Sorry Ramon,
Google Photos is Account centric, meaning that it will always backup all photos to the same account regardless of which device is used. Unless you use a different account for each device there is no way to achieve what you are asking for,

Hi, I have a Google Pixel 3 and have created several photo albums on the Google photos app on the phone. The phone backs up daily. The moment we select high-quality over original quality some size reduction happens automatically
To have some more size reduction, you can trim that by removing some frames from the start & end in the video editor available in the Google Photos app,
To do so,
- Open the video.
- The video will start playing instantly without showing controls. To make that visible, tap once & pause the video.
- At the bottom, you will see an icon with three horizontal lines & sliders over that. Tap the icon & then that will show various choices to edit.
- Here, at the bottom, you will notice a broad bar with two thick white lines at each end. That is the collection of all the individual frames in the video.
- Tap any of the white lines & slide horizontally to deselect some frames from either end. Then save the trimmed copy.
However, if you do not wish to do trimming, then you may have to look for some proprietory apps to achieve the size reduction.

Blocking particular person won't help because it comes from different emails. What could help is to have some setting which would forbid adding me to any albums for people who I don't know (for example who are not in my contact list or who I haven't ever interacted with). Otherwise it’s not possible to recover photos permanently deleted from the Trash. However, you may install to your Android device a deleted photo recovery app (be sure to pick one that doesn't require rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps and run a scan for anything to recover.

The Google Photos app acts as a portal to view the Device copy AND the Google Photos 'backed up' copy. It does not store any photos.
Photos actually backed up to Google Photos can only be seen at the Google Photos Backup location - Tap here and sign in with your work account to see check.

So I have two cloud copies of my photos and a copy on my computer. PERFECT! I was happy.

Sounds perfect indeed, but you have (had) 3 castles build on sand because everything is (was) syncing with everything and a safe backup should not sync - just increment.
Sofar Google did not announce a better solution to create such an incremental backup on disc, so we all have to wait until next Christmas.
But like Brendan you may ask for via feedback on https://photos.google.com under the 3 small lines.
For the moment I only can advice to stop the downsyncing in the Drive-section of the Backup & Sync app on your computer to take away that dangerous connection.
But you can leave the Google Photos folder on Drive in peace - it does not take storage and perhaps Google will return to it in future again because of too much complaints.
And if you are on modern Windows, you may install the OneDrive app on your phone to pickup new shots and sync down to the OneDrive folder in the Windows Explorer. But to prevent a third storage in cloud, you should manually move the new pictures in the Camera-album into the appropriate month-folder in the Google Drive folder connected to Amazon weekly.
To prevent downsyncing of thousands of pictures still present on your phone, you may apply the Free-up space option in the Photos-app on your phone when having good wifi - that will remove all files already stored at Google before you start to switch-on Camera-uploads in the OneDrive app.
Instead of OneDrive you also can use the Dropbox-app, but then you also need to install a Dropbox on your computer.

You should not use Dropbox instead of Google Photos, but just for syncing down your new smartphone pictures (no social media garbage) to you computer and then manually move the files out of the Camera-folder into your own backup folder - then the pictures down clutter in Dropbox unless temporarily.
But to have a clean start, you should use the free-up space option in the Google-app to cleanup your phone memory and you should switch-off the downsync in the Drive-section of the Backup & Sync app on your computer to prevent any riscs. The Google Photos folder can be left there: it does no harm and takes no storage.
