I've saved an album on my desktop PC and want to view it on my Android notebook. I have downloaded the photos app on my notebook. I open the app but can't find my PC folder.

It is not clear what you mean with: "saved an album on my desktop PC".
If you mean a folder with picturefiles: that only can be seen on the PC via its filemanager or some photo-editing software or the Photos-app in Windows-10.
But if you mean an album on photos.google.com that should be visible in the Google Photos-app on your notebook also if you are using the same Google-account.
However: for being able to create an album at Google, your picturefiles need to get uploaded into photos.google.com first:
Upload items to Google Photos from your browser
- On your computer, open photos.google.com.
- At the top right, click Upload
Computer.
- Find and select your photos.
- Click Open.
You can also drag photos from your computer to the album to upload them to Google Photos. If you drag a photo to a specific album, the photo will be uploaded to that album.
If the uploading is ready, you will be ask to create an album or to add to an already existing album.

Your recipients can receive notifications if they join the album, post their photos there, and perform any actions, for example, write comments. In other cases, if they just look at the photos via the link, they cannot receive notifications about new actions in the albums, since they are not participants, they just look at the photos in the albums.
This is logical, since notifications are designed specifically for full-fledged members, and not for viewers

I can see the logic to encourage 'subscribers' of the album to be able to get notifications as they express an interest.
In my scenario the viewers are low tech savvy people (ie parents!!) and unlikely to want to/figure out how to sign up to google/follow the album.... so just was hoping for a way to make it super easy for them to know when there are new pics to view (while also super easy for me to send the message!)
Sounds like it's not quite how the tool is developed though

I've spent a lot of time digging into this, having been uploading photos from multiple camera, phones and computers. Bottom line is many devices embed a timezone and that's what drives the way photos determines the correct time, and sorts accordingly. Excellent.
In cases where the timezone is wrong, either due to the clock setting or in some cases the metadata missing, I've found I can just add/modify with an excellent tool called exiftool, and photos does the right thing. Excellent again!
However, in the case of an iphone 8, not matter what I do, photos insists pictures I've take in timezone GMT +2 are recognized as GMT +0 when I upload them. Are there any additional metadata settings I can add to make it recognize the correct timezone? I can always just change the time the photos were taken in the metadata and things work correctly, but I'd also like to know if there is a clean way to just set the correct time zone.

Google Photos never uploads the same picture multiple times.
What we see as duplicates have some differences in file format or metadata.
Additionally, if you have activated Raw + JPEG capture or bracketing in your phone app, that would create duplicates.
Regrettably, Google Photos doesn't provide any means to remove the apparent duplicates. You have to search those manually.
