Welcome to Google Photos Community Support Forum & thanks for your post.
 
The editor in the Google Photos app allows corrections in the orientation of pictures.
To do so, please follow these steps through the phone app.
  • Tap to open the picture
  • Tap on the edit icon below the picture
  • Tap on menu option Crop.
  • Tap on the rotation symbol for achieving a turn through ninety degrees. Each successive tap will add ninety degrees going through 90 -> 180 -> 270 -> and again back to 360 degrees. 
  • That will help you correct sideways or upside-down orientations.
  • If you wish to fine-tune, move the slider above the rotation symbol. That helps in correcting slight misorientations at an increment of one degree.
However, if the pics captured through your camera need rotation correction, I suggest you either reinstall the camera app or seek the help of some repair technician.

I asked if maybe I was over my limit and needed to pay for more space so my pics got deleted- he said there was no record of that. So where did they go?

Short of somebody breaking into your account and intentionally deleting all of your images, losing ALL of your images seems like a very unlikely occurrence.   Much more likely would seem to be some confusion about which account your images are in or which tool you are using to store your images.
 
I should note that ~iCloud Photo Library~ and Google Photos use dramatically different maintenance approaches and should not be used simultaneously.   Using them on the same device can result in lost images, but it seems unlikely that it would delete ALL images (particularly for the past month or so). However, I doubt if few people use both at the same time (because it is so dangerous) MAYBE it could delete ~Everything~.
 
Remember you can have the App on your phone and if you don't enable ~Back up & sync~ in the Google Photos App settings, the app will still ~show~ your images even though the images are not copied to the cloud.  Everybody who relies on the Google Photos app for ~backup~ should periodically open the app and check for the "Backup complete" message under the profile photo or icon (I do this daily if I am traveling, in case my phone is lost or damaged).
 
If you see the "Backup complete" message in the app, you will also see the images in any browser logged into the same account at:  https://photos.google.com/u/0/
 
You should check: https://photos.google.com/u/0/trash and also the ~Recently deleted~ album in the ~iOS Photos~ app to look for your lost images.
 
You also should check any other Google accounts which you might have (though the images should be in the account specified in the Google Photos App Settings ~Back up & sync~ settings.
 
If you ever shared photos via Google Photos with a friend or family member, looking at their notification MAY give some insight about which account (or tool) it came from.

In this support forum, we are volunteers without access to your account, photos, data, etc.
 
It is always a good idea to store important images in more than one place / tool.  My photos are in Google Photos, on my laptop, and on multiple external disk drives (not connected to any computer or network).

Just for some background information to see if any of this helps resolve my problem: I started using Google Photos about 5-6 years ago, and I had an android phone. I never set up a gmail email account - and used my hotmail account. I had 2 different android phones then switched to Iphones and have had maybe 3 different ones. I've never had any difficulty with these transitions including backing up and retrieving photos. 

I believe I use the apps appropriately, as I've never had any problems with losing photos before. When my phone/photo app is full, I make sure all of my photos are backed up in Google Photos and then delete them from the phone app to make more room. So I believe this is correct? 

I will admit, my kids take my phone on occasion so they could have done some serious damage here, however they are not in my recently deleted folder - is it possible they clicked to permanently delete all of the photos? Maybe? However it would take a lot of scrolling and clicking to select all photos with the exception of the past 4 months.

Yes, the additional (and corrected) data does help.  I will try to deal with it in pieces. You MIGHT still be able to figure it out, but it will probably really take some effort on your part to figure it out (and if you did not keep track or all your old accounts/passwords and/or maintain up-to-date Recovery Information, you might be out of luck).

Substitute ~Account which you used to access Google Services~ for anyplace I said or implied "Google Account(s)".  Any Google service/app which saves user related data is associated with some type of Account.

NEVER EVER DELETE IMAGES (that you ever might want) using the Trash Can, it deletes them everywhere.  I doubt if this is what happened to all of your images (because as you say below "it would take a lot of scrolling and clicking").   Only use "Free up space" or ~Delete device image~ to recover storage space on your phone.

