Sorry to note you are facing a problem in backing up the pics.
 
As a first step, can you please evaluate the download & upload speeds on your phone?
 
Further, please try to reinstall the app through the following steps.
  • On your Android phone, open the Settings.
  • Tap Apps and notifications.
  • Tap Show all apps.
  • Tap Google Photos.
  • Tap Storage and cache.
  • Tap Clear storage.
  • Next, uninstall the Google Photos app. 
  • Power off the phone & then restart.
  • Install the latest version of the Google Photos app through the Play Store.
Log into your profile & see whether that helps to overcome the current problem.
 
Then, there are some more settings that we overlook usually.
  • Limit over the use of mobile data in the settings of the phone
  • Allow photos app to use the data in the background.
  • Further, you may not be roaming. But still, enable the use of data while foaming. Recently, I have noted, even when I am in my home region, the phone may switch over to roaming even in the home circle.
  • Please select private DNS provider as dns.google in the network settings. Since you have Android 11, selecting a DNS provide is possible.
  • Disable any battery saver or super battery saver mode
  • Disable any data saver mode.

I tried everything you've told, except for uninstalling Photos (because Photos is a pre-loaded app in this phone). Instead I uninstalled all updates to the app and installed them back after restarting. 
The problem is still there. The same.
Now it is stuck on this step (screenshot attached) and not showing even people or albums or shared photos. No favourites, no archive, nothing.
And it's the same even when connected to WiFi.

(All my photos are still there when I open Photos on the web. It's just this app that is not functioning properly.)

Sorry, I didn't mention this earlier. Internet speed are good with peak speeds of 1 MBps upload and 3-4 MBps download. 
Also I have also updated all apps on this phone just in case that matters.

In my opinion, 1 MBPS upload speed is too small.
My 4G LTE network offers me a download speed of 49 MBPS & an upload speed of 9 MBPS. 

Also, you need to check the consistency of the signal. If that is wavering, the average speed will be much less. 
Further, the bandwidth available to Google photos can get throttled if too many apps are running in the background.

Question: Migrating ~20,000 photos (300GB) from one account to another ... near impossible to retain all data

My family have various GSuite and GBusiness (Pre-workspace era) accounts, and with new Workspace fea…

My family have various GSuite and GBusiness (Pre-workspace era) accounts, and with new Workspace features and functionality, it's worth while migrating these accounts into a new single workspace.

So the idea was, do a data migration, then find a way to sync Photos into the new accounts however this has been 100% a nightmare without losing a lot of data, info or albums.

Prerequisites:
  • I'll be deleting the older accounts once migration is complete
  • I want to keep meta data of location, dates and time etc.
  • I want to keep albums (100+)
  • I want to keep shared users for those albums (Took a while to set these up over the last 5 years)
  • The data in my Photos is ~28GB, in physical files that's about 300GB for about 20,000 images and videos.
  • Photos is free and therefore has no support, no other department, not even workspace, can handle it

What I've tried based on Googles advice
  1. Added a partner account and then selected to SAVE in the new account, the issue with this is that it still depends on the original account, if that is deleted the data vanishes because it doesn't transfer the pictures into the new account storage, just shares and caches.

  2. Downloading from Takeout, this seems to strip down the data and the meta comes down as JSON, however when importing the data back into the new account there is no way to add the meta back and therefore I lose all the shared to, locations, date and time and I ended up scrambling a lot of pictures, also there's a lot of upload restrictions for 300gb and I saw that almost 100gb went straight to my storage consumption and not into the photos consumption so I stopped at around 110GB.

  3. The Backup & Sync app doesn't allow me to Pull images or Push images back into Photos, it only works if you originally use the Photos library app on Mac (not sure what the windows equivalent is), spent a whole day trying to get this to work but at no time could I pull or push images.

  4. Third party apps, there's a lot of restrictions placed on the endpoints so this means, you can see the images and albums, but when syncing into the new system, you cannot add the albums back, because you can Read sub-folders (Photos being primary folder) but you cannot write sub-folders therefore you have yo manually create albums, dates and locations in Photos and manually import each and every single one. This was difficult to test and I gave up after half a day.

