You are very unclear. 
Old Picasa-accounts may still be valid when you try to log-in to get.google.com/albumarchive and then you are able to download these old albums to your computer one-by-one (and then unzip etc.). 
And then these old collections can be uploaded to your actual Google Photos. 

But I don't understand what you see on photos.google.com when you log-in with your actual Gmail-account: do your see these old Picasa-albums there also then? 

If so, you can do everything you want to do, but even that is not quite clear what you mean with correcting etc. Editing can be done on site, create albums for sharing, deleting bad pictures whatever.

Welcome the Google Maps Help Forum.

Google Photos has identical duplicate detection, where if you have uploaded photos to Google Photos already, it will not re-upload the same photo (each photo file has a unique "Hash" that allows us to determine this).

Hence, Google Photos avoids uploading duplicates, when different upload methods or devices are used, as long as the photos aren't edited. There is no easy way to remove duplicates, but some of the following may help: 
  1. You can delete duplicates manually, for example in https://photos.google.com/ where they should be next to each other.
  2. The problem is however which one to delete:
    • one photo may be edited, the other not,
    • one photo may be in an album, the other not.
  3. When the upload dates are different (for example when you uploaded long ago via Picasa, and now again using the Desktop uploader). It may be easier to delete the duplicates in https://photos.google.com/search/_tra_ where they are sorted by upload date.
  4. There are more ways to get a useful search result, for example the device from which they are uploaded.

See, the inability of Google Photos/Drive to detect and delete duplicate photos and files, coupled with the incessant need for Google to "back up and sync' ALL the video, photos from my devices has led me to an impossible situation.

I have ten plus years of photos and videos in my my Google Drive folder(s) Much to my horror, on at least THREE occasions -- nearly all of the videos and photos were duplicated and reloaded into Google Photos/Drive. What makes it worse is that, apparently, Google Photos just reloaded them without regard to the type of file. So, all of my videos and photos are mixed together. Do you have any idea -- how time consuming it is to go through and try and manually separate a DECADES WORTH of media into usable subsections. 
And, further, those files do not not show up in Google Drive. But, the folders I want to employ in Google Drive -- remain constantly frustrating empty! 
Google seems to think that the most important identifying aspect of any file, photo or video is the date. This kind of navietie is amazing, because it also assumes that every single upload is a personal -- as in taken by the user -- file. SO NOT TRUE.
To prove this to colleagues -- I showed them one of those memories created for you by Google. (Which is ridiculous on its face, but I'll save that for another time.) The ENTIRE weekend of special memories were commercial porn. Which I freely admit to having in my files -- I'm well over 21. But, I would hardly call them memorieds.
I realize that somewhere someone wants to make our lives easier -- but this actually makes my more difficult.
I am THIS FAR -- from simply getting what I can and wiping the file. The only thing that holds me back is because Google Photos is so interconnected -- wiping that file could wipe out all of them and I'm mot prepared to take that risk. Yet. But, I have a lot of them downloaded onto as external removable hard drive. 
And, for the life of me, I cannot figure out why I need Google Drive. So far, it does not go anything that either Google Photos does as well or better -- or I can substitute another program for it.And, THAT could go for another several pages, so I will strop here.

  • Google+Free up space on your Android device
Free up space on your Android device:
  1. On your Android phone or tablet, open the Google Photos app .
  2. Sign in to your Google Account. 
  3. Tap Menu   Free up space
  4. You'll see how many items will be removed. To delete all the items from your phone, tap Free up.
  5. To see your photos and videos, go to photos.google.com or open the Google Photos app .
What happens when you remove photos and videos from your phone:
If you remove copies of photos and videos on your phone, you'll still be able to:
  • See your photos and videos, including the ones you just removed, in the Google Photos app and photos.google.com.
  • Edit, share, delete, and manage anything in your Google Photos library.
You won't be able to see photos and videos you removed if:
  • You use your mobile device's built-in gallery.
  • You're offline.
  • You're not signed in to the Google Photos app .
If a photo/s is deleted from Google Photos, it would go to Trash/Bin for the next 60 days (after deletion). Unfortunately, if the photos aren't found in Trash or deleted from Trash, I'm afraid, you might not find them else where to recover them because Trash is the last resort to retrieve your lost/deleted photos.

