I find the backup is happening. However, the quantum to be backed up is huge.
 
# WIFI connectivity is intermittent. Too many devices connected to the same router thus restricting the bandwidth. I suggest you please do a speed test.
# Download & upload speeds are too asymmetric.
# Google Photos app is not allowed to use
  • Data in the background
  • Mobile data while roaming
# Activation of data saver through the settings.
# Putting a limit on the daily use of mobile data through the settings in the app.
# Putting a limit on the use of total data in a month through the settings in the phone.
# Activating battery saver or super saver mode.
 
Can you please go through these checks & confirm that these are addressed?

When we delete something from the phone, the sync action in the app removes it from the cloud also. The same action happens when we delete something in Google Photos, the app removes the matching content from the phone too.
 
Nevertheless, any deleted picture is retained in the bin for sixty days.
If your delete action is recent, you will find all the items in the bin. The bin icon becomes visible in the library view. Tap that & recover everything available in the bin.
 
However, if your delete action has already crossed sixty days, or you have emptied the bin inadvertently, there is no way to recover anything through Google Photos.
 
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps;
and run a scan for anything to recover.

Understand your distress.
 
There can be multiple suggestions on how to do the downloading & uploading of the pics more easily.
However, I would suggest the following steps.
  • Create a label for emails having attachments. You have to create the label using the desktop application.
  • Next, use your phone to access the Gmails aggregated under the newly created label. Go on downloading the pics to a designated folder on your phone.
  • Set up this designated download folder to sync with Google Photos.
  • Once, all the pics are backed up, then you can use the "Free up space" option to remove those from your phone.

Again, I said, there can be multiple ways to achieve the result. I suggested the one that I felt to be easier.

Further, we suggest a way forward within the available outlines.

If you expect some new feature then you are welcome to suggest so through the help and feedback route.
Once a sufficient number of users express the same need, we may see that feature later on.

To do so, please tap your profile icon & then the drop down arrow near your current account.
 
Once done, switch over to the same account through which you are uploading the photos. The app will update the content & start displaying the thumbnails.

However, this is a peer support forum. No Google Employees or representatives are reading any of the posts.
 
We are also users like you but volunteer to answer the queries through our knowledge & experience collected to date.
Since we all use a free product, there wouldn't be any Google support & hence the existence of such a peer support forum.
 
It's hard to believe that once you upload something to the cloud, the program says the upload is successful but you do not find anything.
 
There are only two possibilities.
  • You are trying to upload the same content again. The web page will say uploaded however, nothing will happen as Google Photos never uploads the same item once again.
  • You uploaded through multiple accounts & then you are trying to find in one single account. That's not possible. The upload through each account will reside in the storage space of that account only.
Nevertheless, can you please share the complete steps through which you upload the pics to Google Photos? Please do not miss any single step.
That information will help me to help you further.

Back to your original post and in short: 
 
The app does not show what is uploaded due to a wrong and thereby confusing and dangerous design. 
Instead it shows what you have on device in the camerafolder and in other folders (if selected). 
 
So you need to log-in on photos.google.com in the Chromebrowser to see what was uploaded in the account chosen in the backupsettings (if not changed continuously). 
 
Pictures uploaded via another device are shown in the app logged-in with the account used in the other device, but still together with the pictures on the device used for viewing. 
 
Hopefully this explains your problem. 
 
Remark: on many devices the screenshot folder is in the camera-folder. The correct name of that folder should have been DCIM, but that is "too technical" and in most cases only the camerafolder is filled.
 
PS: using multiple accounts (why?) will make the app extremely confusing and should be avoided. Better to restrict to the site because then it always is clear to which account you are uploading and viewing and you do see the results in cloud immediately. And you can fill albums immediately also. Also on laptop.

It appears to me the bin in your Google Photos app is already full.
The bin can hold only 1.5 GB content.
Once full, the app will start showing the message "Delete permanently" as there is no more space in the bin.

I understand and I know how important Google Photos is for you. Please give the below steps a try in a sequence to help resolve the issue:
  • Check your internet connection (mobile data).
  • Close the Google Photos app and re-launch it.
  • Sign out and sign back in to Google Photos with the same Google Account.
  • Clear App data:
    • Open your device's Settings app (not the Google Settings app).
    • Touch Apps.
    • Select Google Photos in the list.
    • Touch Clear data.
  • Update the Google Photos app on your Android phone:
    • Visit the Google Play Store.
    • Open Google Photos.
    • Touch on Update.

I’m sorry, it’s not possible to recover photos permanently deleted from the Google Photos Trash. However, you may install to your Android device a deleted photo recovery app https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps and run a scan for anything to recover.
 
In addition I recommend that you contact the Google Drive support team to see if any deleted files may be recovered. Although, you have chosen High-Quality as your storage format, there may be some non compliant content through.
  • Sharing route
  • Unsupported videos.
  • Any uploads done prior to selecting the option high-quality.
To know that, can you please visit https://photos.google.com/settings?
That page will offer two options a) Purchase additional storage or b) Recover storage. 
The second option will offer to convert all original quality content to high-quality
Tap/click on that & then all the pictures in original quality will be converted to high-quality.

(I know about clicking the first and shift+clicking the last, but I have over 20,000 photos and it won't let me do that.)  It looks like I have a new hobby, whether I like it or not. Over the next several weeks I'll be spending a lot of time going "click/scroll/shift-click" over and over.  This really stinks. Please note that, due to a variety of reasons, not all files can be recovered - but you can try!
 
1. Items deleted from your photos.google.com are stored in trash for 60 days and then are Auto-Deleted from trash and can not be recovered.
 
2. Items deleted manually from photos.google.com/trash can not be recovered.
 
3. Items deleted from your YouTube Channel can not be recovered.
 
4. Items deleted from your Gmail are stored in trash for 30 days and then are Auto-Deleted from trash and can not be recovered.
 
5. Items manually deleted from Gmail trash can not be recovered.
 
6. Items deleted from your Google Drive  will be stored in Drive Trash for 30 days and then be Auto-Deleted from Trash and can not be recovered.
 
1).If you are using a regular personal account
You will have to contact a Google Drive Specialist who *MAY* be able to restore it. Use this link:
 
2). If you use a work/student account (G Suite), you should contact your Account Admin as they can restore files up to 25 days after deletion.
