Welcome to Google Photos Community Support Forum & thanks for your post.
 
You need to install some file explorer app & then delete the pics on your Simcard.
That's the only way you can avoid permitting Google Photos.

Of course Amruta, because you have chosen to clean-up your phone and maybe that was needed urgently. 
But you can view them in the Google Photos app (pinch two fingers together in the screen to get a better overview per month). So no need for having them back. 
But you can install the Google One app for free for a while to get 200 recent ones back in the Restored folder (wrongly named "album" in your gallery). 
You will have fresh photos in your gallery for socialising fast enough. Else you can download one oldie from the Google Photos app.

The scroll bar brings you fast to a specific month. Once you are there (or almost) you can scroll to the correct date by slower swiping. I am not a frequent user of the scroll bar (all photos are in albums), but that looks workable to me.

I deleted 1283 photos (in addition to thousands of others on different days) because I'm reaching my limit but my storage number never decreases or updates.

Answer:

When the photos you deleted were backed up before June 1, 2021 they will not bring back any storage, because they did not use any. 
 
When you deleted photos that actually did use storage, there may be a delay, but in that case there is nothing we can do. You may for example use "Recover storage" as explained below.
 
You can find info about storage used and files using most storage in the following places. It's recommended to look at all of them.  
Storage used by Google Photos can be recovered:
  • By deleting photos/videos, but note that
    • Deleting from Google Photos may also delete the device copy. 
      See Delete from Google Photos but not from mobile device
    • Photos/videos uploaded with setting "High Quality" before June 1, 2021 does not recover any storage since they did not use any.  There are complaints that it may take very long before the storage is recovered, if ever, which may at least partially be due to deleting items which do not use storage. 
       
  • The folder "Google Photos" in Google Drive starts using storage when the corresponding photos in Google Photos are deleted. Thus when you delete from Photos you may also have to delete the Google Photos folder in https://drive.google.com/drive/my-drive if you have one.
     
  • By using "Recover storage" on https://photos.google.com/settings. That will convert ALL (it's all or nothing) photos/videos to "Storage saver" quality, using less storage. Save the ones you want to keep in original size somewhere else before you use this option.
    Recover Storage is no longer available as an option when you are a Google One Subscriber, but if you switch from Original Quality to Storage saver, you will be prompted to recover storage.
     
  • By deleting unsupported videos on https://photos.google.com/unsupportedvideos (or via "Settings")
     
  • You can also check on https://get.google.com/albumarchive. There may be photos that are not shown in Google Photos, for example from Hangouts, which may use storage.
