I have tried updating the app, turning off iCloud, upgrading my iCloud storage, I've tried airdropping, I've tried doing it from an internet browser instead of the app.

I tried to transfer pictures from my Samsung s9 to a Samsung s21. It seems to have transferred the pictures from gallery but not Google photos. Gallery and Google photos have the same pictures Google just has more. How do I get Google pictures to transfer.

Google Photos does not transfer pictures - the app merely shows what you have on phone and also what you have at Google as far as being different when you log-in under the small circle with the same account as used on your old phone for backupping. 
And you also will need to set-up backupping on your new phone to that old account, unless you have no space anymore for adding new pictures and movies which will take much more then on your old phone. So you may need to start paying for more space at Google quite soon: see one.google.com/storage

Just to let you know, if you'd delete a photo from your device that is already backed up to Google Photos, those photos will not get deleted from Google Photos.

However, if you'd delete photos and videos from Google Photos, they will also get removed from:
  • photos.google.com and any synced devices
  • Google Photos albums
  • Google Photos movies when you edit them.
  • Google Drive, for photos and videos that are synced with Google Drive.
  • Any shared albums you may have added them to.

Hello Iman,
 
The safest way to delete from Google Photos is to delete the Google Photos app and delete the photos at https://photos.google.com/ on the unwanted account.

The camera roll photos will not be affected.
 
When you reinstall the app make sure to only enable Back up & sync for the wanted account.
 
For information, all accounts signed in to the app will see the camera roll photos, but only one account will backup to photos.google.com
