Note: Google Photos and ~iCloud Photo Library~ use different approaches to data management and should not be use on the same device. (I don't believe this is the cause of your problem but feel it is important that new users of Google Photos understand this).

I believe that the most likely causes of your issue are probably on of the following:

1. Your phone is extremely low on space. In iOS Settings, check Settings > General > iPhone Storage (If you have several GB of space left, this is probably not the problem).

2. You Google Account is out (or nearly out) of space. You can check here: https://one.google.com/storage

3. You have many "recent apps" process open. Double tap on home button (if available) and push apps off screen. If no home button use the app switcher.

4. You have slow Wi-Fi (or mobile data), do a speed test (if you don't have a speed test app, you should be able to just type Speed Test in your browser.

5. If all apps on your phone seem to be having network issues and you are using Wi-Fi, you might want to restart your router.

Other ideas are welcome!

Remember, it is easy to backup your phone to a computer using your Lightning Cable (as a secondary backup).

It is always a good idea to store important images in more than one place / tool. My photos are in Google Photos, on my laptop, and on multiple external disk drives (not connected to any computer or network).

Typically, you download the data recovery application to a computer, attach your phone to the computer via USB cable, and then run the recovery attempt on the phone's local storage. If the files are unrecoverable from the attempt and the files were not backed up to Google there is nothing else we can do. Please make sure you are logged into the exact same account you used for the Google backup. @Samar: Sorry for the difficulty you're having but it could be worse because just deleting images from your phone, if done from within the Google Photos App, will delete them from the Google Photos backup as well. So you need to be careful (and use Free Up Space instead if you ever want to use the Google Photos App to remove images from your phone). The reason the images are still available at the web, which is good news, is probably that you deleted them using an IOS app and not the Google Photos App.

All that said, try this on your phone:

Tap the Menu at the top-left of the Photos view in Google Photos App.
Tap your email address (or small down-triangle) and select Remove Active Account (or on an IOS device, select Manage Accounts and toggle off your active account)
Shut down, then restart your phone.
Login again on the Google Photos App to your Google Photos Account.
Wait until Getting Photos finishes; this could take some time (even though already backed-up images are merely being indexed, not uploaded again).
Check to see if the App (and camera) now function normally.
