But you are unclear also: which documents are you talking about because Google Photos only can show pictures - no PDF-files or Word-documents. 
And archiving just means that the files are hided from your family-pictures, but can viewed via the Libary-page.

Sorry but I don't see these items here - instead I have two rows with automatic search examples about Locations and "Things" and you would not like that either, but I just don't look. 

Wait a few days until there are some pictures appearing that you can recognise, because they will be in your stream on the Photos-page and should be hided by archiving or deleted.

So you need to complain straight at Google vai the feedbackoption in the app under your profile. 
They will reply with "Thank you" and maybe your problem is solved soon  or never. 

But again: it is very abnormal that you don't have (or don't show?) the standard rows with Locations and Things like at everybody. But I am living in Europe, so my Google maybe different then yours. 
Or do you have a GSuite-account instead of a personal gmail-account?

I am definitely not sure that this is the problem. I would be certain if you said it was just photos of certain people.

Review all of the Albums in:

Try to identify the album which might be being shared with your sister.
  • Go to the 3 dot menu within the album
  • Click Options (within the 3 dot menu)
  • See if there are any "Automatically add photos "Of selected people & pets" at the top of the page.
    • If there are, click on the image and turn it off.
Let us know if you figure it out.

However, sorry to note the loss of pictures because of not knowing the intent of the Sync function.
 
Sync means that your photo library stays consistent across all devices that are signed in to your account with Google Photos.
 For example, deleting a photo from one device will delete it from everywhere, and editing a photo on the web will edit the photo on the original device.
 
Now since you have emptied the trash also, the only way to recover the pics on your phone is through some deleted file recovery app.

Recovery apps can make some sense if you have deleted some pictures in some local gallery one hour agoo, but not via Google which seems to delete extremely thoroughly hélas. 

You are a victim of a serious design mistake of Google because if your originals would have been on computer, nothing was lost at all, even when you should have use the Backup & Sync app on pc for uploading. 

And you are a victim of your strong believe in allmighty Google instead of downloading your cloudcontent to your computer every month to have a secundary backup not dependant of the cloud at all (or straight from phone via usb like in the past with normal camera's).  

So you can do nothing anymore then being very angry towards Google via the feedback-back option on photos.google.com under the question mark right-up. 
They will reply with "Thank you" instead of saying Sorry and we never will know if such feedbacks will change their narrow minds ever unless by surprise in some far future. 

PS: but it also is strange that your uploading was causing problems with your 15 GB limit, because at the default high quality setting, your uploads are not counted by Google at all. But if you did have chosen original quality, you should have payed for additional storage at one.google.com/storage before starting. So what was going wrong there?

PS: the nasty behavior of the app is somewhat compensated in Android-11: then it is asked if you want to delete unsynchronised changes and if you neglect that, the local pictures don't disappear.

Vishal, Deleted Photos are stored in Trash for up to 60 days, if you delete Photos again from trash, that's two times deletion.

That is not caused by Google Photos, but by Whatsapp which murders the original data. So these photos always get the date of the very last action: your moving to another device folder. 

But these pictures also maybe on the Photos-page in the Google app and if they are assigned to an album (which can be shared) they will hold the dates that they were received. That is not their correct dates either, but often just a few minutes after shooting.

Before you start, make sure you're signed in. 
  1. On your Android phone or tablet, open the Google Photos app .

  4. Select Settings  Back up & sync.
  5. Tap "Back up & sync" on or off.
    • If you've run out of storage, scroll down and tap Turn off backup. 
Things to keep in mind about this setting:

Having photos on your device and not in Google Photos is an unstable situation which can only be managed manually with Backup & sync turned off.
  1. Check the app trash to make sure there are no photos and videos mistakenly deleted
    • Empty the trash
  2. tap the account icon at the top right
  3. tap your email address and select Use without an account 
  4. Power down/up or restart the device
  5. Go to photos.google.com and delete the photos
  6. sign in again making sure you are using the correct email
  7. Do not enable Backup & sync
  8. wait until getting photos finishes, could take a while
    • Please wait until it completes leaving the app open and plugged in if necessary.
  9. For future uploads, open the photos on the Photos tab and tap the Upload cloud icon at the top right.
You are now vulnerable to losing your phone and any photos only on the device will also be lost forever.

Photos do not get deleted spontaneously without any user-generated action.
When we delete something from the phone, the sync action in the app removes it from the cloud also & vice versa,
 
Nevertheless, any deleted picture is retained in the bin for sixty days,
 
If your delete action is recent, you will find all the items in the bin. The bin icon becomes visible in the library view. Tap that & recover everything available in the bin.
 
However, if your delete action has already crossed sixty days, or you have emptied the bin inadvertently, there is no way to recover anything through Google Photos.
 
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&amp;c=apps;
and run a scan for anything to recover.

I have created in Google Photos app or in my device (Not sure on the difference as both are on the google photo app) numerous folders in Photos on Device. The reason being I want to categorize my photos, example, Family photos in one folder, and Hobbies in the Hobbies Folder. 

These folders are all still visible and viewable, but the photos that I have transferred to them from other folders (Created folders or Camera Roll) have disappeared after a while. These photos are not deleted as they can still be seen in Photos. Just missing from the folders that I have previously placed them in. And only the earlier transferred ones are missing, the recent ones are still there

I have tried using a USB to connect to my PC to see if the photos are hidden. I have found folders that were created awhile back but are not visible on my Google Photos app now. And of course under Photos folder, I could not locate the photos that I had transferred into from a while back.

Hope that someone can help with this, thanks!

Sorry to hear you are having problems, but I don't think this is an issue with Google Photos.  More likely an Android problem similar to DownloadManager's cleanOrphans method erroneously removes files that have been moved from the Downloads folder [148573846] - Visible to Public - Issue Tracker (google.com)
 
The Google Photos team do not offer User Support and it would be impossible for me to get any action in having a bug report accepted.
 
Google Photos is a web centred service and Albums created for different categories exist online and are available from any device you are signed in with. This means that you would be protected from losing your device as the Albums would still be available, and you would also be able to see the categories using a PC

You may think of albums as collections of pointers to the actual photos stored in your Google Photos photo library, not copies of the photos. If you delete the photos from the library, they will go away also from any albums they were added to.
