1. Items deleted from your photos.google.com are stored in trash for 60 days and then are Auto-Deleted from trash and can not be recovered.
 
2. Items deleted manually from photos.google.com/trash can not be recovered.
 
3. Items deleted from your YouTube Channel can not be recovered.
 
4. Items deleted from your Gmail are stored in trash for 30 days and then are Auto-Deleted from trash and can not be recovered.
 
5. Items manually deleted from Gmail trash can not be recovered.
 
6. Items deleted from your Google Drive  will be stored in Drive Trash for 30 days and then be Auto-Deleted from Trash and can not be recovered.
 
1).If you are using a regular personal account
You will have to contact a Google Drive Specialist who *MAY* be able to restore it. Use this link:
 
2). If you use a work/student account (G Suite), you should contact your Account Admin as they can restore files up to 25 days after deletion.

If you're using the Backup & sync tool, then unfortunately that isn't possible. However, you can upload them directly by logging into photos.google.com.

To delete a photo from the device only, there are a number of options.
  1. Delete the photo from the Apple Photos app
  2. Open the photo full screen and tap the 3 dot menu to choose Delete from device
    • You can also select multiple photos from the Photos tab and do the same
  3. Use the command to Free up space
These options will put the photos in the Apple Photos Recently Deleted folder where they will stay for 30 days or until you manually delete them. 
  1. Open Apple Photos and check Recently deleted
  2. Check the help article @Restore recently deleted or archived items - Google Photos Help

Sorry to note your are not finding your pictures in the Lightroom folder
 
However. photos do not get deleted spontaneously without any user-initiated action.
Further, when we delete something from the phone, the sync action in the app removes it from the cloud also. The same action happens when we delete something in Google Photos, the app removes the matching content from the phone too.
 
Nevertheless, any deleted picture is retained in the bin for sixty days.
 
If your delete action is recent, you will find all the items in the bin. The bin icon becomes visible in the library view. Tap that & recover everything available in the bin.
 
However, if your delete action has already crossed sixty days, or you have emptied the bin inadvertently, there is no way to recover anything through Google Photos.
 
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps;
and run a scan for anything to recover.

The bin can hold only 1.5 GB of deleted content.
Once the bin becomes full, the app can not direct the deleted content to the bin more & starts deleting everything permanently.

However, you are showing a screenshot of the trash on your device.
You have tagged Android in your opening post.
On Android Phones, the trash in Google Photos app is called Bin.

This is not the Google Photos support community ;  however the following is provided for general advice, and assistance.
 
If correctly synced to your Google account, your photos/videos can be viewed at https://photos.google.com/ on a pc, or in your device using the Google Photos app from Google Play.  Make sure you are signed into the correct account.  Read Find missing photos & videos for initial help. If that doesn't help:-
  •  Have you signed into the correct account where the photos are stored?
  • Photos may not have been correctly synced to Google.
  • Search Trash/Bin in a desktop PC, or your device, in the photos page or app, if needed. 
  • Use the Google Photos app, downloadable from Google Play.
If you did not delete these yourself, you need to immediately make your account more secure.
 
Please note from 01 June 2021 new Google Photos storage conditions.  Also read here and here.
 
(Deleted YouTube videos are usually unrecoverable  However this page may help, small print - YMMV.  For specific YouTube assistance, please ask in the YouTube help community.)

Welcome to Google Photos Community Support Forum & thanks for your query.
 
What you are observing is the intended feature of the Sync function. We can't override that.
Sync means that your photo library stays consistent across all devices that are signed in to your account with Google Photos.
 For example, deleting a photo from one device will delete it from everywhere, and editing a photo on the web will edit the photo on the original device.
 
If you wish deleting the photos from your device, please tap to open the picture , slide up & then use the option "Delete from device".
Then the backed up copy will continue to remain on cloud.

The story of mr Unknown is not correct, because if your pictures were backupped at Google correctly (you should check that on photos.google.com regurarly), you can delete in your local (Samsung?) gallery or Google Gallery Go or in Google Files to keep enough space.  
Then the pictures will disappear from the Google app for a short period but they should come back fast (if you have wifi), because then you will see their copies at Google. 
If not, they were not backupped or you are logged-in with a different account then the account used in the backupsettings. 
But if you delete in the Google app (or on photos.google.com) itself, they will get deleted on your phone also.
