When looking in drive. I see the following: Google photos 19.05 GB. Disk 9.26GB. Gmail 2.33 GB. 30.66 GB of 102GB used.  I kinda feel like as Google photos haven't registered that I have renewed the subscription. I was asked last week to add new payment method due to it was expired. Gmail and drive is not complaining, but Google photos says 0MB of 0MB available (in the photos app)

Once you delete them from the trash they are permanently deleted; they are only recoverable in 60 days if they are still in the trash. You can try a few options that might help recover some but not 100% guaranteed.
  • If you Shared your photos from G photos to Google drive pre the Google photos / drive separation you can try to contact the Google Drive team and say you want to recover files - click on the contact us option on this link.
  • You can try using a third party photo recovery app at this point to try to recover some of what was lost from your phone - just type photo recovery into the play store and see what options are available. I can't recommend any as haven't used one personally but some people do have success that way.

This is not an unusual thing to happen. The photos still have their original dates, but the bulk operation has overloaded the Android and the placeholders need resetting as per below,
  1. tap the 3 bar menu at the top left of the photos page
  2. tap your email address and select Remove active account
  3. Power down/up or restart the device
  4. sign in again making sure you are using the same email
  5. check that the Backup & sync settings are correct
  6. wait until getting photos finishes, could take a while, please wait until it completes

My 5000 photos copied between sd cards are still all dated with transfer date on the sd card.  I removed active account, restarted, reattached, waited, and no change.  Sd card still the same. The problem with questions like this, I can only reply stating what I have seen time and time again, usually with tens of photos rather than thousands.

All I can say is from my experience NO dates are changed.
Photos added to the SD card are presented by their 'Modify' date, which usually reflects the last time they were copied from A to B
Photos backed up to Google Photos are presented by their Exif 'Date taken' after Google Photos analyses the Exif metadata.
Only by synchronising the two can you answer the question.

Your choice is to remove 4990 photos from the SD card, insert it with Backup & sync enabled and all permissions granted to see how it goes. I can't give you any guarantees,

I do understand the inconvenience as your photos are automatically getting deleted from your Google Photos in an Android device. Therefore, I recommend trying the steps below in sequence, this may help in fixing the issue:
  • Make sure your device is up-to-date.
  • Make sure the App is up-to-date.
  • Try restarting the App through the following steps:
    • Go to your App Settings.
    • Click stop on the afflicted App with the Force Stop button.
    • Wait a few seconds to make sure the App has stopped processing, and then attempt to re-start it.
  • Close the background running apps through the following steps:
    • Go to your App Settings.
    • Display the Active Apps on your device.
    • Select the App you wish to close and Force Stop it.
    • Repeat this step with all active Apps.
  • Try clearing your App cache through the following steps:
    • Tap the system Settings tab on the main screen of your device.
    • Tap the General section of settings that is on the far right.
    • Tap Storage in the General tab.
    • Clear the cache data once storage calculates the data.
    • Back out of the storage section. 
    • Tap Applications and find the application in question.
    • Tap the application and clear the cache (if available).
    • Clear the data for the application if there is no cache to clear.
    • Exit the settings screen and restart the device.

It looks like your photos are deleted from your device before they could have been backed up to Google Photos

If yes, it is not possible to restore them as they were not backed up to Google Photos.

The trash in the Photos-app has a limited capacity to about 1.5 GB, so if both videos did use more GB's together, they are deleted permanently from your device and you have seen that warning which you should not have ignored of course (why oh why????).  
But always check on the website (photos.google.com) if they have had the chance to get uploaded to Google - but that is a bit unlikely, because that goes extremely slow.  
So I am hesitating to say good luck. 

PS: no Google here and Google can't be reached on other ways either, unless you have a Google-One account.

Emma your email only provides for a Yes response.  A No button is not there.  Nice way to boost your success rate.  It didn't help.  Drive Sync is on.  I can upload jpeg from my PC to photos high quality but can't get photos to work with recognizing a jpeg I copy from my gmail account in the cloud drive to photos.  While, I can see the jpeg file in photos if I look at that folder, photos doesn't seem to be able to recognize it and use it.

I must have been asleep for 2 years. Just realized Picasa functionality is gone. I still have access to Picasa but I want to have functionality (e.g. email, etc). After searching web, I was directed to go to Google photos and sign in, which I did, but found only about 100 photos which represents only a fraction of my Picasa photos.  I could not find an answer on how to migrate my existing Picasa photos to G Photos and request your help in doing so.  Thank all those who can offer a easy solution. The thread mentioned by Tarhe was more about getting already uploaded photos in albums. 
You find some info on uploading to Google Photos from Picasa3 in this link.

Note that you should not "migrate" to Google Photos. Google Photos does replace Picasaweb, not Picasa3. You can use both like you did in the past with Picasa3 and Picasa Web Albums, but with a different upload workflow. The old one was disabled by Google.

Are you sure it is the "Google Photos" app?  The icons look very similar.
 
Do you see "Backup complete" or a checkmark near the top of the "Photos" view?
 
If you go to the 3 line menu, do you see the same Google Account you are using on your Mac?
 
If you go to the 3 line menu, then the Gear at the top, then "Back up & sync", do you see the correct account? Is the Back up & sync toggle on (blue)?
 
