No - your storage at Google will not reset, so you have to buy more and more.
You are much better off with an external drive or networkdrive including automatic backup (NAS) then spending so much money at Google and such slow uploads of your extreme files. I assume you work with a DSLR mainly - so you can leave phoneshots at Google temporarily (download them to pc and thereafter use the Free-up space option).
But I am not a professional, os you may get better tips here.

This is what I (would) do:
- Keep the photos locally and at least one local backup. I have:
- Photos on a computer (at least the recent ones)
- One backup which is regularly updated near the computer,
- Another in a remote location (against disasters like fire/flooding), updated once/year
- A thumb drive of 128 GB as backup for the recent ones
- All photos in albums on Google Photos for sharing and as "backup of last resort". I have most of them in "High Quality" which is free, and no one will even notice any difference on a screen.
The biggest issue for me is that you cannot sort photos by file name in albums (I use to rename in the order I want them). It's a pain to get them in the correct order, and it gets worse because Google often messes with the times photos are taken. They find it necessary to adjust for time zones, but do it inconsistently so that the order often gets ruined. Google Photos is not made for users who do want to organize their photos themselves. Also "Backup & Sync" is not suited when you want to add all photos to albums, but uploading manually works fine in most cases.

But, I still don't understand why Photos moved all that data in the first place. All she had done was scroll through the gallery of thumbnails and bring up a couple of photos to show someone. Our photos are around 3 or 5 MB each, so 632 MB worth would have been over a hundred photos. Could it have been the Photos app downloading the thumbnails to show in that gallery (she'd have had to scroll past hundreds of those to get to the photo she wanted)? But, I'd assume those thumbnails would be on the order of KB in size instead of MB. Has anyone else had this issue of unexplained data use and figured out why it happened?

I found that the network at my work place had the Restriction turned on.
Turning it off and my photos started uploading.

And for further background: When looking at individual photos I was able to click the cloud icon with the up-arrow and individually upload photos (so I knew there was no problem with my WiFi being able to send pictures).

- On top you see 8 suggestions which probably come from recent activity. I (for testing) once shared an album with 8 other accounts and these replaced the old ones. There is no other way (I know) to remove them.

Sorry, I cannot explain. I also see in the first list of 8 names people I never shared photos with but had some mail contact recently, but also one person I had no mail contact with and who is not even in my Google contacts. Mystery!
To be honest: I no longer use that way of sharing: you get no notice when a mail is not delivered, when people "reply" you never get it and they do not know, and all invitees are shown to all, which I think is a privacy issue. I prefer to copy/paste a link in a normal mail.

Photos which are not backed up (loaded to Google Photos cloud) are not deleted by "Free up space". Free up space on your device
The Garbage Can deletes images ~everywhere~. If they have not been loaded to the Google Photos cloud they are gone. Never use the Garbage Can for images you want to keep. If they were previously backed up, check: https://photos.google.com/u/0/trash

It is a feature, so that you can get those photos anywhere even without your phone.
You can disable this feature by following steps:

Go to https://photos.google.com/settings and click "Recover storage".
That will convert all photos that use storage to "High Quality".
Pixel photos should not be affected if they do not use storage.

Check the trash - photos.google.com/trash
Once you delete photos from your Google Photos account, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash. If you have more than one Google account, check the trash for all of them.
If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos.

Please follow the mentioned steps to migrate your photos from old device to new device.
- Download Google Photos app in your old mobile
- Turn on "Backup & Sync" option
- Wait until "Backup & Sync" process complete
- Go to https://photos.google.com and make sure all the photos and videos are backed up
- Download Google Photos app in your new mobile
- Open Google Photos and login the same account
To save images into default photos app(For iOS)
- Select all the images and click on Export icon from top menu
- Then Click on "Open in..." option and the click on "Save images" option.

It depends a bit on how and when you uploaded. A few things you can try:
- In https://photos.google.com/search/_tra_ photos are sorted by upload date. If you find them there they should be all together under the same (upload) date.
- If you used Backup & Sync or otherwise uploaded via Google Drive you can search with the folder title (as it is in Drive) in Google Photos. That opens a hidden album where you can select all photos and add them to a new album.
- In case that does not work and you have the photos still on a computer, you can:
- create a new album in Google Photos
(click the empty album with + in https://photos.google.com/albums) - Drag & drop the photos from the computer in that album.
Photos that were already uploaded should not be uploaded again (if not edited after first upload), but they should all be added to the album.
