In the next menu, select the option crop.
Here, exactly above the word crop you will find the option to rotate the photo. Either click on that to turn the photos through ninety degrees or move the slider above that to fine tune in one degree increment.

By permanently deleted do you mean you emptied the "Bin" in the phone app or "Trash" on the desktop?
Then regret, that's an irreversible action.

There is no way to recover the pictures through google photos.
 
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps 
and run a scan for anything to recover.

3) Delete your Google account (but this does not seem to guarantee photo deletion)

Here's the question - I want to delete ALL photos - THOUSANDS of photos - from my Google Photo stream at one time. Seems that many people want this as well, but the only solution that seems to turn up is to lastly, put in a request for this feature to be added. So here it goes again. Please add this feature to Google. All we need is a way to click a button, select-all, and "delete" once and for all.

In my (not expert) opinion , the use of jpg or png in the context of screenshots really doesn't matter to the vast majority of users.

Normal camera-pictures usually have jpg or format and movies have mp4 format. 
Screenshots usually have a png format. 

However: you better can create albums in Google Photos itself: these exist in cloud only and take no storage on your phone. Therefater you can hide the screenshots from the mainstream by archiving

PS: if you delete a screenshop in the Google Photos app, it is deleted from your phone and from Google. 

PS: some editors like Snapseed create picture files in jpeg format, but that is equal to jpg.

The easiest way is usually to use the camera on your smartphone (iOS or Android) then select the image and use the share icon and then select the way that you want to share it (for example email, WhatsApp, Message, Line, Viber, or what ever app you prefer).
 
If you are talking about a standalone camera without any connectivity, the easiest way is probably to download the image to your computer and then email it.
 
If you need more help, please explain the platforms / hardware that you use and how you normally share info with your contacts.

I did not understand what "Client 4" is, but just tried from my Windows-10 Store. 
That's rubbish - you should restrict to using the safe website photos.google.com in your browser (Edge or Chrome preferably). 
The GPhoto-app wants to download extreme amounts from Google and that is forbidden. 
So best to log-out under the 3 dots and uninstall in the Windows menu.

However, can you please clarify the following points?
Is it so that right from day one your phone is storing the screenshots in the camera folder?
If not, did you make some changes in the settings or configuration of your phone & since then this behaviour has started?
If so, can you still locate the previous screenshots storage location through any file explorer on your phone?
 
That will help in determining the cause of the problem.

That is quite normal because Samsung and other manufacturers put the screenshot folder in the DCIM folder and what is called "Camera" on the Library page of the app, should have been named DCIM which is the abbreviation for Digital Camera Images.  

So you only can blame Google that they are misleading us by giving that folder a wrong name, although the camerafolder in DCIM is the most important subfolder.  
This reality is shown below: 



Because the manufacturers and Google hardly are able to change their bad habits (they should know about the bulk of complaints about the same problem), the best approach is too hide the screenshots from your normal (family) pictures by archiving them. 
This archive can be viewed on the Library-page also, but not on the usual Photos page. So they are out of direct sight and don't disturb your normal stream.

You can't blame Google for your bulky behavior, because they only can sort on dates basically. 

In the good old desktopdays with normal camera's, you came back home from a trip and connect your camera to create a folder named Paris-2000. Over time you will have hundreds of folders then, but at least with names meaningfull to you. 

Of course Google can put all Paris-pictures (assuming they have gps-data) under Places, but it is much more attractive and personal when you do create thematic albums yourself because you also can have many pictures from social media with have no data at all. 

Such cloudalbums will not take additional space at Google because they contain links to the mainstream only. So that action will not minimise the gigantic stream, but at least you will have dedicated collections which can be downloaded to your computer in order to create folders with the same names. 

However: this will be a gigantic job now because Google is too proud on its own intelligence to advise people to start with building albums from start immediately. 
But it is impossible for us to give a better advise.

PS: using the bulk download called Take-out (which nothing take aways) is more comfortable now because you can download selected years only. 

PS: the Photos-page in the app becomes more comfortable in monthview when you pinch two fingers together on the screen in order to minimise the size of the thumbnails.

But you should be aware that everything present now in Google Photos cloud wil stay free of charge after June 1.

Since you must have captured the picture recently, that would be residing in the phone memory.
Please try uploading the pic directly through the phone's memory.
