Honestly, if you share images with people who primarily use Windows, it is probably best to change the file format on your iPhone to "Most compatible". That's what I did.

This will only help you going forward (on newly created images)..
 
You can use a convertor (like in the article) on downloaded images prior to sharing them, if desired.

I have edited the exif date and passed the photos through drive to try to force the photos into the correct time.  Some of the othe photos were also renamed.  Some that were not renamed are also duplicated in photos.  I now have close photos in photos.google.  I want to clean the duplicated photos on the days they are duplicated but I cannot tell which one to remove.  Sometime any of the clones also result in the drive photo being deleted.   Any help would be appreciated.  There are many (1,000s) of these photos but many are wedding, retirement vacation etc ---- Not just snaps but memories.   I am very much focussed on fixing this because I have concerns about my memory an want this to look back on.

When you upload the same photo:
  • it should NOT upload again when you only change the name
  • it will upload again when you change something else, like the "date taken"
There are no easy ways to remove duplicates. See this link.

I've read that same documentation but alas I seem to have two that are somehow different enough to show up twice when sufing through photos.google but when I deleted either one the singular file was deleted.  A restore from photos bin returned the drive file.  

I wonder if there is some corruption because I also am unable to generate a takout file  (via email of links) that creates successfully.  Two attempts have both failed.   

I will try to recreate and screen shot the example of two photos linked to one drive file but unfortunately did not keep notes.  I do have Google support attention now but I have requested that they address the issue with the takeout before I undertake their reccomendation which is as follows: 

First delete the Google Photos folder in Google Drive - (If you delete folders (including the Google Photos folder), photos and videos won't be deleted in Google Photos. This is to avoid deleting all your photos and videos by accident).   
Uninstall backup & sync:
  1. Click Start  Control Panel.
  2. Click Programs  Programs and Features.
  3. Click Backup and Sync from Google  Uninstall.
  4. Click Yes.

See your Google Photos folder
  1. On your computer, go to drive.google.com.
  2. Click Settings   Settings.

  1. Tap the Menu at the top-left of the Photos view in Google Photos App.

  3. Shut down, then restart your phone.
  4. Login again on the Google Photos App to your Google Photos Account.
  5. Wait until Getting Photos finishes; this could take some time (even though already backed-up images are merely being indexed, not uploaded again).
  6. Check to see if the App (and camera) now function normally.
If this doesn't work, you should try uninstalling and reinstalling the App (if your phone permits it); or instead follow this link to Clear Cache and Data (a process that may be different from the link depending on your phone or version of Android).

Well, that may not be such a bad thing. 
 
If you manually use UPLOAD at https://photos.google.com/u/0/ you have more control (e.g., like you can cull images first if you desire, or rename the files prior to uploading, or immediately assign to an album, if desired).
 
The new Backup and Sync tool is much more powerful / complex than the old Desktop Uploaded. With complexity comes the possibility for unintended consequences (if you really don't pay attention to your settings and what is happening).
 
I used the Desktop Uploader but don't use Backup and Sync on my computer, but granted most of my images are uploaded directly from my Phones.
 
I believe Backup and Sync requires MacOS 10.9+

You don't need to be confused at all - Google Drive just is general storage for all kind of files and Google Documents & Sheet & Slides. But it is not specialised for pictures. 
And each byte counts there - expect for Google Docs etc. 

But Google Photos is specialised for pictures & movies only and maybe used for free unlimited if you accept compression to High Quality by Google. See this link

Not clear from your story if your pictures are on computer or on phone mainly. 
But if on computer, you can use the Backup & Sync app and then your folders will get synced to Drive and their contents will be uploaded to Photos. Then your storage still can be free and unlimited.

Could you please elaborate the issue or your query for me to assist you better? Were your photos backed up to Google Photos? If yes, it can be possible that the photos weren't uploaded successfully to Google Photos (cloud) and also make sure you're logged in to Google Photos with the same Google Account that you used during the backup. Photos/videos that are not synced or backed up, will still appear in Google Photos and will have this icon  (which means not synced/backed up) or some photos/videos will also show up with the two arrows in a circle mean backup is in progress.

Once the upload is complete there will be no icon on any photos/videos. Often, many of us misinterpret that they are all backed up because the photos/videos show up in Google Photos and we over see the icons on each photo/video. If the photos/videos weren't backed up they cannot be deleted from the Google Photos library nor Trash.

In case, you are uploading a large amount of data (photos/videos), please know that it might take 24-48 hours for the photos and videos to sync across all devices. Please ensure to have 'Backup & sync' enabled on the Google Photos settings while you're backing up your photos and videos. To check is the content is backed up, login in to photos.google.com to checked for your backed up photos and videos. 

However, if you're sure they were backed up, I recommend you looking for your video here:
If a photo/s is deleted from Google Photos, it would go to Trash/Bin for the next 60 days (after deletion). So I've just come back from a nice holiday in Thailand during which I decided to free up space on my phone (Samsung S8+) by allowing google to delete photos its backed up. Today I'm taking a look at the photos and want to download them all but noticed on playback the quality of the video's is poor when downloaded. That's when I noticed they are only 1080p and not 4k30p as were the originals on the phone. I've checked my Google settings and it is set to Original (because I didn't want any changes to the data). How can I download the original files as advertised?

These ugly 4K videos (gigabytes) cost many hours to get processed by Google for correct displaying, but in mean time they show the HD-version. 
So check tomorrow again.