  5. API's and doing it myself, same as 4 except unless you pay you also get rate limits and the support is not available for trial accounts or accounts with discounts, so cloud platform is a no. go for the first 30-91 days. (Don't take the 91 day trial with the credit, support is around $100 for 4hrs for developers)

  6. A few other methods that seemed half backed, including Github apps which require full authorisation and that's pretty dangerous.

My current situation:
  • I have spent 5 days trying to migrate 1 photos accounts with 300GB of data
  • As I tried the partner sync, I now have 20,000 images stuck on the new account that I cannot remove, Google said that it could take a few days to unsync these images and deleting them does not remove them.
  • I have manually downloaded the almost 300GB photos data dump, haven bypassed Googles download limit that requires me to log in every hour otherwise the downloads will stop, and I have no way of dynamically syncing photos back into the new Photos account.
  • Another things I have discovered is that there is no way to bulk delete 20,000 shared images from the new account, if I select more than 200 nothing happens, if I select 25 is seems to delete maybe 12 of them.

Anyone with experience who successfully completed this process without losing 50% of the data they wanna keep? Anyone know how I can purge the partner data from the new account after disconnecting partner? I click delete and nothing happens, checking the Android logs as I select delete, seems like I'm being blocked from deleting.

This has by far been the worst experience I have ever had with Google. If you beg for support at all, you are simply told "Google Photos is a free product out with the core services, there is no support team".

I officially request that someone ask if a developer could perform a data migration, when asked, there is no response.

Ugly to read, but almost nobody here (private volonteers) can have equivalent experiences with such bulk datatransfers. 

I only can correct about Take-out: as far as the files present at Google have normal metadata because it are original camera images and no "downloads" from social media or other inferior sources, that metadata is kept in the files, so the additional json-files have no value. 
Only in the exceptional case that descriptions were typed within Google Photos, these texts can not be found back in the files as standard captions, but in these json's only. 

I do think that Take-out still is the best method because you can select per year now - together with some albums from the same year. 

After reorganising the downloads and deleting all duplicates and jsons, you can upload per folder straight in new albums at photos.google.com to avoid all complications with the ugly Backup & Sync app. That's much less work then trusting automatics and then being confronted with its defects. 

Can't add much more except that 300 Gb for 20.000 files is strange. Normal jpg-camera files would take 100 GB. So I am afraid that it are raw-files or there are a lot fat videos included.

@rinus Thanks for the reply, I was just looking more into exif github projects that seek to merge the content back into the imagery, this may be a time consuming but perhaps the best option. I'm not sure how it reacts with the albums yet as I'm still waiting on the data to finish downloading. I'll try and add more data here when I've tested this out more.

Regarding the Takeout structure, it does add the json meta, however I have discovered several albums that contain only json and others with only images so definitely should be noted that grooming needs to happen before doing any uploads.

Next challenge after cleaning and grooming, how to import or upload them into the new account on bulk.

The complaints about incomplete downloads from Take-outs can't be understood unless due to selecting to the 2 GB zip-size which may cause break-ups - especially if big videos are involved. 
Very hard to test for us and if we can't verify ourselves, we can't escalate towards Google either because the technical circumstances are unclear. 
But you seem to be technically advanced enough to find-out yourself :-)
I can add no more.

PS: albums shared by others are not downloaded via Take-out. And albums shared by you can be downloaded incomplete if picture by others were added.

Photos uploaded to Google Photos using Original size are downloaded at Original size with Exif untouched.
Changes made in Google Photos are included in the json file, but do not modify the uploaded photo.
 
Albums are not downloaded as one entity, they can be spread over many zips so need to be extracted into one directory where the albums are automatically reconstructed with 1 jpg + 1 json for each photo
 
Videos are not broken up, even if 2GB selected. The zip will be the size of the video.

Good evening everyone, thanks for the info, extremely helpful.

I found out the hard way that 2gb is NOT an option!!
I went with the 10GB option as it seemed a decent size but others recommended 50gb but I had issues with Chrome playing nice.

