The photos correctly appears under my dad's label, but when I try to set it as my dad's thumbnail photo, it selects my grandpa's face out of the photo and not my dad's. Is there anything I can do about this? It's my favorite photo of my late father.

Background: My dad and my grandpa look very similar, and google photos is constantly putting photos of my grandpa under my dad's label. I remove them frequently but new photos of my grandpa still appear under my dad's label. I do have a label for my grandpa but it has very few photos in it - when I remove them from my dad's results, I always hope they will eventually appear under my grandpa's label, but they usually do not. It just doesn't detect any face in most of them anymore :-(

Welcome to the Google Photos forum, where you can get tips and answers on this product!
Unfortunately, the Photos still may not work correctly for the face recognition function.  The article describes why, in some cases, Photos cannot correctly recognize people.

There is no other manual setting other than those listed in the article.  To help the algorithms make the recognition more accurate, you can do this:
• create an album with your grandpa, and give a description for each photos named grandfather;
• make animations or collages or film from photos of your grandpa This activity will help identify one specific person more accurately.  

And also you can send feedback.

Thank you for the face matching help! You didn't address my original question though. Is there any way I can set that photo as my dad's thumbnail? 
I just tried cropping it around my dad's face so that nobody else appears in the photo, and waited until it appeared in my dad's results (it did!), but when I try to use that as his thumbnail it just says "Unable to change feature photo

I never had the issue, thus it is a bit guessing, but I would try the following:
  • Go to the cropped photo where only your father does appear
  • Click the "Edit" icon  (3 sliders)
  • Click the 3-dots, then "Save copy". 
That should create a new photo with only your father. It will (hopefully) be added to his group.

THANK YOU!! Saving a copy didn't actually work (I still got an error when I tried to set that as the feature photo), but something very similar did work: I just downloaded the cropped photo and then uploaded it again as a new photo. I am so happy to finally have this working!
I'm going to try to use this trick to help train the face detection to disambiguate between them, too - there are a LOT of photos with both my dad and my grandpa in them, and when they show up in my dad's results, I can't find a way to tell which person it thinks is my dad. So I'm going to go through and crop each of their faces out, download it and re-upload it so these new photos only contain one face. I will then remove all of my grandpa's results from my dad's results and take the advice to create an album of all of my grandpa's photos and hope that the algorithms take the hint.

Manual tagging of faces has been announced but is not implemented yet. That will solve the issue too.

It means you uploaded those photos in low resolution.
 
The only way to fix is to re-upload the Photos in their original resolution.

Welcome to the Google Photos Product Help Forum

All you can really do is select different images. That message is telling you that the source is low resolution. It might be from a message where the person sends low resolution images, or maybe it is an image scanned at a low DPI (dots per inch), or for some other reason.

There is a chance that they will yield acceptable prints. If you can zoom in on the image and the details look good, you are probably fine.  You can get an idea of the relative quality of images by looking at the size and number of pixels in "Info" via the 3 dot menu.

Google Photos normally uses the "DateTimeOriginal" (= Date taken).  That date should not change by moving or copying a file. The file date however may change, but why would that matter ?

You say "Google Photos normally uses the "DateTimeOriginal" (= Date Taken)." The word "normally" implies that there are times when Google Photos perhaps does change the date. When would Google Photos NOT USE "DateTimeOriginal"?
To answer your question the file date or date modified, moved or copied doesn't matter. But the original date taken changing does matter! I get lots of pictures sent to me by other photographers so maybe the issue is that they are not including the metadata, original date taken, when they share the photo? Perhaps they are stripping the metadata or they are sharing the photo from a social media account such as Facebook. At any rate, are you sure that copying or moving an image from lets say Samsung Gallery does not cause the date taken to be changed?

OK. But why wouldn't you upload directly from the device to Google Photos?

Correct. That's a problem indeed. When first received for example via WhatsApp, the date received may be the date taken, but that may change later when moving or copying. I waste a lot of time trying to get photos in the correct order in an album by changing the date.
