To bring back the pics to your device, either, you can download photos one by one. Regrettably, there is no option to do so on a batch of photos.

Alternatively, you can install the Google One app there is a one time option to restore up to two hundred most recent photos to the device.

However, the local folder structure can not be restored.

To do so, there is no requirement to join Google One, the option is available to everyone.

However, the method may not be effective to recover something when the count is more than two hundred.

Select the Google Photos app for data download.

I'm sorry, it's too late to recover any photos deleted months ago. Nothing can unfortunately be done.

You may install to your Android device a deleted photo recovery app (be sure to pick one that doesn't require rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps and run a scan for anything to recover. Another option, especially if the photos were important, is to bring the device to a professional data recovery service in your area.

However, to set your expectations, after so long the odds of recovering anything at all are pretty low.

Why was that change made? There are legitimate use cases for changing the location of a photo:

the phone/camera got it wrong
the location was imprecise, e.g. a whole mall vs. a specific store in it where I saw a product. (Note that I'm not talking about the estimated location.)
taking photos of flyers/receipts/whatever at home, and wanting to set their location to the location depicted on that paper.

Google Product Experts, please relay this feedback to the Photos team via Buganizer (I'm a former Googler). The error is irritating and this limitation does not help the user.

Sad to note one feature wouldn't be available in a straightforward manner.

Although the following may not be an authentic reason, that would be a fair guess.

Google photos app happens to be a major source of uploads to Google Maps.
Also, the photos now appear on the timeline.

A corresponding map also appears in the places collection in Google Photos.

Over the past year, many changes have happened in both Google Photos & Google Maps to eliminate spamming of Maps with unrelated pics.
If users are given a free hand to edit the place, then spamming would have continue undeterred.

Now, that loophole appears to be plugged.

Google Photos does not use folders. Instead there is a single library of images, all visible in Photos view. When you create Albums of selected images, those images are simply tagged to belong to the Albums you've added them to, and there is no limit to the number of Albums you can add a single image (or at least I have never encountered such a limit). So although you can't move an image within Google Photos, each image is stored only once and displayed in other views based on how you group them into Albums.
