The only app that was able to bulk upload folders into albums on Photos was Picasa, but they have broken that path more then a year agoo also.
- Backup & Sync never has been suitable for creating "folders" on Google Photos - it just can add contents to an endless timeline (called library).
- Too much work for nothing.
- The only new option in Photos to import from Drive is not suitable for your large amounts - then you are busy untill Christmas.
And why: perhaps because Photos can be free of charge for your bulk (on Drive you always need to pay).
So: no other solution then to pay and stay on Drive. Not that bad, but oldmodish. OneDrive would have been a much better choice.

But even without that need, there only are sick ways to accomplish what you want via Backup & sync.
- Use the Drive-section in B&S to downsync your folders to computer (need much space).
- If ready switch-off the syncing and delete all Drive-folders step by step (also from trash).
- Use the Computer-section of B&S to upload these folders to Google Photos and in mean time these folders will get resynced to Drive, but in another tab namen "Computer". Be very carefull with settings and excluding problematic filetypes which maybe not compatible with Google Photos.

Indeed, syncing offline in batches could be a solution, but too time consuming. I think some scripting in drive can help me to put all photos in a single folder, and then use the upload function by selecting them all (if it supports that many files..)
