To bring the pgotos back to the phone's memory,
 
Either, you can download photos one by one. Regrettably, there is no option to do so on a batch of photos.
Alternatively, you can install the Google One app there is a one time option to restore up to two hundred most recent photos to the device.
However, the local folder structure can not be restored.
To do so, there is no requirement to join Google One, the option is available to everyone.
However, the method may not be effective to recover something when the count is more than two hundred.
 
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/ 
Select the Google Photos app for data download.
Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery.
 
That will bring everything to your phone.

Tell us what is shown if you log-in to one.google.com/storage
There it should show a space of 100 GB or more instead of 15 GB for free. 

PS: you have paid for more space at Google - not for more space on your phone. But normally you don't need more space at Google unless you want everything on Photos at original quality. But there is no need for original quality if your pictures never will come further then the app.

From the screenshot, I find only one item is left to be backed up.

From the progress indicator, that appears to be a voluminous file.
Can you identify the item & its size?
 
One likely reason for such happening is not allowing the Google Photos app to use internet data in the background.
Can you confirm through the settings on your phone whether you have allowed the Google Photos app to do so?

Additional hurdles can be there if you put an upper limit on the monthly use of data through the settings on the phone.
Further, the Google Photos app also allows putting a daily limit on the use of data.
Can you change that to unlimited?

However, we try to support the community members through our experience, knowledge and devotion to help other members.

Nevertheless, I suggested multiple solutions.
To help in debugging those, can you please add screenshots of the current status of settings against each?

Further, the backup can still get stuck if you try to upload a big sized video file in a no compatible format. That's why I suggested locating and identifying the file.

Additionally, please note. We use a free service. Hence there wouldn't be any official Google support. That's why the existence of such peer support forum.

  1. Data usage setting in Google Photos
  2. Background data usage & data warning settings
  3. Download & upload speed comparison.
Here is an example
 
Request, can you now share similar screenshots?
 
You can note, even with the 4G LTE service, the upload speed is just 16% of the download speed.
All ISPs always maintain that asymmetry.
In this way, if I try uploading a video file of 10GB size, that would take at least one hour to complete.
That will go up further, if I activate data saver.
 
That's why, I asked a specific question. What's the size of the file that you are trying to upload. Can you please share that?
 
Next, are you uploading the file in high quality? Or, original quality?
Further, how much free space is available on Google drive now?
Additionally, how much free space is there in the internal memory of the phone?
 
Can you provide detailed answers to all these queries?
 
If you can provide as many details as possible that is going to help you only.

Unfortunately there is currently no similar method available in Google Photos.
 
The best I can offer is to head over to https://one.google.com/storage/management and check for large files (>5MB)  This should give a clue on where most of the storage is being used.
 
Up until the 31st May you can Recover storage at  https://photos.google.com/settings to reduce the storage used by Google Photos to zero.

I took about 1000 photos and added them to Google Sync on my PC.  They were all backing up fine, but I have noticed a lot of the photos have the wrong date once they appear in Google Photos. 

 I have checked the dates on the original files which are as they should be, but once synced to Google Photos some times are out by 9 - 12 hours.  I have no idea where the times have come from.  This is obviously throwing the order out.

The photos have all come from the same DSLR camera and it only happens to some files, not all.  Any help would be appreciated!

Unfortunately, this shouldn't be the case. I'm having a check with my team on this issue. I'll get back to you with the updates.

As the photos in the Google Photos sync with a wrong date, just to let you know that Date, time, camera and location are automatically updated to Google Photos by the upload date. However, could you please let me know if the issue is same on web (photos.google.com) as well?
    Meanwhile, I'd recommend you try these steps to edit/change the Location, date & time stamps manually for Photos using a computer:
    1. Go to photos.google.com.
    2. Place your cursor over a photo or video. Click Select  to select the items you want to update.
    3. At the top right, click More .
    4. Click Edit date & time. If you selected more than one item, you'll see two options.
      • To specify a date and time for the first item and automatically adjust the dates and times for the other items as relative to that, click Shift dates & times.
      • To set the same date and time for all the items you selected, click Set one date & time.
    5. Follow the instructions to finish.
    Also, as this doesn't happened in the past and now it happened. We really appreciate leaving feedback for the development team as this is a best way to see new features and changes rolled out in future versions of Google Photos. If there are any other improvements or ideas you've about Google Photos, you can always leave them under Help & Feedback and they will reach the developers directly:

    1. Open the Google Photos app on a mobile device or go to photos.google.com using a computer.
    2. At the top left, touch or click the menu icon > Help & Feedback.

    It is the same on the web and on my phone.  The photos with the errors all seem to be about 10 - 12 hours wrong.  All the files came from the same camera with no settings changed.

    I didnt have this issue at all with the old uploader, but have used the Google sync this time that has affected the photos.  I know i can edit the photos, but there will be 100's!  It has affected not all the photos from 1 day so seems a bit strange!!

    But things become really weird when photos taken with the same camera in the same time zone are treated differently. On reason signaled before may be that the photos were uploaded from different time zones. In order to understand better can you please give some more info ? 
    • Were all photos taken in the same time zone ?
    • Does the camera have GPS ? 
    • Were the photos uploaded from the same location ? 
    • You say you uploaded using Backup & Sync. Could you try to upload manually and see whether that makes a difference ? Photos may prevent to upload them again. You can force an upload by deleting the earlier upload, or by changing anything to the photos before you upload again (changing the name however is not sufficient, but adding a caption should do).