Hello Briana, the account which registered in the Backup & sync settings will automatically backup and photos found in the DCIM folder of the SD card. Folders outside the DCIM folder would require a further permission on a per folder basis.
 
With the Photos app open at the Photos page, the 3 bar option; Device folders will show you which folders are enabled for Backup. Any folder with a broken cloud is not being backed up.
 
Let me know if you need help to delete any photos you have Backed up to the owner's account,

Have you tried sending the link to multiple iPhone users? Also, did these iPhone users have the Google Photos app? Or were they trying to open the link via a mobile web browser.

Having the same issue. Honestly, I'm ready to ditch google photos. I can watch the video without issue (iOS) but others I've shared with with iOS can't access. This is on a shared album. Are you referring to unable to upload photos from your iOS device to Google Photos? If yes, unable to back up photos can sometimes be upsetting. I'd recommend trying the below steps to check if they resolve the issue:
  1. Are you referring to unable to upload photos from your iOS device to Google Photos? If yes, unable to back up photos can sometimes be upsetting. I'd recommend trying the below steps to check if they resolve the issue:Open the Google Photos app on your mobile device .
  2. At the bottom, tap Assistant .
  3. Read the first card. If it says:
  • "Waiting for connection" or "Waiting for WiFi": You need to either change your settings or connect to a WiFi or mobile network. Tap the card to change your settings.
  • "Back up & sync is off": Tap "TURN ON" on the card to back up your device's photos and videos, including ones you capture in the future.

If with the 'Back up and sync' option turned on and if you've exceed 24-48 hours of backup, try uninstalling and reinstalling the Google Photos app from your iOS device. It's possible that Google Photos is merely scanning your library across all devices.

These pictures aren't uploading to your Google Photos but are saving to your device. Then, depending on your options for your backup and sync, they are possibly being backed up to Google Photos.

To remedy this:
  1. On your Android phone or tablet, open the Google Photos app .
  2. Select Albums from the menu bar
  3. Under Photos on Device look for the album with the stickers
  4. Select that particular album and turn off backup and sync

Leanne, Google Photos storage is unlimited and free IF you are using the "High Quality" size setting. So, I have 2 questions for you 
  1. Are you looking at the numbers that break down your storage among Gmail, Drive, and Photos? You can see these 3 numbers on this page. What is the number for Google Photos?
  2. Can you verify that you are using the High Quality size for Google Photos?
    On your phone, tap the 3-line menu, settings, Backup and Sync, Upload size.
    On your computer, click the 3-line menu, Settings, Upload size
    If you're using the desktop app for Backup and Sync, check the settings there as well
If your Google Photos are taking up space when they shouldn't be, you can retroactively resize to High Quality by opening the Web photos.google.com, click 3-line menu and then click the button for Recover Storage.

小毛, deleted Photos are stored in Trash for up to 60 days, if you delete Photos again from trash, that's two times deletion.
 
Unfortunately, once Photos are deleted from trash there is no way to retrieve them back :(

A certain set of photos I took on DSLR, edited, and copied to my normal photos folder, is not being backed up. On PC, I found and dragged them to the Photos interface. They are shown as uploading and I get the regular message at the end of the upload. But then they do not appear in Photos. I was able to get them uploaded by creating an album but when uploaded individually they never appear. Now I'm wondering what else is not being uploaded.

This affects the entire set. Other photos with the same workflow are uploaded with no problem. 

The photos in the album show the correct date, so I don't think they would have been uploaded but positioned incorrectly chronologically.

