takeout.google.com/settings/takeout and doing an extract if you are not sure. You don't need to do this for photos unless you want a separate backup (which might be a good idea but could result in multiple files and a lot of space). Don't forget about thing like files which you might have in: https://drive.google.com/drive/my-drive
This slightly old article seems to imply that you can export and import contacts on an Android device (I have never done this on a phone but have done similar things multiples times on a Windows Computer).
If you have trouble with migrating data for other products you might try its support forum at:

Go slow, build checks into your work, don't delete your old account until you have used your new account for awhile.

Thank you for your quick response, My wife changed her last name to my last name and I created a new gmail account for her to matches her new full name, That's why I'm looking into migrating everything from her old gmail account to the new one.

It's up to you and your wife, but changing the ~Send as~ Name in Gmail (and possibly some similar settings in other Google Products, like Youtube) is probably a lot easier (this does not change the email address but rather the name shown in the email).
Using this strange side because it is detailed (the actual screen format may be a little different but it seems correct based on quick testing)

Google photos was working fine until Mid April 2018.
I use google drive to organise my photos. I have an android phone with google photos. Until Mid April any photo I took with my phone appeared in my drive (and still does). I also use other cameras and uploaded photos I wanted by dragging these to google drive to upload. These would then appear on my phone app and naturally in google photos
However since mid April only photos that I have taken on my phone appear in google photos. If I upload any other photo in to google drive it does not get synced with Google photos. If I download and save a photo to my hard drive (taken with the phone) and then delete it in google photos on my phone it disappears from google drive as it should. I can then upload it again to google drive and see it as normal BUT it doesn't get backed up to google photos. I did this as a test to see if the file properties were causing an issue.
I am at a loss. I didn't change any settings it just stopped working. I have attempted many times to turn off backup and sync and start it again. My historic photos (pre Mid April 2018) taken with other devices i.e. DSLR camera that I uploaded to Google Drive and that were originally backed up in Google photos still remain visible in Google photos.
Any help greatly appreciated as this is driving me mad trying to sort it out.

Hi Nick, the sync of uploaded photos to an existing folder in the Google Photos folder has stopped working. We have submitted a bug report to Google and await a response. In the mean time, you can work round the problem by creating a new folder and moving your uploaded photos to it.
