You can't change high quality into original quality anymore - then you would need to re-upload them and that's a complex and dangerous operation. 

But there is no need for, because you never will see the difference unless on large posterprints. 

Besides: these HQ-files will not get counted after June 1, but the Originals still will use the same amount of storage as they do now. Check on one.google.com/storage

1. Use back-up and sync -> this won't work as this will take too much time (GB's!)
2. Flatten the Drive structure and then upload-> okay, but how?
3. Select folders from Photo's -> this is not possible..

That never has been a wise decision because modern Google lacks too much handy tools and recently they have broken the coöperation between Photos and Drive almost completely. 

The only app that was able to bulk upload folders into albums on Photos was Picasa, but they have broken that path more then a year agoo also. 

1. Backup & Sync never has been suitable for creating "folders" on Google Photos - it just can add contents to an endless timeline (called library). 
   
   
2. Too much work for nothing. 
   
   
3. The only new option in Photos to import from Drive is not suitable for your large amounts - then you are busy untill Christmas. 

And why: perhaps because Photos can be free of charge for your bulk (on Drive you always need to pay). 

So: no other solution then to pay and stay on Drive. Not that bad, but oldmodish. OneDrive would have been a much better choice.

Thanks for your quick reply. I already have a paid subscription to Google Drive/Photos, that's why I uploaded everything. I know Photos does not work with albums, and am fine with that. All I want is to upload all my files from Drive to Photos. The problem here is the folder/file structure I have in Drive.

So yes, my photos are safely stored in Drive, but I want them in Photos (because of the great services) and get rid of the folder structure I currently have.

You were not clear that you has no interest in having albums on Photos like your folders on Drive, because that is the main disappointment for many. 

But even without that need, there only are sick ways to accomplish what you want via Backup & sync. 

1. Use the Drive-section in B&S to downsync your folders to computer (need much space). 
   
   
2. If ready switch-off the syncing and delete all Drive-folders step by step (also from trash). 
   
   
3. Use the Computer-section of B&S to upload these folders to Google Photos and in mean time these folders will get resynced to Drive, but in another tab namen "Computer". Be very carefull with settings and excluding problematic filetypes which maybe not compatible with Google Photos.

   Especially (long) movies can be hopeless bottleneck. 

Will take weeks probably and your internetconnection will be fully occupied (but that can be moderated under Settings (account and more).

Indeed, syncing offline in batches could be a solution, but too time consuming. I think some scripting in drive can help me to put all photos in a single folder, and then use the upload function by selecting them all (if it supports that many files..)

  Okay so, as unlimited storage will be coming to an end soon, I've been bulk uploading old pictures to Google Photos via the website on my PC, connected to my home WiFi. I set it to upload a particularly large batch before going to bed last night, and then woke up to see a high data usage warning on my phone - a Galaxy S20 FE 5G - this morning. I checked for the cause, and discovered that the Google Photos app had used over 8GB of my mobile data plan in the background over the last couple of days.

  
  

  I assume this has to be related to my bulk uploads on PC, but I really don't see how or why that would be causing mobile data usage to spike on the Photos app on Android? I don't have it set to auto-download my pictures, or anything like that.

  
  

  If anyone has any ideas, I'd appreciate it. I don't want every upload I make to Google Photos on PC going forwards to be somehow mirrored in data usage on my phone plan.

  Then you must have used a backup setting in the Google Photos app which allows for mobile data-usage - perhaps because your wifi-connection was interrupted for some hours???

  Else no explanation possible. 

  And there was no need to do it via your smartphone, because that could have done straight from pc via the Backup & Sync app and then you would have had a real backup on Drive taking no addditional storage and no data usage.

  Google Photos never uploads the same picture multiple times.
  What we see as duplicates have some difference in file format or metadata.

   

  Regrettably, Google Photos doesn't provide any means to remove the apparent duplicates. You have to search those manually.

  Any deleted picture is retained in the bin for sixty days.

   

  If your delete action is recent, you will find all the items in the bin. The bin icon becomes visible in the library view. Tap that & recover everything available in the bin.

   

  However, if your delete action has already crossed sixty days, or you have emptied the bin inadvertently, there is no way to recover anything through Google Photos.

  Once you include a folder in the sync option, everything in that will get uploaded to Google Photos & remain in "Sync".