Your original message said "... all of my photos were gone..." that is a big difference from "all photos with the exception of the past 4 months"...  But I completely agree "it would take a lot of scrolling and clicking to select all photos" if the number of photos was significant.  That is why I said "Short of somebody breaking into your account and intentionally deleting all of your images, losing ALL of your images seems like a very unlikely occurrence'.
 
Think back to what happened about 4 months ago... Did you get a new phone?  If so, do you still have the old phone (if so check the Google Photos app settings to see the account specified in the Back up & sync settings).   Look at your current phone, check the account specified in the Google Photos app Back up & sync settings, think about any other email account you ever had (use an Incognito window or similar preferably in a browser of a computer and check for photos at https://photos.google.com/u/0/ for every email account you every might have used).
If there is no account specified in the Google Photos app Back up & sync settings, then you almost certainly don't see the "Backup complete" message and the mystery is half solved (but I doubt if this is the case so I won't waste our time explaining it).

This is not really what matters, what matters is if you enabled (or possible accepted the default configuration for)  ~iCloud Photos~ for backup in the iOS Settings (gear icon) "Photos" (Actually check this... if it is enabled and "Free up space" was initiated about 3 or 4 months ago, it MIGHT explain the problem... not solve it, but explain it).
 
Another symptom, I believe, of having ~iCloud Photo Library~ enabled is that you would probably have most of your recent (not just the ones shared by your friend)  images visible  here:  https://www.icloud.com/photos/  (are they?)

The storage policy only changed June 1, 2021, unless you take a huge number of images or were already near the max, it is unlikely this is the issue (I have take more than 3000 photos since then and still am using less than 6GB and most of that is gmail).. are you really above the limit? Check https://one.google.com/storage
 
The ~inactive account policy~ is relatively new and there are multiple warnings.. This is almost certainly not the problem.

The support people at Google One are the only ones who MIGHT have the ability to restore data (honestly I have no idea about which backups they might have or how long they are retained).. We are volunteers here without out access to your account, data, photos, etc.  But honestly, you should try a little bit more to figure out the root cause because it could happen again.
 
I initially thought, and continue to believe that the most likely causes of your problem are:
1.  The account which was being backed up to was changed.
2.  You have/had ~iCloud Photo Library~ enabled (and knowingly or unknowingly used the "Free up space" function).
3.  Something happened about 3-4 months ago which erased your Google Photos settings and you really have not been backing up since then (and you are not seeing the images in the cloud because it is not accessing the account)..  This #3 is probably very unlikely since you have been looking closely at this recently and have seen the "Backup complete" message.
 
Julie,  Pay particular attention the the Bolded texts above and do the recommended actions.
If any of this is not clear, please ask.. Other people should create their own "New" thread because mixing issues gets confusing.

I FOUND THEM! Thank you so much for your help! I got my old Samsung phone from 5 years ago working again - just hoping to get some pics off the phone - and there is was…another gmail account I had NO memory of setting up or ever using! It ended up being linked to my current phone number therefore I could open google photos and BOOM! They are ALL there!!! I had almost given up. (It should be noted, I searched for a gmail account by using my phone number and it never gave me one, which is confusing to me). Thanks for your help! I'm going to get an external hard drive immediately. Maybe 2 or 3. Take care!

One is probably fine to start with.. Remember,
  • you probably want to backup up at least some things from your computer, too.
  • make sure you go into Google Photos frequently (especially after taking important photos like family events or special travel) and check for "Backup complete". Place the Google Photos app prominently on your screen and always default to using it rather than the iOS "Photos" app.  That way you are more likely to notice any problems.
  • it MAY easiest to periodically backup the photos from your phone using your Lightning Cable, but to do this you don't want to "Free up space" on your phone until after you have done this backup.

I have pics that are uploaded and added to albums, but they don't come off my phone.  If I delete them off the album they were uploaded from on my phone, the pics are gone for good. It's almost as if they're stuck in limbo.

