Welcome to Google Photos Community Support Forum & thanks for your post.
 
Google Photos never uploads the same picture multiple times.
What we see as duplicates have some differences in file format or metadata.
Additionally, if you have activated Raw + JPEG capture or bracketing in your phone app, that would create duplicates.
 
Regrettably, Google Photos doesn't provide any means to remove the apparent duplicates. You have to search those manually.
 
However, you will find some tips in the following article compiled by experts with comprehensive experience on how to avoid duplicate photos & how to remove those.

The safest way to delete from Google Photos is to delete the Google Photos app and delete the photos at https://photos.google.com/  or in bulk at https://photos.google.com/search/_tra_ where they are sorted by upload date.

The camera roll photos will not be affected.
 
If you need to reinstall the app do not enable Back up & sync.

1. it can take up to 24 hours for the storage to be available in the system.
2. If the storage wasn't purchased directly through Google, it can then take an additional 24 hours to be reflected in the system.
 
If your storage is incorrect, sign in to your Google Account to see if your payment has been processed.(https://one.google.com/storage)
 
If the payment was processed AND it has been 24 hours since you purchased storage from Google (OR 48 hours since you purchased storage from a non-Google source) AND your storage is still not correct, THEN contact the Google Drive support team. (https://support.google.com/googleone/gethelp?)

I've tried the steps on this site and they don't anything, mostly cuz they don't apply to my problem. There's no queue, no nothing, it says it's complete. Make sure you have a good internet connection.

As a workaround, please transfer all of your photos to your PC and upload them in https://photos.google.com using your web browser.

How do you know backup is NOT complete, have you looked at photos.google.com and don't see all your photos? If so:
1) What happens if you take a new photo, does it back up?
2) If you select a photo that isn't backed up, is there a "backup now" option?
 
You can try uninstalling and reinstalling the app (photos won't be lost) to see if it recognizes the missing photos then. As a last resort, Barry's suggestion to copy them to a PC and backup via the website will get your photos to the cloud.

Barry - Tried that, my computer can't recognize my phone.

Tenley - Cuz there are like, only 20 or 30 photos in google photos, not the 1,000+ I have on my phone.
1.) No, nothing but a few old pics from years ago are backed up.
2.) No.

I've even tried reinstalling the app. Still, it does the same thing. I open the app and it asks me to sign in to back up. I sign in, it brings me back to the sign in to back up screen.....you can keep doing this loop for years, I bet. I can't get beyond this point for it to actually do the thing.

Can you view your Apple ID, and iCloud?  It is possible that through Apple you could have backups.  As for the fact that the Photos do not work on the iPhone 5, it is possible that this device is no longer supported for the Photos; my iPhone has already "died" for several Google services

I had the same problem but the thing is that when google photos "backed up" my pictures it send me a message that said free up x number of pictures from your library and I said yes, and now I realize that I have like 200 pictures from the 2,000 I had and those are already deleted
