To reduce the photo size, you can do so through these two options in Google Photos.
  • Upload the picture in space saver quality. That will produce some size reduction.
  • Crop the pic to remove unwanted portions from the borders. That will give further sizer reduction.
Still, if you wish some further reduction, I suggest using another app, "Snapseed", by Google.
Once installed, the editor in Google Photos shows that option through "More".
 
In the settings of Snapseed, you can do image resizing within a range from 4000 px to 800px. Additionally, you can choose JPEG compression ranging from 95% to 85%
A combination of both options would resize the file to the desired number.

Remember, you can "See" images in the Google Photos app on the device that they were taken on even if they have not been "backed up".  In other words, the Google Photos app also acts as a Gallery (just like the native iOS "Photos" app.   
 
That said, I will assume that you see the "Backup complete" message (under the profile photo or icon. If you do, and you don't see them in the browser on your computer at https://photos.google.com/u/0/, refresh the browser (e.g., close all or most tabs and enter https://photos.google.com/u/0/ again). Generally, new images will appear near the top of the display (unless you, like me manually changed the date on some images to be in the future.. I do this with my passport and COVID vaccination card so they are always at the top).
 
If after (seeing the "Backup complete" message and) refreshing your browser you still don't see all of the images, try a different browser (even on your phone).  Figure out the pattern of the missing items (recent, a particular file type, missing on one browser not on another).  Honestly, I thing refreshing your browser will probably solve the issue.
 
iCloud Photo Library and Google Photos use different approaches to data management and should not be used simultaneously.
 
Other ideas are welcome.
 
It is always a good idea to store important images in more than one place / tool.  My photos are in Google Photos, on my laptop, and on multiple external disk drives (not connected to any computer or network).

For the last couple of months I've had problems with Google photos.

There are random photos and videos that are stuck in a queue to be backed up and I can't share these photos/videos in an album. The only work around that's worked is to sign out of Google photos, and then sign back in. But I have to do this every time I take new photos.

I also am no longer able to see old photos that were backed up years ago. They show up in my 'highlights' and on Google photos on my computer, but not in the actual photos folder on my phone. 

I've also noticed that there this results in some videos/photos being removed from my phone. These don't get backed up either so I've just lost them.

Anyone else have this issue? Is there a permanent fix?

Hello Familie,

When your storage downgrades, you should not lose any data, Google just makes your account read-only until you either delete any to make space or you upgrade to a larger plan.  Downgrading will not affect your photos/videos.  Have you checked in the trash for any accidental deletions on your part?

Android has the gallery as part of it's software and will just need to be ignored. It doesn't do anything if you don't use it.
 
For iOS the app can be deleted without affecting the camera roll photos.