The issue I had was of course merging everything back into albums and sorting it properly once I had downloaded the data. (Pro tip, calculate the downloaded size then triple it, that's the space you need on your machine.)

The second issue I have faced is merging the json with the image and videos, that was a proper pain in the butt!

I downloaded and modified the google-photos-exif project as the issue here is that I want to retain the folder structures and the project requires 1 single folder that contains everything.

The other issue is naming, it's pretty difficult to do dynamically as the requirement is something like this:

Folder:
Vietname, Nov, 2019

Processing code:
yarn start --inputDir GOOGLE_IN/Vietnam\\,\\ Nov\\,\\ 2019 --outputDir GOOGLE_OUT/Vietnam\\,\\ Nov\\,\\ 2019 --errorDir ERRORS

Gotta \\ spaces and characters otherwise you won't be able to merge the json at all. As this is all based on folders as well, and I have something like 200 folders, it took some doing to merge the json with the imagery and videos.

It's taking a super amount of time to get to this stage, now the issue I'm having is storage size.

In my original account (GSUITE) my storage usage is 33gb for 20,000 images and videos in original quality.
In my new account (Workspace) my storage is immediately affected at Original and thus is 288gb.

I tried moving to high quality, it was about 6,000 images in the sample upload and was sitting at around 16gb. So calculating that out it's way too high for some reason, I tried directly into photos via the web, and in the Backup and sync app.

I suspect that it's changes in the T & C somewhere and mis-documented guidelines as when I check the mobile app, it tells me that at original quality. I get 130gb free before it touches my storage meaning it should be 158gb and not 288gb.

For now I'll leave it, try again tomorrow and maybe update more details here for others going through the pains of migrating.

This has not been easy!!

Quick update.

I managed to sync all 60,000 items into Photos now, the reason it's so many is because of duplication. When uploading, you NEED to do it through the Backup and sync app, OR through the mobile app otherwise it will count towards your data however doing this means you have the same image in say the year 2020, but in 2 different albums if you shared it as well.

I'm using DupeGuru with customisation on the filtering to adjust for variable number of copies. The main issue is that when I check the photo role, a lot of photos don't have the meta data day and month, because it was wrapped in the year folder which only has the year, in theory removing duplicates in the year folder will resolve this issue.

The downside to all of this is that while these are in albums in Backup and Sync app, photos doesn't recognise them and everything is just in a timeline.

I'm hoping to get past this stage and work on utilising the Photos API to create albums for me based on the list of albums and photos in the Backup and sync folder.

Just to let you know that photos and videos that aren't backed up will have this cloud icon  or circular-arrow icon based on the version of Google Photos App on your phone.

Meanwhile, could you please let me know if you're facing issue while adding photos to album? If yes, let me know the number of photos that you're trying to add it to the album?

Meanwhile, just to let you know that you can add/move 500 photos at a time, and the maximum album limit is 2000 photos. So that shouldn't be the problem. However, could you please check the photos files size and file type?

Just to let you know that your files won't be backed up if: 
  • Photos larger than 75 MB or 100MP
  • Photos: .jpg, .png, .webp and some RAW files.

I don't blame you for being cautious based on that message!

However, if you added the image to your Library with the "Add to library" (cloud with down arrow) the one in your "Photos" library is actually your own copy.

To exercise an abundance of caution, try deleting a test image of the group from "Photos" then see if the deleted image still shows in https://photos.google.com/u/0/sharing  (it should).  If not, recover it from https://photos.google.com/u/0/trash and let me know.

Google Photos is not really an image hosting site for websites (like Imgur or photobucket). Although you might be able to trick it to work for the short term, I believe, until/unless there are future changes in the charter and architecture for Google Photos you will be fighting a losing battle.

Here is what I believe is an easy workaround.  I just tested it with a Yahoo email account:

The trick is (and there are probably multiple ways to do this but this is documented):
  1. using http://tinypic.com/ to create a small photo, and then
  2. Copying the Image (not the URL) in tinypic.com, and then
  3. Pasting the image into the Yahoo email signature.
