Hello KJ, deleting from your gallery will not delete from Google Photos.
But deleting from Google Photos when your Photos have been synced will remove it from both sides. I will suggest you use Google Photos to clean up your library :)

It's totally crazy that in the cloud era, you offer a feature with "extra safety" where someone might be interested in saving their most important/private/data sensitive items, and then make it the only folder of their phone they can easily loose if the phone gets lost, damaged or they need to reset the OS.

Do you still have the old phone? The only copy of the photos in the Locked Folder is on the old phone, those photos aren't stored online or anywhere else.

Unfortunately, clearing the storage of the Google Photos app, uninstalling the app, or factory resetting the Android device permanently removes the photos in the Locked Folder.

Google does not delete anything unless your content offences their service conditions.
So most likely you have done that yourself by cleaning-up your "Cameraroll" because you should have used the Free-up space command in the Photos-app.
If not in trash in the Google Photos-app under its 3 small lines left-up, they are lost hélas (unless automatically stored in iCloud also).

Welcome to Google Photos Community Support Forum & thanks for your post.
I suggest you clear the cached & stored data of the Google Photos app & then reinstall the app.
You can do that through these steps.
- On your Android phone, open the Settings.
- Tap Apps and notifications.
- Tap Show all apps.
- Tap Google Photos.
- Tap Storage and cache.
- Tap Clear storage.
- Next, uninstall the Google Photos app.
- Power off the phone & then restart.
- Install the latest version of the Google Photos app through the Play Store.
Log into your profile & see whether that helps overcome the current problem.
