The Google Photos app does not contain any photos and seeing them in the app does not mean they are backed up. The Google Photos app acts as a portal to see all the photos on your device and if they are not backed up and visible at photos.google.com then the Google Photos app will delete the device copy which will no longer be available to see in either Google Photos or the app Gallery.

Please review the following information in case there are any options you haven't yet tried.

1. Check your online account - photos.google.com
If your photos were successfully uploaded to your online Google Photos account they may be available there. Try visiting photos.google.com and searching for them. If you have more than one Google account, check all of them. 
 
2. Check the trash - photos.google.com/trash
Once you delete photos from your Google Photos account, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash. If you have more than one Google account, check the trash for all of them.
 
If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos. 
 
3. Review other options
  • if you previously used Picasa, visit picasaweb.google.com and search for your photos. 
  • have you made any backups of the photos on your phone, camera, computer, or elsewhere?
  • there is a small chance that you can restore the photos using a recover deleted photos app (Android). I haven't used them myself so have no specific recommendations. There may well be more app options if you visit the appropriate app store and try other search terms. I don't see any similar apps on the iOS store, but you could check yourself. 
  • you can contact the Google Drive support team to see if any deleted files may be recovered. Use the Google Drive contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.
  • If you ever shared the photos with anyone else, it's possible they may have a copy they could share back or send to you.

I am looking to easier backup my Google Photos so that if I ever lose access to my Google account that I will still have my photos and their metadata.  I used to do this easily when photos were in Google Drive but now it doesn't seem like we have the ability to do this.  If you perform a takeout all the metadata is stripped from the photos.

Whatever goes up to Google Photos is also output with Google Takeout with no stripping.
 
Anything added in Google Photos does not modify the original metadata, hopefully that is what is confusing as this will be output in the json files which would need an offline utility to restore it.

Photos do not get deleted spontaneously without any user-generated action.
When we delete something from the phone, the sync action in the app removes it from the cloud also & vice versa,
 
Nevertheless, any deleted picture is retained in the bin for sixty days,
 
If your delete action is recent, you will find all the items in the bin. The bin icon becomes visible in the library view. Tap that & recover everything available in the bin.
 
However, if your delete action has already crossed sixty days, or you have emptied the bin inadvertently, there is no way to recover anything through Google Photos.
 
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps;
and run a scan for anything to recover.

  • When you delete photos they remain 60 days in the trash bin. After these 60 days, or when you also emptied the trash bin the photos/videos cannot be recovered. 

  • You can look for your photos in the following places (be sure to sign in to the correct account):

  •  The mobile photos app shows in the library also photos on your device which are not uploaded to Google Photos. That may make you think that they are uploaded, and delete them. By doing so you may delete the only copy. Use "Free up storage" to only delete the photos that are already uploaded.

  • The only real safety against loss of photos is: make a (non-synced) backup. Unfortunately Google Photos does not offer any tools to make an automatic backup. Therefore it is recommended:
    • For photos uploaded from a computer: do not delete the computer copy. When storage is needed, move them to another safe place. 
    • For photos from mobile: 
      • either manually download or otherwise save them to another (non synced) place
      • or use another cloud service to at least save them temporarily, for example OneDrive, Dropbox and others

The screenshots folder should appear as a separate entry in the library view.

Yes, you can rotate photos in google photos. 

Please follow the steps below

Adjust, crop, or rotate a photo
  1. On your Android device, open the Google Photos app .
  2. Open the photo you want to edit.
  3. Tap Edit .
    • To add or adjust a filter, tap Photo filters . Tap to apply a filter, tap again to adjust. 
    • To manually change lighting, color, or add effects, tap Edit . For more options, tap the Down arrow 
    • To crop or rotate, tap Crop & rotate . To crop the photo, tap and drag the edges. 
    Tip: While you edit, touch and hold the photo to compare your edits to the original.
  4. At the top right, tap Save.
Your edits will be applied to the photo, but you can undo them at any time. 
If your photos are not backed up, edits will be saved as a separate photo.

I suggest you go through these steps.
  • Tap your profile icon
  • Tap settings
  • Tap backup & sync
  • Scroll down & reach to option "Backup device folders" & then tap on that.
  • In the next screen ensure that none of the sliders are greyed out. If you find so, tap those & move them towards the right edge.
Once done, the app will start backing up the left-out folders.
Use the free up space command once again to remove the rest.
Then check whether you see the download option at every photo.

The priority, that is, the main storage location for your photos and videos, is the general set of photos in the library by the date they were added to the service.  Albums are virtual tags, they have their own functions, but the photos in them are always added from the total number of photos in the Library.  That is, in Photos, albums are not separate objects, but some marks.  Therefore, if you delete the photos, then they will disappear.  If you want to hide photos, then use the Archive in Photos: https://support.google.com/photos/answer/7362432?hl=en&ref_topic=6128848

When I log into my account I can see all my photos, right back to 2012.  Yet Google photos tell me I have used 0% of my storage.  I guess I'm just trying to ensure that they are not at risk of being lost - I don't understand why the pictures are all there but I am not using any storage.

When I go to Settings, the radio button "Original (15 GB left) Full resolution that counts against your quota" is already selected, so it looks like the photos are stored at Original size rather than High Quality.  And should therefore take up storage?

What type of phone do you have? Some phones (Pixels, and some others come with promos) come with unlimited Original Quality photos. Also you should check the quality setting in the Google Photos app on your Android, the setting for each device can be different (so it could be original quality on the website and high quality in the app).
 
You are not at risk of losing your photos, most likely your photos were either all uploaded in High Quality or your device has an unlimited Original Quality deal with it.

Sorry for the really late responses, I haven't had time to be on here much recently.
 
If you have a device with an unlimited original quality promo you will not lose photos when you switch to a new phone. All photos in Google Photos will remain there at the current quality, but photos uploaded from the new phone will not be included in the unlimited original quality.

I recently deleted the google photos app from my iPhone 6s to free up some space so I could save a video I just created. After I got the video, I tried redownloading the app and in the App Store, it still says "Open", not "download". I thought this was just a glitch, because I DID delete it from my phone, so I restarted my phone. When I opened the home screen back up again, google photos app was right there on my screen, but it's not the logo, it's a white icon with tons of little grey lines on it. I try clicking it to open, but it doesn't open. Then I went into my settings and to my applications, and the google photos app is within that, but when I try to delete it from there, it keeps popping back up and WILL NOT DELETE. I just want it to delete so I can download it again. I literally cannot download it because for some reason, it's still stuck on my phone but won't open. I've attached a picture of what it looks like. I've restarted my phone a hundred times and the same thing keeps happening. I tried deleting and redownloading other apps to see if this was an iOS issue, but they all work. Why is this happening with just Google Photos?

But today (April 29th 2021) the download function won't work - the save screen freezes and then I get a message saying that Google isn't responding.
