The link you gave us leads to an album. Ian Steele is the owner, and one person "joined" the album (Mike Chapman). Only the owner can delete an album, delete photos from the album, or stop sharing. 
When you "Joined" the album it will be shown in the "Sharing" tab, and you can remove it there by "leaving" the album.

Thanks for the reply - I am the owner (I changed my name as I shared the link on Reddit and I'm trying to obscure my identity - the name change has not been reflected on the album).

I have no options available to remove the photo's or the album:
1. When I click on the icon representing my name (the circle with an I) I get the options window and it only allows me to copy the link with the "Copy link" button.  The "Link sharing" option is greyed out so I can't switch off sharing.  There is no option to delete anything on that window.
2. I click on the 3 vertical dots on the top-right I only get Slideshow, Download all, Options, Show in Albums, Report abuse.
3. If I select "Show in albums" and then look in my albums and select the 3 vertical dots on the album I get options to Share album, Hide from albums, Leave album.  There is no option to delete the album.

I want to delete the photo's so that anyone with the link can no longer use it.  Please can you advise me how to do that ?

I see that you have two (or more) accounts: you now "Joined" the album owned by Ian as Fred. 
You have to sign in to your Ian Steel account to be able to delete the album, or stop sharing.

Thanks for your perseverance!  I only have the one account - I changed the name on the I Steele account to Fred Bloggs in the hope it would obscure my identity but all that seemed to do was then create two "memberships" on the shared photo's based on the "name" rather than the account itself.

I've unshared the photo's with "Fred Bloggs" and logged in to my Ian Steele account but the photos are not listed anywhere in my Google Photo's area. I've checked all options in the left-hand menu: Photos, Explore, Photo Books, Favourites, Albums, Utilities, Archive, and Trash.  Looking at only those would imply I have no photo's in my account however the shared link still shows the photo's and is showing my account as the owner - it's as if my account no longer has an association with the linked page or photo's but the linked page/photo's have an association with my account.

Thanks for explaining. I assumed that 2 accounts were involved because you saw "Leave album", but you cannot "Join" or "Leave" an album when you are the owner. Changing the name not only confused me but obviously also Google Photos.
 
Changing an account name seems OK: see https://support.google.com/accounts/answer/27442
This looks like an unwanted effect of changing the name. Please note as detailed as possible what you did and how you try to solve this (change the name back?). I will eventually inform Google or ask for help if not solved.

I've reverted the user name on the account and logged back in again and the state is still the same as before: Google Photos shows no photo's anywhere yet the shared album is still present.

When I look at the shared album I am shown as owner but am still given the option of Joining.  Also to confirm, the option to disable sharing is still disabled and there are no options to delete the album.

I think that what you said is likely i.e. this is a bug in Google Photo's or some other sub-system.  If you are still of that view please could you escalate this to Google - I would be fine even if they just delete the album as I have copies of the photo's.

Nevertheless. If that's through Google Photos, then please open the sharing tab on a desktop PC.
Next, hover your mouse near the photo received through sharing. That will reveal the three dots aka an ellipsis. Click on that & select report abuse.
Then, that will flash the options as below.
 
Select the right radio button & then submit.
 
You may not see some immediate effect. However, your repeated reporting may lead to banning of the spammers account.

Perhaps it are no duplicates at all because Google Photos tries to prevent exact duplicates. 
The app shows what is on your phone, but also what is stored at Google when put by you in a shared album. But that album is on the web only and does not contain copies which use space, but just references. 
You should look on the website at https://photos.google.com to see if you really have many look-alikes in the library and then you should ask yourself how they got there, because there will be differences between the pairs.

Google Photos does not allow exact duplicates, so even if the photos are the same visually, there's something slightly different about them- maybe the timestamp of when it was taken or the size of the image. Since Google sees something different about these photos, there's no easy way to remove the "duplicate".
 
If the duplicates were all added around the same time, you can search "Recently Added" to see photos in order uploaded then delete all the duplicates at once that way.

On former Picasaweb (until 2016) you only had albums, but Google Photos also shows their contents in a continuous stream from recent to old. So that may cause your impression of having duplicates. 
In fact the stream are your originals (uploaded by Picasa) and the content of your albums just is linked to these originals - no copies.  That also means that these albums take no additional storage. 
So you can delete superficious albums (old shares) without deleting the originals, but if you delete originals, your albums will get empty. And you also can create new albums from the stream.