Unable to back up photos can sometimes be upsetting. I'd recommend trying the below steps to check if they resolve the issue:
  1. Open the Google Photos app on your mobile device .
  2. At the bottom, tap Assistant .
  3. Read the first card. If it says:
  • "Back up & sync is off": Tap "TURN ON" on the card to back up your device's photos and videos, including ones you capture in the future.
  • "A photo or video was skipped": A photo or video on your mobile device doesn't meet our upload requirements:
    • Photos can't exceed 75MB or 100 megapixels.
    • Videos can't exceed 10GB.
It does take approximately 24-48 hours for the photos and videos to sync across all devices. Please ensure to have 'Backup & sync' enabled on the Google Photos settings while you're backing up your photos and videos. It's possible that Google Photos is merely scanning your library again, the scan will take some time, but it shouldn't re-upload the photos entirely as duplicates. The app may look like it's doing this but it's actually doing a re-scan of the photos.

If the issue still persist after 24-48 hours, please uninstall and reinstall the Google Photos app on your iOS device and login with the same Google Account to check if this sorts the issue.

If I understand it well you upload manually from a computer by dragging photos to https://photos.google.com/ or in an album. It looks like Amanda copy/pasted a reply for mobile devices. I would ignore it. 

After the upload photos should also be on top of the "recently added" view https://photos.google.com/search/_tra_.
Do you find them there ? If so you can for example check the dates and see whether something went wrong. There are many reports that Photos messes with the dates recently.

@janvb, thanks. I do not see the photos in the recently uploaded area. The Photos info area has the correct date for the photos but they do not show up in chronological order for that date. However, when I made an album and added one of the photos to that album, only that photo appears in correct chronological order. The photos dragged to the browser window seem to be uploaded but then don't appear.

I am not sure what exactly that means, but when they appear in an album they are definitely in Google Photos. You could add a test description like xyz to one of them and after a while (needed for indexing) search for that text.

Go into the settings of Backup & Sync from Google right down in taskbar above the up-arrow ^
Then switch-off the settings for automatic scanning connected usb-devices at the bottom. 
If not then these drive maybe included in the folderlist on top and should be unchecked. 

Also select "Don't remove everywhere" and click OK to close the settings panel. 

Then go into https://drive.google.com/drive/computers and delete the folders with these video's.
Thereafter also from the Trash on Drive. 

Check later if they also are removed from https://photos.google.com and from Trash there.

OK! - First off, thank you. But none of that worked. THEN I did some playing around and  If you open Google Backup and Synch, click the three dots at the top then choose preferences you can make the changes in there. IE: Choose what folders to use.

Sorry Mark, but the website does not start to upload from any drive automatically and you only can upload anything by selecting manually. And I don't assume that you did this yourself by selecting a moviefolder on some external disc connected. 

So you must have installed and started the Backup & Sync app on your computer and its cloud-icon is in the systemtray right down in taskbar. And if you have a Windows-10 computer this spot is indicated by a reversed V. But I don't know about a Mac.

I was indicating the USB-settings at the bottom of the preferences window of Backup & Sync because I was assuming that your external disc(s) is connected via usb.

It can be possible that the photos weren't uploaded successfully to Google Photos (cloud) and also make sure you're logged in to Google Photos with the same Google Account that you used during the backup. Photos/videos that are not synced or backed up, will still appear in Google Photos and will have this icon  (which means not synced/backed up) or some photos/videos will also show up with the two arrows in a circle mean backup is in progress.

Once the upload is complete there will be no icon on any photos/videos. Often, many of us misinterpret that they are all backed up because the photos/videos show up in Google Photos and we over see the icons on each photo/video. If the photos/videos weren't backed up they cannot be deleted from the Google Photos library nor Trash.

In case, you are uploading a large amount of data (photos/videos), please know that it might take 24-48 hours for the photos and videos to sync across all devices. Please ensure to have 'Backup & sync' enabled on the Google Photos settings while you're backing up your photos and videos. To check is the content is backed up, login in to photos.google.com to checked for your backed up photos and videos.

Thanks for the answer. I checked the google photo app before deleting the pictures and saw them there. But I did not notice if the 'crossed cloud' logo is there or not. So it might be the chance of the sync was not fully done yet like you mentioned. 

The links you provided I had checked them but sadly the pictures that I am looking for are not there. I logged in to the web version but the pictures are also not there. Guess the pictures are lost forever now. I am trying to find a way to retrieve old deleted files on phone without rooting the phone but there isn't any such method available.
