By "permanently deleted" do you mean you emptied the "Bin" in the phone app or "Trash" on the desktop?
Then that becomes an irreversible action.

Regretfully, once the Bin is emptied, there is no way to recover the pictures through google photos.
 
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps;
and run a scan for anything to recover.

Your storage may be filled up. You can check on https://one.google.com/storage how much storage is used by Drive, Gmail or Photos. On https://one.google.com/storage/management you can see which files use most storage.
 
Storage used by Google Photos can be recovered:
  • By deleting files in Google Photos, but there are many complaints that it takes very long before the storage is recovered, if ever
  • The folder "Google Photos" in Google Drive starts using storage when the corresponding photos in Google Photos are deleted. Thus when you delete from Photos you may also have to delete the Google Photos folder in https://drive.google.com/drive/my-drive if you have one.
  • By using "Recover storage" on https://photos.google.com/settings. That will convert ALL (it's all or nothing) photos/videos to the free "High Quality". Save the ones you want to keep in original size somewhere else before you use this option.
  • By deleting unsupported videos on https://photos.google.com/unsupportedvideos (or via "Settings")
  • You can also check on https://get.google.com/albumarchive. There may be photos that are not shown in Google Photos, for example from Hangouts, which may use storage. 
To recover storage used by Drive or Gmail you must delete files. Note that the "Google Photos" folder in Drive may start using storage when the corresponding photos are deleted in Google Photos. Photos uploaded using Backup and sync on a computer may use storage in the computer section of Drive when they do not make it to Google Photos as "High Quality", for example unsupported RAW files.

The Gallery shows photos that are on your device. You thus must download the photos from Google Photos to a folder on your device. 
  • In the Google Photos app on the Android device you can download one at a time: open the photo, swipe upwards > tap "Download"
  • On my Android I installed "File manager +" and can share multiple selected photos with that app. Maybe also with other File Managers? Let us know if you find some. 
  • You can share multiple selected photos with Google Drive, and download them from there.

  • You can go to https://photos.google.com/ on the phone, select several photos, tap 3-dots > Download. They will be saved as a ZIP file, on my device in the "Downloads" folder, where I can "extract" them.

When I delete something from my computer I always get asked "Remove item in Desktop from Google Drive? and this window (see attachment) keeps popping up for every single Item I delete. 

I have to choose RESTORE or REMOVE.. So my question is if I delete something from my computer like photos or things from my desktop does it also delete it from my google photos account as well? Because I do not want that. I really just wanna safely delete something from my computer (even if it is an shared and backed up by google photos) without it having to do with google photos, it should be already backed up there. 

So if I delete something from my computer and it stays on 
my google photos why does it always every single time ask me either to RESTORE or REMOVE? and why is it asking my that? RESTORE does that mean restore to my computer again? because I pressed that the other day afraid I was also deleting from google photos and all the things appeared back to my desktop that I deleted days ago. 

I have tried changing the settings without any luck. All I want is to be able to delete things from my computer without it deleting from google photos and without the constant notification asking me to restore or remove.

The setting you're looking for is the "Removing items" setting for Google Drive in Backup and Sync. See the screenshot. If you choose Always remove, or Never remove - it will stop asking you. Note - this only affects Google Drive, NOT Google Photos. Anything uploaded to Google Photos stays there - there is no syncing.

On June 1st all photos already uploaded in High Quality remain free forever
 
Storage can be reduced to 0bytes anytime up to 31st May by going to Settings - Google Photos - Tap here

Photos uploaded in High Quality after June 1st count against the free 15GB allowance at reduced MB

  1. Take a photo in portrait mode
  2. Open the photo in the Google Photos app
  3. Select edit, make any change (such as "Auto" color balance)
  4. Save a copy
  5. Delete the original portrait photos (both versions - with and without depth of field)
  6. Now try to edit the copy, and notice the error message "Unable to edit Check your connection"

Rebooting the device will lead to simply loosing the copy entirely.

I could be wrong about this but after more testing, what seems to occur is as follows. Taking a portrait photo actually creates a folder under DCIM/Camera, and that folder will contain the "normal" version and the version with added depth of field. Any copy seems to also be created inside that same folder. The bug is probably when deleting the "original\

The editor in Google Photos is not a local one (like in some Gallery), but fully depends on being connected with Google - so switching-off the syncing means working off-line and that will cause your problems. 

PS: be aware that the saved copy (if it would work normally) always is a compressed copy. As far as I am aware of OneDrive can't coöperate with some other online editor which retains original quality.

That will eliminate the possibility of any inadvertent syncing.
 
Further, once you delete the account, you will lose the access to backed up pics permanently.