On your Mac, are you going to https://photos.google.com/u/0/ ?

  1. Yes, I am using the same account in each.  
  2. I see no blue checkmark on browser nor on App.  The only time that appears is if I'm creating an album, and when done, I see the blue check mark.  
  3. Yes the App is the Google Photos App. 
  4. I cannot find the "back up and sync" toggle you refer to?  I have a Google Drive icon on my browser which controls the back-up-and-sync for Google Drive from my Mac.  I see nothing separate for Google Photos.  Besides, the photos are on my phone and showing in Google Photos with the App so what would be syncing from my computer?

Not a blue checkmark, but let's ignore that for now.
 
To find the "Back up and sync" settings....
 
In the Google Photos App on your iPhone....
Go to the 3 Line menu...
At the top of the screen, it should say Google Photos.. to the right of that there is a Gear / Cogwheel icon.. 
Tap that icon.
 
Now, Tap "Back up & sync"
 
Now, look for the top toggle (labelled "Back up & sync")... Is it on (blue)?
 
Is the account you see on this page the same account you are using on your Mac?
 
There will a couple more questions after you look at this..

Thanks --  I am realizing that although the photos automatically "upload" to Google Photos from my iPhone, they are not actually uploading at all, but only pointing to the App -- so in order to get them to upload I have to click back up and sync. 

The slide bar for backupandsync was already on though.  However, looking online I am seeing some new photos so I guess it is working.

Great!

I should highlight that on an iPhone, 
  • Google Photos will only backup and sync when you open the Google Photos app.
  • When backing up is complete, you should see a "Backup complete" message or checkmark (which will say "Backup complete" if you tap it) at the top of "Photos".
  • You should be very careful if using iCloud Photo Library simultaneously with Google Photos (ask for more info if you do this.. This is uncommon).
Also, on all platforms
  • Usually (depending on settings), backup only occurs when you are connected to Wi-Fi.
  • Don't use the Garbage Can icon to remove images from your phone (use "Free up space" from the 3 line menu - but investigate first if using iCloud Photo Library).

I am still having problems with this.  Despite having the settings correct for back-up-and-sync, there are still photos on my phone that are not in Google Photos, and also albums I created.  One is an album containing 6 videos each about 20 minutes long, so they are large files.  I want to be able to share them via Google Photos.  Any clue if this will work or is there a better way to share videos like that without putting them on youtube?  But regardless, this syncing is not happening.  HELP!

I haven't stayed on top of this, but I believe I have seen some references to people having issues with adding photos to albums in iOS recently. It is difficult to really draw conclusions, because sometimes it might be momentary glitches, problems with Wi-Fi, process errors, etc.
 
I very seldom share videos (and never something 20 minutes long), but it should work. The album may not be populated immediately, check again. If you have easy access to a computer, try from https://photos.google.com/

I've noticed that Google Photos compresses my photos when they get synced, from 12MB to 2.1MB. So i decided to upgrade my plan so I can upload in Original Quality.

My question is, how do you change the quality of previously synced photos from High Quality to Original Quality?

You can't and you should not even want that, because then you must delete all (thousands?) at Googe without the risc of deleting all originals on phone - and then many hours or days of re-uploading. 
High Quality really is high quality, so I don't even see any good reason to choose original. 
I copy the originals to my computer for building a nice collection and leave the high quality for viewing and sharing mainly.

You need to disconnect the sync between your Android phone and the cloud of Google Photos so that you can prevent the sync from to delete Original on your phone, when you want change the quality of photos previously uploaded to Google Photos from High Quality to Original Quality.
That is because it is necessary to delete once the photos saved in the cloud since Google Photos never accept to overwrite a photo existed in the cloud with same photo even with different Quality setting. If you don't have Original on your phone, you have no way to get back Original.

1) Disconnect a Google account on Android phone
2) Reset Google Photos app to delete the sync history
3) Go to web https://photos.google.com/ to delete the photos saved in the cloud ( not use Google Photos app)
4) Set Original Quality on app to re-upload

PS: you probably are meaning 12 MP instead of 12 MB. 

A normal jpg file for 12 MP is about 3-4 MB and that explains why Google compressed to about 2 MB - that normal and still high quality because 12 MP stays 12 MP.

The high quality compression factor varies over a large range per picture - so you do need to avarage over 10-20 miscellenous pictures with quite different scenes - also for the originals. 
According to my tests the average is about 33% of the average original filesize (unedited). 

The compression for HD movies is far more severe and 4K movies are downgraded to HD. 

Do you have any idea about how much pictures & movies you are talking?  
If less then 1000 the BC-method is feasible, but if towards 10.000 it becomes a hell of a job and also the re-uploading will take extremely long - especially with long movies included.

I have this same doubt: My videos were upload in 1080p but when I access it on my phone, even over 4G, the default resolution is 360p. I need to tap settings -> resolution -> 720p or 1080p in order to get the better quality. 

Why it doesnt do this automaticaly? And 4G network is good enough to run at least 720p.

Unfortunately this appears to be a common problem with G Suite, Edu, and legacy Google Apps free accounts.
 
There is nothing we can do, as the issue is possibly with the security settings in the business account, and Google Photos is not supported by G Suite. Al I can do is to refer you to your Domain Manager to see if there are some settings which can be changed,
