You can move the pics to the sim card if those are still in the phone's memory.

You can follow these steps to move the pictures.

Tap on the Library view.
Tap the desired folder under Photos on the device.
Select photos by long pressing, then tap others after a tick confirms the first selection. You can also long-press and slide down while still in pressed condition to select a range of pictures.
Tap the three-dot menu top right
Tap Move to folder
Tap New SD folder, type a folder name, then tap Create

Note that if the photos are in the Google Photos cloud, this will not remove them from the Photos.

Further, even if you do not select this new SD folder for Backup & sync, any content in that will still be removed if deleted using the Google Photos app.

"Free up space" in the settings of the Google Photos app should only delete photos that are "backed up" to Google Photos. That does sound good, but it isn't really if you do not take extra safety measures.

See Google Photos "Free Up Space" command is scary :

"Make a separate backup of your photos, either to your computer, or to another cloud storage like OneDrive or Dropbox BEFORE using the Free Up Space command on Google Photos."

When you made an additional backup of your device copies you can safely delete photos from your device without deleting them from Google Photos cloud: see Delete device copy but keep backup

Thank you for sharing your question with the Community.

To enable the locked folder you must have Android 6 (or higher) and Google Photos updated to the latest version.

Go to the Google Photos app.
Go to a "Library".
Go to "Utilities".
There will appear the option "Configure locked folder".
Start the wizard.

Keep in mind:

The resources that are in these folders cannot be viewed from other applications.
Access to this folder uses the device's lock system.
These items will NOT be backed up in the Cloud. Very important!
If you delete Google Photos, the images and videos in this folder will be permanently deleted.

To move a resource to the locked folder:

Select the image or video.
Go to the "More options" menu (the three dots, located in the upper right corner).
Select "Move to locked folder."
Accept the action and voila.

To check your locked folder:

Go to "Library".
Go to "Utilities".
Select the "Locked folder" option.
