Sorry you are having problems.
You can recover images deleted in the last 60 days from the trash (on the 3 line menu in the Android app or at https://photos.google.com/u/0/trash ).
Never use the Garbage Can for images you want to keep. Use "Free up space" from the 3 line menu to remove backed up images from your phone.

If not, the Back up & sync settings are probably not correct.
Another possibility is you had it set to ~backup images only over Wi-Fi, and you had not been connected to Wi-Fi long enough before you did the deletion.
If you want to rely on Google Photos for backup, ONLY use "Free up space" from the 3 line menu to remove backed up images from your phone. Always look for "Backup Complete" message (or checkmark).

As mentioned in this https://support.google.com/photos/answer/9316089 help page, Starting July 10, 2019, Google Photos and Google Drive will no longer automatically sync.
If you delete photos/videos from Google Drive, it wouldn't be deleted from Google Photos.
