How did you verify whether the backup was complete or not?
 
Did you see a message in the app saying "Backup complete"?
 
Here is an example
Nevertheless, that ensures backup of the camera folder only unless one selects all media folders.

Then, your impression that the photos were "backed up" is wrong.
The Google Photos app acts as a portal viewer. That shows the content on the phone + cloud.
That creates a wrong impression that the Backup is perfect.
 
Next, flashing a phone doesn't delete the Cloud content.
But since nothing is there on the cloud, there is no way to get back something through Google.
 
Further, you have flashed the phone. That means there is nothing in the phone memory also.
Regret, nothing is possible now.
 
 
Nevertheless, the following due diligence will ensure everything from your phone is there on the cloud.
  • Go to the library view & tap view all on the "Photos on device" tab. In that view, no folder should have a cloud symbol with a slash on that. If you find so, please tap the folder & switch on Backup & sync.
  • Check the status of Backup & sync in settings. That should say "Backup complete".
Moreover, some social media apps hide the download folders from visibility through Google Photos.
Nevertheless, you can manage that unhiding through the settings in the respective app.
 
Once you ensure everything as above, you can be sure about the backup status of the photos & videos on your phone.
 
You should have consulted the forum before flashing the phone & not after.

The Article About This Issue ... Might Help You.If you want to get a deleted item back, check your trash to see if you can get it back. Photos or videos that you previously backed up and then deleted are kept in your Trash for 60 days.
 
Can't see the photo or video? If a deleted photo or video is not in the trash, you cannot restore it. You cannot restore the photo in the following cases:
 
If you moved the photo to the trash more than 60 days ago. If you moved the photo to the trash and emptied your trash. If you permanently deleted the photo from the trash. If you have permanently deleted the photo from your device's Gallery app without backing it up.

To bring back the pics to your phone's gallery either, you can download photos one by one.
Regrettably, there is no option to download the photos in bulk.
 
Alternatively, you can install the Google One app. There is a one time option to restore up to two hundred most recent photos to the device.
However, that will not restore the local folder structure.
There is no requirement to join Google One. The option is available to everyone. 
However, the method may not be helpful to recover something when the count is more than two hundred.
 
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/.
Select the Google Photos app for data download.
Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery. However, you have to ensure your phone has free space more than the size of the downloaded zip file.
 
That will bring everything to your phone.

If the settings were changed after backing up at Storage saver, only new photos will be uploaded at original. You don't mention where the settings have been changed, You can review the settings as follows
  1. On the iOS app, open Google Photos 
  2. At the top right, tap your account profile photo or initial  Photos settings 
  3. Tap Back up & sync.
  4. Check your settings

This does not answer my question. My back backup is off because I am on a metered connection: satellite internet and home Wi-Fi. I choose to backup each photo separately at times when my high speed connection is not prepaid, and I have many photos that I don't need to waste data to backup. I do not live close enough to a cell tower to use it for internet. Sometimes I can send and receive text messages, but often not even that.

I don't think I can help you. Google do not offer support to individual users unless they subscribe to Google One and I have no experience with this happening in my years volunteering for Google Photos.
 
If you can prove what's happening with a new test photo taken today and upload screenshots to illustrate the setting and the subsequent Storage Saver proof I will submit a bug report.

Your Gmail and Google Photos are both servicers assigned to your account and neither can be deleted. 
 
To stop using Google Photos you would have to delete the Google Photos app and delete the photos at https://photos.google.com/ or in bulk at https://photos.google.com/search/_tra_

The camera roll photos will not be affected.