I have a Pixel 6.  Even on my Pixel 5 this happened. My photos would back up to the cloud.  Anytime they do, they leave the camera folder or any other folder that's backed up.  What happens now is random photos show they're backed up, but they don't leave the albums that are backed up.  They stay in those photos as if they aren't FULLY backed up.  I freeuo space and the Google Photos app says there's nothing to free up.  At this moment I have about 10 pictures from the last 2 weeks that are backed up, but won't clear from the backed up folders. I can't delete them, because if they do, Google Photos deletes them from all spaces, even though it says they're backed up.  It's like they're sticking limbo.

I'm sorry, but some of what you say makes sense.

The problem is that the photos that are autumatically backed up aren't all leaving the folders that are automatically backed up.  If I'm understanding you correctly, downloading this app you mention will allow me to delete these photos from these folders that are already backed up without them being deleted from my Google photo cloud? Right?

Okay, so I must have been using the wrong wording again. That's what I use every time, the "free up space" in Google photos. When used, that clears the folders, but the issue is some photos still remain after using that feature.  Which means since they haven't left the folder, I can't delete them or they're removed completely, even though it now tells me there's nothing to free up even thought they're uploaded (or maybe not).

Therein lies my problem. It's the camera folder that is set to backup.  Only some photos remaining that folder AFTER being backed up. It's like they're on limbo.  It's an issueoth the backup and Google needs to fix it because it stops me from keeping pictures backed up.

What I am guessing that you are seeing is Creations, which you can control in Google Photos Settings.  

Go to Settings from the 3 line menu.  Make changes under "Assistant Cards".

While you are there, you might want to check the "Sharing" settings, too.

If you deleted an item and want it back, check your trash to see if it's there.
  1. On your Android phone or tablet, open the Google Photos app .

  4. At the bottom, tap Restore. The photo or video will be back:
    • In your phone's gallery app

Don't see the photo or video?
If a deleted photo or video isn't in trash, you can't restore it. You won't be able to restore a photo if:

Google Photos does not offer a simple way to share plural albums with a single link. You can of course collect links to several albums in one place (Google Doc in Google Drive, website, blog etc), and share that place with a single link. Example here.

In Google Photos you can use the "Comment" field to post hyperlinks.

Welcome to the Google Photos Product Help Forum. Sorry you are having issues.
 
The most likely reasons would seem to be:
 
1.  Incorrect Back up and sync settings (on your iPhone, assumed from the tag on your post).
2.  Too broad of selection criteria in Preferences of you computer's Google Drive / Photos Backup and Sync tool on your computer (if you are using it).
 
This can sometimes be confusing, particularly if you are using multiple tools to save images from your phone. For instance, one tool (say iCloud Photo Library) might copy images from your phone to your computer - then a different tool (Google Backup and Sync tool, for instance might upload the images from your computer to whichever account is configured for it).
 
But let's start with #1 one which is easier.
 
In the Google Photos app, go to the settings (3 line menu, then Gear/Cogwheel icon at the top of the screen). Now, tap on "Back up & sync"" and confirm the account there.  If it is your work account, that is the problem.  If the problem is not recent, there is always a chance that this was previously incorrect and then was changed to be correct.

Please review the following information in case there are any options you haven't yet tried. 

1. Check your online account - photos.google.com
If your photos were successfully uploaded to your online Google Photos account they may be available there. Try visiting photos.google.com and searching for them. If you have more than one Google account, check all of them. 

2. Check the trash - photos.google.com/trash
Once you delete photos from your Google Photos account, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash. If you have more than one Google account, check the trash for all of them.

If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos

3. Review other options
  • if you previously used Picasa, visit picasaweb.google.com and search for your photos. 
  • have you made any backups of the photos on your phone, camera, computer, or elsewhere?
  • there is a small chance that you can restore the photos using a recover deleted photos app (Android). I haven't used them myself so have no specific recommendations. There may well be more app options if you visit the appropriate app store and try other search terms. I don't see any similar apps on the iOS store, but you could check yourself. 
  • you can contact the Google Drive support team to see if any deleted files may be recovered. Use the Google Drive contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.
  • If you ever shared the photos with anyone else, it's possible they may have a copy they could share back or send to you.

Deleted Photos are stored in Trash for up to 60 days, if you delete Photos again from trash, that's two times deletion.
 
Unfortunately, once Photos are deleted from trash there is no way to retrieve them back :(
