That is quite hopeless, but what has this question to do with Picasa, because that is desktopsoftware? 
You may have too much pictures (and more-over: movies) stored and if you are using the Google Photos app which can automatically save these pictures (also from other folders like Whatsapp), you can use the Free-up space option in the main menu of this app, to clear-up memory. 
But if you already have a large amount stored at Google, also the app itself uses a lot of space like 500 MB to be able to show all these pictures. And then you have to decide to switch-off the app and clear his cache & data. 

Can't say more about without any detailed information from your side.

about two weeks ago my storage was full and to clean it I clicked on "Delete Unused Files" (I think it was in Settings - Storage, however, I can't find this button now). By doing that, I deleted almost all of my photos.
When I go to my Gallery, it still shows me the (now empty) folders with the amount of images that used to be in them (but they are gray and only show an exclamation mark).

Unfortunately, since you aren't using Google Photos, that means none of your pictures have been uploaded or backed up to your Google account, so the only copies that existed were the ones on your phone. Without copies of these files in your cloud library, there is nothing that Google or any of the volunteers in this forum can do to help you get them back. Google can't help you recover files it never had in the first place.

Once active, the OS converts the speech to text & displays the caption.
That's useful for persons with hearing deficiency.

If you stop the subscription and you are below the free 15GB allocation nothing will happen.
 
If you are above the free 15GB allocation you will be out of space and the following rules apply.
 
What happens if you run out of space
 
You can’t send or receive messages. Messages sent to you are returned to the sender.
 
You can’t sync or upload new files. You can’t create new files in Google Docs, Sheets, Slides, Drawings, Forms, and Jamboard. Until you reduce the amount of storage you use, neither you nor anyone else can edit or copy your affected files. Syncs stop between your computer's Google Drive folder and My Drive.
 
You can’t back up any photos or videos. If you want to add any more photos and videos, you can free up Google storage space or buy more Google storage.
