I deleted my whole library (3,000+ photos) because i was trying to do something and I restore them, but when i close the app and open it, all the pictures are back in the trash. I've restored them 4 times and they don't stay restored. Any help would be appreciated.

You can't stop that because the Google Photos app just shows what you have stored on your phone like any Gallery-app would do. And normal users have nothing to hide :-)But the main point is: do you want to have this stuff safely backupped somewhere - primarily at Google itself or not?
I would say yes and then you should have set the backup ON in the main settings of the Google app under your profile.
Thereafter the only way to hide this ugly stuff from direct viewing, is by archiving them.

Please note that, due to a variety of reasons, not all files can be recovered - but you can try!
1. Items deleted from your photos.google.com are stored in trash for 60 days and then are Auto-Deleted from trash and can not be recovered.
2. Items deleted manually from photos.google.com/trash can not be recovered.
3. Items deleted from your YouTube Channel can not be recovered.
4. Items deleted from your Gmail are stored in trash for 30 days and then are Auto-Deleted from trash and can not be recovered.
5. Items manually deleted from Gmail trash can not be recovered.
6. Items deleted from your Google Drive will be stored in Drive Trash for 30 days and then be Auto-Deleted from Trash and can not be recovered.

I do not know of Google hiding (or skipping) blurry pictures, but it skips for some other reasons:
Your files won't be backed up if they are:Photos larger than 75 MB or 100MPVideos larger than 10 GB.Items smaller than 256 x 256.
Also note that photos are sorted by "Date taken" (if present - scanned photos may have the scan or upload date). New uploads may be low in the timeline, but will be on top in the "Recently added" view https://photos.google.com/search/_tra_

If you are using Win 10, then the file explorer can show the content without unzipping.
Nevertheless, you will find many unzipping utilities through a web search.

Just click right on the folder with the zipper and choose Unpack and click OK.
Then a normal is created and the zip-folder can be deleted.

PS: in Take-out choose the albums and then Photos from the years only to prevent a lot of duplicates and rubbish. Each unzipped folder also wil contain the same amount of useless json-files will can be deleted also. Thereafter you can move the yearfolders to your external disc.