And personally I have no experience with such extreme videos. 
Perhaps other volonteers here know better. 

PS: you also may have a zipping problem - if you open the sidepanel of such a video on Google Photos, how much Gigabytes are shown then. If more then 2 GB, you may need another procedure for downloading and another upzipper.

I signed out and signed in with a different account (in Back up and sync on PC). Chose the same folder. For the moment videos syncing and displaying fine in web/mobile google photos.
By the way I noticed that the videos which wouldn't sync are longer videos (10-20 min). Short videos (0-3min) from the same folder used to sync well.

Otherwise there is no option at all.

To restore photos from trash:
  1. On your Android phone or tablet, open the Google Photos app .

  3. Touch and hold the photo or video you want to restore.
  4. At the bottom, tap Restore.

Why I'd find this useful: Photos frequently mixes up my two kids. It's easy to tell when only one of them is in a photo. But when both are and it detects only one, I can't tell if it detected correctly, or sees both of their faces as the same person. It would be very useful if Photos could be made to circle the face it detected (and display who it thinks it is, right next to it).

This is an intended behavior. Downloading a photo from Google Photos back to the device (phone/computer) will change the date of the photo itself.

  1. How were the photos downloaded from Google Photos?
  2. Where were they downloaded to?
  3. Were they re-uploaded to Google Photos?
Meanwhile, also try giving the below steps a try once again in a sequence to help resolve the issue:
  • Close the Google Photos app and re-launch it.
  • Sign out and sign back in to Google Photos with the same Google Account.
  • Clear App data:
    • Open your device's Settings app (not the Google Settings app).
    • Touch Apps.
    • Select Google Photos in the list.
    • Touch Clear data.
  • Update the Google Photos app on your Android phone:
    • Visit the Google Play Store.
    • Open Google Photos.

No, there is no way to view only photos that are not in an album. It has been asked by thousands, but the Photos team obviously had other priorities.
The following may help:
  • Add ALL new uploads immediately to an album
  • Add the older photos systematically to an album from top to bottom (=from new to old).
    Difficult cases can be added to a residual album, or year albums 
  • In case your photos are still in folders on your computer, you can:
    • Create a new album in Google Photos (or open an existing one)
    • Drag & drop all photos of the album to the album.
      The photos will not upload again (unless modified), but will be added to the album.

I had an iphone and was about to change to the samsung s9.  Before I did, I downloaded google photos to my iphone and synced about 700 photos from the iphone library to google photos.  I got the new samsung which had google photos preinstalled, signed in a tv and it synced but only about 30 photos appeared.  3 of the oldest photos from the iphone and the other 25 or so are from about 3 years ago but no newer than that.  Any new photos I take do appear in google photos.  Have checked the sync settings are all on and have uninstalled the app, switched off and on, reinstalled and the exact same photos appear again.

Any ideas how to get all my photos?

Hello Dav,

Thanks for posting in the Google Photos Support Community.

Could you please elaborate the issue or your query for me to assist you better? Were your photos backed up to Google Photos? If yes, it can be possible that the photos weren't uploaded successfully to Google Photos (cloud) and also make sure you're logged in to Google Photos with the same Google Account that you used during the backup. Photos/videos that are not synced or backed up, will still appear in Google Photos and will have this icon  (which means not synced/backed up) or some photos/videos will also show up with the two arrows in a circle mean backup is in progress.

Once the upload is complete there will be no icon on any photos/videos. Often, many of us misinterpret that they are all backed up because the photos/videos show up in Google Photos and we over see the icons on each photo/video. If the photos/videos weren't backed up they cannot be deleted from the Google Photos library nor Trash.

In case, you are uploading a large amount of data (photos/videos), please know that it might take 24-48 hours for the photos and videos to sync across all devices. Please ensure to have 'Backup & sync' enabled on the Google Photos settings while you're backing up your photos and videos. To check is the content is backed up, login in to photos.google.com to checked for your backed up photos and videos. 

However, if you're sure they were backed up, I recommend you looking for your video here:
If a photo/s is deleted from Google Photos, it would go to Trash/Bin for the next 60 days (after deletion). Unfortunately, if the photos aren't found in Trash or deleted from Trash, I'm afraid, you might not find them else where to recover them because Trash is the last resort to retrieve your lost/deleted photos.

Meanwhile, also try giving the below steps a try once again in a sequence to help resolve the issue:
  • Close the Google Photos app and re-launch it.
  • Sign out and sign back in to Google Photos with the same Google Account.
  • Clear App data:
    • Open your device's Settings app (not the Google Settings app).
    • Touch Apps.
    • Select Google Photos in the list.
    • Touch Clear data.
  • Update the Google Photos app on your Android phone:
    • Visit the Google Play Store.
    • Open Google Photos.

Could you please elaborate the issue or your query for me to assist you better? Are you referring to restoring your photos from the Trash in Google Photos? If yes and if you've deleted them from Google Photos and want to restore them, please know that photos/videos deleted from the Google Photos library, goes to the Trash for the next 60 days. So, in case, you deleted it by mistake you can always restore it from Trash folder within those 60 days (post deletion). But, if you don't find it in Trash, probably it must have been deleted more that 60 days ago. Unfortunately, restoring your lost/deleted photos and videos from Trash is the last resort. 

Also, please share a few more screenshots of the issue you're experiencing. Ensure you don't include any of your personal and/or account information in the screenshots that you share.
