Well, here is the thing. They were backed up, yet in the process of moving them into an album that I created in Google Photos, they were lost. I selected the videos I wanted to move into the album all together, then pressed the " + " button to add them. It took a while to load, then when I opened the album to check, they weren't there. They weren't anywhere. As if Google deleted them permanently without my permission.

I'm afraid it doesn't sound very likely that you'll recover your photos, but please review the list below to see if anything helps.
1. Check your online account - photos.google.com
If your photos were successfully uploaded to your online Google Photos account they may be available there. Try visiting photos.google.com and searching for them. If you have more than one Google account, check all of them.
2. Check the trash - photos.google.com/trash
Once you delete photos from your Google Photos account, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash. If you have more than one Google account, check the trash for all of them.
If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos.
3. Check your album archive - get.google.com/albumarchive
The archive contains photos you've uploaded to Google products including Picasa Web Albums, Google+, Blogger, Hangouts, Google Photos and Google Drive.
4. Backups
Have you made any backups of the photos on your phone, camera, computer, or elsewhere?
5. Ask other people
If you ever shared the photos with anyone else, it's possible they may have a copy they could share back or send to you.
6. Photo recovery from mobile device
Check whether the iOS store has any apps you can use to restore the photos.
7. Google Drive - drive.google.com
Search your Drive for the photos. If you don't find them, you can contact the Google Drive support team to see if any deleted files may be recovered. Use the Google Drive contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.
8. Google One account Support
If you have a a Google One account you may contact 1:1 support.

If they are not longer in the trash it's not likely they will be recovered from within Google photos. It's best to check to see if you may have these photos saved /stored anywhere else on any other devices or backups.
- You can try using a third party photo recovery app at this point to try to recover some of what was lost from your phone - just type photo recovery into the play store and see what options are available. I can't recommend any as haven't used one personally but some people do have success that way.

Google Photos never uploads the same picture multiple times.
What we see as duplicates have some differences in file format or metadata.
Additionally, if you have activated Raw + JPEG capture or bracketing in your phone app, that would create duplicates.
Regrettably, Google Photos doesn't provide any means to remove the apparent duplicates. You have to search those manually.

So then once I'm done with the photos in that album, it would be nice to have a delete button to where it deletes permanently, and off of my account so therefore it's easier. So I don't have to scroll throughout my entire photos. It's just easier for me. But I know I can't. I would save photos in an album, that are diy photos that I don't need to keep forever, until I'm done doing that diy from the photo. I delete it.
