Any reason for deleting the photos even through the Bin?
 
Nevertheless, when you tap the delete icon in the Google Photos app, a warning appears telling you what will happen if you proceed. On your phone, that message asks, "Remove from Google account & synced devices?"
 
When you attempt to manually empty the trash/bin in Google Photos, another warning appears that explains the consequences of permanently deleting those pictures and videos. 
If you choose to proceed anyway, there is nothing that any of the volunteers in this forum can do to help you recover your pictures.
 
However, you may install to your iOS device a deleted photo recovery app and run a scan for anything to recover.

Any reason for deleting the photo even through the trash?

Any photos or videos you've uploaded in High quality before June 1, 2021 will not count toward your 15GB of free storage. After June 1, any new images uploaded will count towards your storage space.

Photos backed up in Original quality will continue to count towards your storage across your Google Account.

Unless you delete your photos there will be no loss of photos. However if you use all your storage space, you may not be able to back up any images until you free up space on your Google account or purchase more space via Google One. Remember too that storage is shared across Gmail and Drive, so once you reach your storage quota, those apps may be affected.

The Google Photos app shows the pictures on your device in the first place. 
And if you are logged-in right-up, it also will show other pictures you may have uploaded via another device to that account. So it is unclear why that does not work, unless these pictures are much older then the pictures on your current device or have random dates and get mixed with the local pictures. 
May that explain your problem?

It should show photos from my account, including other devices, but it's not even showing photos from my current device.  It seems to be a connection issue which is preventing it from retrieving the photos.

It should show your local files in the Camera-folder at least, so the app is not functioning at all for some reason unknown to me. Best to switch-off the app in the general app settings and then restart your phone and install the Google Photos for the appstore again.

its not the devices manufacturer. This is a case of hacking that has not stopped since december 2017. Is the network, either way.i Ive been loud about phones laptops google, and i received no help. in the heart of tech, San Francisco. This is a major major case of Gang Stalking, where I live worked and an X partner. ive screamed for help, only to receive gas lighting. This has scared the hell out of me.  Events with these last few years has been frightening. i believe my phones were in my works server/domain that I did not authorize. From trail of events, and incidents, resident building manager where I live, incidents come to light. Damaging or slandering , invading privacy, is whats been happening since my X partner moved away December 2017. Why would one person do this to aother human being..

If your Xiaomi  did have used 5 GB for Photos on one.google.com/storage, the Pixel will go on from there. But "unlimited" has become a wrong word, because after June 1 also high quality will get counted, but not that fast as original quality. Maybe not wise to switch to Pixel unless for other quality reasons.

Google photos on phone doesn't load any photos from my older devices. I can see it on the website though. 
  • I am logged into the same account on both browser and app
  • I have plenty of space on my device (40GB)
  • I have 160 MBPS internet connection
  • I left the phone on charge overnight while the screen was on the whole time
  • I cleared the cache and app memory
  • Uninstalled and reinstalled the app
  • Logged out and relogged into my account on the phone
Still, nothing!

On a new device are no photos, unless you did insert an sd full of old photos (but you did not tell that). 
But if you see all old stuff in the Chromebrowser if you log-in on photos.google.com, you should see the same stuff in the app when you are logged-in with the same account. But that may take an hour or so. 
Best to use the same account in the backupsettings, but there will not be much new to backup yet.

PS: I do assume that you new device does have enough free space and these old pictures are not downloaded to you your device at all. But the app may need 1 or 2 GB for its householding.

I can see the photos taken from my new phone but unable to see photos from my old devices. When I scroll down, it just stops loading after it hits the end of the new phone photos.

Sorry, there was a night in between us. 
May be you are living with wrong expectations like we all :-)
 
But if you log-in to the Google Photos app under the small circle right with the same account as used for seeing your pictures on the website (photos.google.com), you should see the pictures rolling-in if you are connected to good wifi. Like shown below on the community site: 
 
 
But they are not downloaded as files on your new phone, so they are not visible in any other app. 
 
But if the Google app got not filled within an hour, there is something blocking that process and I can't imagine what on a fresh device, unless due to some general setting. So you may need help from your shop or some nerd in your neighboorhood.

I am what they would call a 'power user' and am very familiar with Google Photos architecture. I understand that it is supposed to work exactly how you described. 
However, it doesn't as it does not load images in the app. 

I thought I had better chances of finding that neighborhood nerd here.

Sorry, but you did not say that you are a power user and then you should be able to find the blockade also. 
Maybe switching-off the app in the general settings and then install a fresh copy from the playstore. 
We are privately volonteering here and can't test all possible troubles ourselves. 
Google has no troubleshooting listing apart from here troubles.