No problem here, so I would suggest the following: when having good wifi close all apps and restart the phone. Then start the Google Photos app alone and try again. 
If it does not work again, use the feedback option in the app under your profile to post this problem straight to Google (you don't need to include a screenshot), because then Google can check if the problem is device specific. We are volonteers and the problem is too incidentlally reported that it is hard to escalate. 

As a workaround: open photos.google.com in the Chromebrowser and log-in with your Gmail-account (also possible on your computer in your preferred browser, but best in its inprivate window) and create a collage there. Be aware the choosing 9 always will result in square crops. But in my Chromebrowser on laptop I get a better quality (2048x2048px) then on my phone (1024x1024px) and I don't understand why.

  2. At the top right, tap your account profile photo or initial  Photos settings .
  3. Tap Back up & sync.
  4. Check your settings:
    • Back up & sync: Make sure "Back up & sync" is turned on.
Review your upload size to the web
  1. On your computer, open photos.google.com/settings.
  2. Select High quality or Original quality for future uploads.

Deleted Photos are stored in Trash for up to 60 days, if you delete Photos again from trash, that's two times deletion.

When you copy a picture from one folder to another, the copy also remains in "Sync"
The moment you delete something through one of the folders, the picture gets removed from everywhere.
We should never delete anything once the backup & sync is on.
 
Instead of the Copy & Delete commands, you should use the option "Move to folder".
Then there wouldn't be any need to delete something through the source folder.

By "permanently deleted" do you mean you emptied the "Bin" in the phone app or "Trash" on the desktop?
Then that becomes an irreversible action.
 
Nevertheless, when we delete a photo, the app queries " Remove from Google Account & Synced devices?" Once we acknowledge that, then only the app moves the content to the bin.]
Again, when we tap the option, empty the Bin the app flashes a message "they will be permanently deleted from your Google account. Until we acknowledge that message nothing happens.

Regretfully, once we ignore all these warnings, that leaves no way to recover the pictures through Google photos.
 
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps;
and run a scan for anything to recover.

Once we include a folder in backup & sync, the app doesn't differentiate between a photo or video & will backup everything.
 
There is only one way to overcome the default behaviour.
First, you need to deselect the backup and sync.
Next, using any file explorer app, you have to move all the videos to a new folder & ensure that the folder remains deselected in the list of folders to be backed up.
Once done, then you can switch on the backup & sync option.

Nevertheless, you will have to keep on repeating the same steps before you plan to capture any new video.
 
Still, you can suggest that feature through the help & feedback route.
Once a sufficient number of users request the same feature, that may become available later on.

However, it's surprising you could recover 6.5 GB of data through trash,
 
This help desk article says:

"If you see a request to 'Delete permanently' when you try to move an item to the bin, your bin is full. Your bin can hold 1.5 GB."
 
Possibly, the rest of the items have got deleted permanently & hence there is no way to recover those through Google Photos.

Probably the trash at Google also is bounded to the 15 GB limit for normal accounts. 
So if you have used about 22 GB, the overflow of about 7 GB could not be recovered and is lost forever. 

If I am correct, your usage at Photos with be about 8 GB now unless Google has not resetted your counter yet - see one.google.com/storage

If you do want to upload in original quality but don't want to pay a bit for additional space, you always will run into such problems due to ugly amount of GB's taken by 4K videos nowadays. 

PS: the 1.5 GB mentioned before is the capacity limit for the local trash which holds pictures for 30 days instead of 60 days for the trash in cloud. The local trash is used for pictures that were not backupped.

To bring back the pics to your phone's gallery, either, you can download photos one by one. Regrettably, there is no option to do so on a batch of photos.
 
Alternatively, you can install the Google One app there is a one time option to restore up to two hundred most recent photos to the device. However, the local folder structure can not be restored.
 
To do so, there is no requirement to join Google One, the option is available to everyone.
However, the method may not be effective to recover something when the count is more than two hundred.
 
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/;
Select the Google Photos app for data download.
Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery.
 
That will bring everything to your phone.
