  • Tap your profile icon
  • Tap Photos settings.
  • Tap backup & sync.
  • Scroll down & then tap mobile data usage
  • In daily limit tap unlimited
  • Tap backup while roaming.
Next through the settings on your phone, allow the photos app to use the data in background. Also please adjust the limits on data usage if any.
Once done, that will start back up over mobile data.

Creating albums (no folders) should be done in Google Photos itself - not on device - these get lost some day. But Google Photos does not convert your folders into albums. 

PS: you also can create these thematic albums in your desktop browser on site photos.google.com - that maybe more comfortable.

I updated my OnePlus 7T to Android 11 (Oxygen OS 11.0.0.2.HD65AA) and since then Google Photos does not work at all, even in the background. (Crashes about five seconds after starting.) I tried force stopping, clearing cache, restarting my phone, etc. Uninstalling and reinstalling all updates helped momentarily but then it started crashing again. If you deleted an image from your phone that was taken on the phone and automatically backed up to Google Photos, it will also have been deleted from the backup. So long as this was not more than 60 days ago, however, you should be able to find and recover the video from Trash (accessed through Menu, the three short-horizontal lines in upper left).

There is currently not a way to do a voice over within Google Photos.

However, on the current version of Android 11, at least on the Pixel, there is an option to do a screen recording. You could, in theory, engage the screen recorder and narrate a slide slow while you advance the images, then stop the screen recording, and edit the recording as needed.

You can't sort at all - everything is on date and normally look-alikes are side-by-side. 
But you need to check their technical data, because there must be a difference. 
And normally you can't have them at all unless you did something terribly wrong.

But files in album can be sorted on dates only, or in some manual order.

That is a quite different problem indeed, because the short selection list is shown in the order of most recently used. But in a desktop browser you can press Ctrl and F and then type a few letters of the albumname, you will see the right album almost immediately. 
The opposite tric is to open the album and the choose the +  to add pictures from computer or library (also possible in the app on phone).

The original 4K movie may be still on your phone, so you can't remove that file in the Google-app on phone, because then you will delete your original in the first place and its copy at Google which is the compressed version in lower resolution due to the high quality setting in the app. 
That high quality version is not counted by Google because the file was uploaded before June 1. 
It is your decision if you prefer original quality using 4 GB at Google or reduced quality using less then 1 GB but not counted yet. 
  1. If you prefer to keep the 1080px version at Google, you can decide to copy the 4K original straight from phone to computer via usb and then delete the big 4K file in the camerafolder of the app or in your gallery app or file-app. 
  2. If you prefer the 4K version at Google, you must switch-off the backup and then delete the 1080px version on photos.google.com. Then switch on the backup and choose original quality and then the 4K version will get uploaded very slowly. If that file plays well on photos.google.com you can remove the 4K file from your phone via the camerafolder or file-app. 
Probably the same procedure for other look-alikes.

So either you need to pay for 100 GB: see one.google.com/storage
Or you should have compressed all by selecting High quality  on photos.google.com/settings and then wait a day until the usage goes to zero and uploading starts again.

On one.google.com/storage you see 3 storage-users: Drive + Gmail + Photos. 
The values for Drive and Gmail can't be compressed to zero usage, so you may need to delete a lot yourself. 
Unsupported videos can't get processed (and compressed) by Google, but can take a lot of storage on Photos. On photos.google.com/settings you can check that and if present, just delete them because they never can be displayed. Maybe these 183 all are such unsupported movies.

Following is text from the official Google Photos Help page about deleting and restoring photos and videos: 
 
Restore photos & videos
If you deleted an item and want it back, check your trash to see if it's there.
  1. On your Android phone or tablet, open the Google Photos app .
  2. At the bottom, tap Library  Trash .
  3. Touch and hold the photo or video you want to restore.
  4. At the bottom, tap Restore. The photo or video will be back:
    • In your phone's gallery app
    • In your Google Photos library
    • In any albums it was in
If the item is not in your trash, it may be permanently deleted.
    Important:
    • If you delete a photo or video that's backed up in Google Photos, it will stay in your trash for 60 days.
    • If you delete an item from your Android device without it being backed up, it will stay in your trash for 60 days.

    Don't see the photo or video?

    • You permanently deleted it from your device's Gallery app, without backing it up first.

    The information on the following Google Photos Help pages will help you become more familiar with finding, deleting, and restoring your pictures: 
     
     
    If you deleted pictures or videos that were not previously backed up to your account through the Google Photos app, then unfortunately there's nothing that Google or any of the volunteers in this Help Community can do to recover them. 
     
    Files that existed only on your phone, ones that were never uploaded to the cloud, cannot be recovered or restored by a cloud storage service. Simply put, Google can't help you recover files it never had in the first place.
